Background

Under the guidance and supervision of the Head of Office Baghdad, and the Field Security Specialist, the Logistics/Security Assistant will provide administrative, transport and security support to UNDP personnel and operations in Basrah and the southern region of Iraq. The incumbent will ensure a high quality of work, through accurate, timely and properly recorded/documented service delivery. The incumbent will be required to perform his/her duties without constant supervision and promotes a client, quality and results-oriented approach.

The incumbent works in close collaboration with the Operations, Programme and Projects staff in the CO and other UN agencies staff to ensure consistent service delivery.

Duties and Responsibilities

Under the Supervision of the Field Security Specialist, provide security support to UNDP personnel and operations in Basrah and the lower-south region (Basrah, Missan, Thi Qar, Muthana):

  • Maintain close relations and liaison with the UNAMI Security Unit, and other UN security elements, in Basrah ensuring close cooperation with UNDP operations, ensuring a detailed working knowledge of the UN security policies and procedures for Basrah.
  • Liaise with Iraqi security forces in support of UNDP personnel and operations
  • Provide security briefings to UNDP personnel, and other visiting UNDP affiliates, as instructed
  • Report on any security related issues and provide immediate updates on security developments
  • Monitor movement of UNDP personnel within the southern region.
  • Ensure that appropriate security clearance requests and approvals are processed for local movements within Basrah and the southern region.
  • Maintain a database, updated daily of the location of all UNDP personnel
  • Compile and submit staff tracking reports as required
  • Coordinate the transportation of UNDP personnel
  • Ensure that all UNDP personnel comply with the current UN security policies and procedures
  • Develop a warden system for UNDP personnel in the lower-south region in accordance with UN Security procedures
  • Maintain an accurate and regularly updated inventory of all security equipment
  • Ensure that all personnel have all the personal protection equipment required for Iraq
  • Ensure that all personnel sign as being responsible for equipment issued to them.
  • Ensure that equipment is returned on time and in good condition.
  • Conduct regular checks of stores and equipment to ascertain serviceability and supplies.
  • Ensure that security equipment is securely stored and accounted under UNDP asset inventory record-keeping procedures
  • Assist the UNDP Security Unit in the execution of their duties as and where required

Under the Supervision of the Head of Office Baghdad and the Field Security Specialist, provide driver and transportation support to UNDP personnel and operations in Basrah and the lower-south region:

  • Coordinate the movements and transportation of UNDP personnel as required
  • Personally responsible for the safety and security of all passengers entrusted to his care
  • Drive both non-armoured as well as armoured vehicles.
  • Transport staff members to various destinations as and when required, within the boundaries of the UN Security Policies and Procedures for Basrah, in coordination with UNAMI-MOVCON when needed
  • Planning of routes, in conjunction with the UNDP and UNAMI Security Units, ensuring the safety of passengers at all times
  • Maintain a close liaison with the UNDP and the UNAMI Security Units ensuring a detailed knowledge of the most safest routes within the region
  • Maintain vehicle log books for daily trips and keep records of mileage and fuel consumption of each vehicle.
  • Ensure that the UNDP vehicles are maintained regularly in accordance to service records of each vehicle and when required.
  • Ensure that the UNDP vehicles are in good operational conditions
  • Ensure that all UNDP vehicles have first aid kits and that these are properly stocked and stored
  • Responsible to carry out daily check (oil, fuel, brakes, tyres, battery, tool kits, etc) on all UNDP vehicles and before commencement of any trip/mission.
  • Strictly adhere to all UN security rules and regulations at all times
  • Ability to carry out minor mechanical emergency repairs on vehicles as and when required
  • Ensure that UNDP vehicles are used for official purposes only, unless otherwise advised
  • by the Security Specialist
  • Perform any other tasks as would be required by the Supervisors

Under the Supervision of the Head of Office Baghdad, provide administrative and logistical support to UNDP personnel and operations in Basrah and the lower-south region:

  • Receipt of shipments, customs clearance arrangements, preparation of documents for UNDP shipments (received/sent), arrangements for shipments. Preparation of all necessary documentation, implementation of follow-up actions, drafting correspondence related to shipments/customs clearance in consultation with the respective requesting unit.
  • Arrangement of travel and hotel reservations, preparation of travel authorizations.
  • Support to staff members and their dependents by processing requests for visas, identity cards and other documents in accordance with requirements of the United Nations and national government.
  • Administrative support to organization of conferences, workshops, retreats.
  • Collection of information for DSA, travel agencies and other administrative surveys.
  • Preparation of routine correspondence, faxes, memoranda and reports in accordance with CO SOP.
  • Extracting, inputting, copying and filing data from various sources.
  • Maintenance of files in Administrative Unit
  • Checking vehicle logs and preparation of the draft vehicle history reports and maintenance plans.
  • Collection of information on assets management, maintenance of records and files on assets management.
  • Maintenance of files and records relevant to office maintenance
  • Maintain a professional working relationship with UNDP partners in Basrah
  • Maintain a professional working relationship with local government counterparts and other UN organizations operating in the lower-south region

Required Skills and Experience

Education:

  • High school diploma. University Degree would be desirable, but it is not a requirement.

Experience:

  • Minimum Six years of relevant experience with safe driving record.
  • Knowledge of vehicle mechanics would be an asset.
  • Possession of valid Iraqi national driving license is a must.
  • Good knowledge of driving rules and traffic regulations
  • Previous experience working with the UN in Baghdad would be advantageous
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web based management systems.

Language Requirements:

  • Good knowledge of English and Arabic languages (written and spoken)

Min Monthly Remuneration:    US$ 2,676.61 (Including Pension and Danger Pay)
