Background

The Government of Uganda launched a Peace Recovery and Development Plan (PRDP) which commenced implementation in July 2009 and now in a second phase running until June 2015. The main objective of PRDP2 is to complete the post-conflict recovery process; to strengthen the foundation for development in Northern Uganda; and to narrow the gap between Northern Uganda and the national average level of all socio-economic indicators. In this context, and building on previous UNDP engagements in Northern Uganda, UNDP will continue to support the implementation of PRDP2. Services of 2 Project Associates are required to support the implementation of the Local Development and Social Cohesion in Northern Uganda Project.

Under the guidance and supervision of the Area Project Coordinators with overall reporting to the Northern Uganda Programme Manager and Team Leader Crisis Prevention and Recovery Unit (CPR), the Project Associates will provide administrative support for the smooth implementation of the Northern Uganda Programme in accordance with UNDP rules and regulations. The Project Associates will work in close collaboration with the operations, programme and projects’ staff in the Country Office. The Project Associates will be based in Lira and Gulu districts respectively.

Duties and Responsibilities

Provide effective support in the management of the project focusing on the achievement of the following results:

  • Ensure timely consolidation of reports prepared and submitted by all partners including technical, and financial reports;
  • Ensure close coordination between other relevant projects and programmes;
  • Facilitate coordination and other support for consultants hired on the project, and for any relevant missions UNDP or other directly related to the project;
  • Support in the provision of guidance to the partners on routine implementation of projects including their reporting;
  • Presentation of information for audit of the Northern Uganda Programme and support implementation of audit recommendations as deemed appropriate
  • Participate in project monitoring and evaluation (M&E) specifically, participate in field project visits;
  • Participate in discussions and meetings with stakeholders;
  • Monitor financial delivery and prepare reports as needed.
  • Review, in conformity with procedures, work plans, availability of resources for expenditure, and ensures conformity of project financial requests.
  • Preparation of reports including mission reports, periodic briefs on progress especially from the field operations and on M&E visits;
  • Support in the organization and management workshops, trainings and briefs and orientation of the programmes as and when required for effective implementation of the programme.
 Provides administrative support for smooth implementation of the project focusing on achievement of the   following    results:
  • Administrative support to management of the Programme;
  • Review of projects Financial Reports; preparation of basic financials for the Programme;
  • Maintenance of the internal expenditures control system while ensuring that vouchers are processed timely, are matched and completed, transactions are correctly recorded;
  • Filing of all related project documents;
  • Liaise and provide support with local experts and consultants on assigned tasks;
  • Preparation of requisitions for goods and services to be procured in the Northern Uganda Programme;
 Ensures facilitation of knowledge building and knowledge sharing in the project focusing on achievement of the following results:
  • Organization of trainings and workshops for stakeholders of the project;
  • Synthesis of lessons learnt and best practices during the implementation of the project;
  • Sound contributions to knowledge networks and communities of practice.

Required Skills and Experience

Education:    
  • Bachelors Degree in Business administration, Public Administration, Social sciences, Economics or International Development, or any other field related to project management.

Experience:    

  • Five years work experience in provision of support to the management of projects; Experience in specifically supporting projects in post conflict and recovery area will be an advantage;
  • Good understanding of crisis prevention and recovery issues in Uganda and/or in  Sub-Saharan Africa region;
  • Relevant experience of working with government agencies, District Local Governments, local communities and international organizations;
  • Experience in the use of computers and office software packages and handling of web based management systems.
