Background

The Democracy and Governance Cluster of UNDP Bangladesh is providing technical and financial assistance to the Government to find innovative solutions to its development challenges and to build capacity of national level institutions to implement policy reforms. The Bangladesh National Human Rights Commission Capacity Development Project (BNHRC-CDP), UNDP is supporting the National Human Rights Commission (NHRC) to establish the required infrastructure and functional capacity to play NHRC’s role effectively. One of the four key areas of support is to assist the NHRC in Human Rights Awareness.

According to the National Human Rights Commission Act 2009 one of the key functions of the NHRC is ‘To provide training to the members of the Law enforcing agencies regarding protection of human rights’. The Government of Bangladesh has entered into a five year agreement in 2010 with the UNDP launching the Bangladesh National Human Rights Commission-Capacity Development project (BNHRC-CDP) which is working with the objective of building the capacity of the NHRC, assisting the monitoring and investigation of human rights violation of NHRC, awareness raising about human rights and research and policy advocacy of human rights. The Outcome 3 of the Project Document indicates that NHRC has developed capacity to efficiently and effectively undertake human rights education and training and develop a human rights based culture in Bangladesh. Thus, the project is supporting the NHRC to develop a sustainable capacity to plan, conduct and review specialized human rights training programmes for law enforcement agencies.

Duties and Responsibilities

In accordance with the overall objective of the project mainly under Outcome 3 the Consultant under the supervision of the Project Manager will facilitate the training workshop on human rights and provide additional specialist advice and expertise as needed.

Deliverables:

Training and Management:

  • Prepare comprehensive Work Plan including milestones and detailed activities;
  • Desk review of the Human Rights Training Manual of National Human Rights Commission and prepare handouts/workshop materials in English and Bangla: outline of the chapters, and training agenda;
  • Prepare Power Point Presentation for the Sessions;
  • The Consultant with support of the NHRC and BNHRC-CDP, will have to arrange 2 training workshops per month (in total 8 training over a period of 4 months), training 30 (10 female & 20 male) participants (police officers);
  • The consultant will be facilitating two training of trainers workshops for the Police training institutes;
  • Develop training materials: teaching aids, visual and distributive materials, etc and the Consultant will be responsible for providing print materials and logistics related with the training and delivery of the training materials to the training venue;
  • Facilitate the proposed workshop (tentative duration: 2-3 days) covering the human rights principles, the core human rights instruments, and the human rights principles for law enforcement officials as well as the application of these concepts and principles in the conduct of police duties;
  • Training may be conducted in Dhaka or outside Dhaka;
  • Training Methodology: International standard, participatory and interactive approaches will be used to ensure sustainable learning. Case studies, simulations, role-play and debates will be used as learning methodology;
  • Prepare Training Participants List and signed attendance sheet;
  • Filled up Evaluation Forms by the participants provided by the BNHRC-CDP and should be submitted to the BNHRC-CDP;
Prepare and submit a report of the training reflecting on:
  • The degree to which objectives was achieved, particularly in participants’ understanding of human rights concepts;
  • Areas where methodological adjustments should be made in the training delivery based on evaluation results, self-assessment of whether the trainings met the intended objectives and feedback from participants.
  • The consultant should outline concretely where and how adjustments should be made to the mode of delivery;
  • Perform other tasks assigned by the Supervisor

Duration of the assignment, duty station and expected places of travel:

The duration of the assignment will be of maximum 60 working days spread over a period of 4 months. The assignment requires travelling to outside Dhaka.

Progress controls and payment instalments:

The Consultant will work under the guidance and supervision of the Project Manager, BNHRC-CDP and support the implementation of the agreed project activities. The Consultant will be paid in four instalments. Certification from the Project Manager after receiving all deliverables will be required to clear the payment.

Payment MILESTONE:

  • First instalment (20%) upon submission of detailed work plan, agenda of the training workshops and outline of the modules.
  • Second instalment (30%) after completion of 2 training workshops.
  • Third instalment (30%) after completion of 4 training workshops.
  • Final payment (20%) after completion of 8 training workshops and acceptance of the Final Report.

Required Skills and Experience

Academic Qualifications:

  • Minimum Master’s Degree in Law, Human Rights, International Relations or any other relevant Social Science discipline. PhD would be preferred.

Technical Experience:

  • At least 5 years of training experience on human rights. An experience on training law enforcement officials on human rights would be preferred;
  • Previous proven experience in developing human rights training manual. An experience in developing training manual for law enforcement officials would be preferred;
  • Previous proven experience with UN agencies/donor agencies/international or national organizations. An experience as human rights trainer will be an asset;

Language:

  • Excellent oral and written communication skills in both English and Bangla and extensive computer literacy.

Evaluation of the candidates:

  • The candidates will be evaluated through Cumulative Analysis method. When using the weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as;
  • Responsive/compliant/acceptable, and;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
  • Only candidates obtaining a minimum of 70% marks in technical evaluation will be considered for further financial evaluation.

Technical Evaluation Criteria (Total 70 marks):

  • Demonstrated knowledge on human rights and UN human rights mechanisms/instruments/principles applicable to the police in the exercise of their function (25 Marks)
  • Working experience with UN agencies/donor agencies/international or national organizations (15 Marks)
  • Demonstrated experience in conducting, facilitating and managing trainings on human rights. Experience on training of law enforcement officials (30 Marks)
  • Financial Evaluation (Total 30 marks):

All technically qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal.

All other proposals receive points according to the following formula:
