Background
Duties and Responsibilities
- Oversee and coordinate programmatic and financial management of the grant
- Support the formulation of an implementation strategy; clarify and define roles/responsibilities of all stakeholders (SR, National Programmes, CCM, health centers, Civil Society, etc).
- Establish working procedures related to the management of the grant and oversee their compliance during the duration of the program.
- In coordination with the Sub Recipients and all partners, ensure timely execution, based on the workplan defined with the Global Fund.
- Ensure proper coordination with the Country Co-ordinating Mechanism (CCM) and other in-country stakeholders, in particular coordinate with the cooperating partners to ensure harmonized support to the national health sector
- Engage capacity development initiatives to strengthen national systems and processes.
- Assess the programmatic impact and oversee the appropriateness and the accuracy of methods used to verify progress and the results.
- Ensure timely submission of financial and narrative reports to the Global Fund.
- Oversee timely preparation of reports for UNDP and the Local Fund Agent (LFA).
- Coordinate with corporate UNDP services to ensure that expected results are delivered in a timely manner.
- Ensure annual audits of GFATM sub-recipients.
- Conduct visits to provincial sites to supervise the governmental and non-governmental activities supported by the Global Fund.
Support in the implementation of the capacity building plan
- Coordinate the design of the capacity development plan of implementing partners.
- Provide support to the implementation of the capacity development plan to ensure a smooth transfer of the PR function from UNDP to a designated national Principal Recipient.
- Participate in technical committees of the CCM and provide advice on Global Fund procedures to these committees, as required.
- Coordinate the organization of information events and in the areas of the grants.
- Oversee trainings for the National Programmes, Sub Recipients, and Project staff on programme management.
- Disseminate best practices for management of HIV/AIDS projects at the local level and share experience/ best practices on the UNDP- GFATM partnership network.
- Provide synthesis of lessons learnt and best practices in project management.
- Access global best practices, share them with other local and international stakeholders and ensure their incorporation into the health portfolio and project design process.
- Coordinate and build partnerships with the Ministry of Health, UN Agencies, Financial and Technical Partners and other implementing partners as well as with international and local stakeholders to ensure transparent and effective implementation of the programme.
- Maintain effective partnership with government and regional institutions, implementing partners and UNDP colleagues to exchange critical and technical information and resolve programme/ project implementation issues to ensure results are achieved as planned.
- Collaborate with internal and external partners, stakeholders and clients to advocate and promote organizational and program issues.
- Submit recommendations for resource mobilization to encourage donor interests and increase funding.
- Establish dialogue with donors, partners and stakeholders to maintain effective working relationships, sustain interests and cooperation.

Required Skills and Experience
- Master’s degree in Business, Economics, Public Administration or any development related field and/or a degree in medical sciences or project management.
- 10 year experience in the project Management/ public health in a developing country.
- Experience in planning, programming, monitoring and evaluation of projects.
- At least 5 year experience of GFATM Grant Management.
- Experience in building and management of partnership : MoH, HIV and donors.
- Experience in managing donor funded programs/projects, with a high sense of accountability.
- Good leadership skills with ability to oversee a diverse and multicultural team.
- Ability to work under stress and pressure.
- Fluency in Portuguese (Spanish acceptable) with good verbal and written skills. Knowledge of English is essential.
