Background

As the UN’s lead development agency, with extensive field presence, UNDP has facilitated the integration of gender equality in the work of Country Offices through core and non-core fund investments, has initiated and implemented numerous innovative initiatives, and has supported both government and civil society work on gender issues.
 
The Gender Team of the Bureau for Development Policy (BDP) is the institutional anchor of UNDP’s work on gender equality and women’s empowerment. As the UN’s lead development agency, UNDP facilitates the integration of gender equality in the work of its Country Offices (CO) through core and non-core fund investments and has initiated and implemented numerous innovative initiatives that support program county work on gender equality and women’s empowerment. The Beijing Platform guides UNDP’s work on gender for Action (BPFA), Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) and the frameworks provided by the Millennium Declaration and the Millennium Development Goals (MDGs).
 
The consultant will support the work of the Gender Team’s Democratic Governance and Crisis Prevention and Recovery cluster UNDP, New York and will work in collaboration with all units of the Gender Team as well as with relevant UNDP headquarters units.

Duties and Responsibilities

Through this consultancy, support will be provided to Gender Team until 30 November 2013 in the following way:
 
Specific Deliverables/Activities
  • Activities to support the completion and launch of five (5) new knowledge products currently being developed including: two on GBV, one on Gender Equality in Public Administrations, one on Women’s Regional Organizing to Advance SCR 1325, and two on advancing women’s legal rights will include: research, coordinating and compiling comments, editing and formatting, liaising to ensure successful completion of the design and printing processes, and related tasks.
  • Organization of corporate webinars on the forthcoming knowledge products on Advancing Gender Equality and Women’s Empowerment in Constitutions and UNDP Support for Domestic Violence Law Reform 
  • Updating the Gender and Democratic Governance, Gender and CPR and GBV Service Spaces, including gathering and uploading resources into UNDP’s extranet platform - Teamworks
  • Assist with other related functions of the Democratic Governance and CPR cluster as needed;
  • Effectively support the Cluster’s relevant work and collaborate with partners.
Expected Outputs:
  • Total of 6 knowledge products currently being developed including on; GBV (2 publications), Gender Equality in Public Administrations (1 publication), Women’s Regional Organizing to Advance Security Council Resolution 1325 (1 publication), and advancing women’s legal rights (2 publications) are completed; 
  • Gender and Democratic Governance, Gender and CPR and GBV Teamworks  Spaces are updated;
  • One webinar on a new knowledge product is completed and a second is developed for launching in Q4 of 2013.

Required Skills and Experience

Education
  • Master’s Degree in Gender Studies, Economics, International Relations, Human Rights, Law or a related field.
Years of Experience
  • A minimum of 3 years of experience in the area of gender and democratic governance, Gender Based Violence, women’s human rights, and/or crisis prevention and recovery;
  • Prior experience in the work environment of an international agency, NGOs, UN, or international institutions is preferred;
  • Experience in the preparation and completion of publications preferred;
  • Computer literate (being able to use MS Windows, office applications, Internet search).
Language
  • Fluency and excellent analytical writing skills in English.
  • Second official UN language an asset.

FINANCIAL PROPOSAL
 
Contracts will be based on daily fee:
Please indicate your all-inclusive daily fee rate in US dollars. Payments are made to the Individual Consultant based on the number of days worked.

Travel:
There is no anticipated travel for this assignment. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP Gender Team and the Individual Consultant, prior to travel and will be covered and paid by UNDP.
 
The fare will always be “most direct, most economical” and any difference in price with the preferred route will be paid for by the expert.
 
UNDP will not cover any costs associated with moving to the duty station (New York, USA). 
 
EVALUATION
 
Method: Cumulative analysis method will be used to evaluate proposals.
 
When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
  • Technical Criteria weight: 70 points
  • Financial Criteria weight: 30 points
Only candidates obtaining a minimum of 49 (70%) points on technical part will be considered for the Financial Evaluation.
 
Criteria for technical evaluation (70 points maximum):
  • Criteria 1: Experience in the area of gender and democratic governance, Gender Based Violence, women’s human rights, and/or crisis prevention and recovery – 25 points;
  • Criteria 2: Knowledge and experience in developing or implementing UN/UNDP policies and programmes in the area of gender equality or with sister UN agencies in this field– 15 points;
  • Criteria 3: Relevant skills and experience in using internet based formats such as Teamworks to share knowledge and information – 15 points;
  • Criteria 4: Relevant skills and experience in preparation and completion of publications in the area of democratic governance, gender based violence – 15 points.
Criteria for financial evaluation (30 points maximum):
The following formula will be used to evaluate financial proposal:

y = maximum number of points for the financial proposal
μ = price of the lowest priced proposal
z = price of the proposal being evaluated

In addition, applicants will be requested to fill and sign a PH 11 Form and submit it together with Curriculum Vitae on the online application portal.  To note, a completed PH 11 Form will be required at the time a consultant signs an Individual Contract (IC) or his/her employer, if employed, signs a Reimbursable Loan Agreement (RLA) for work associated with this assignment.
