Background

UNDP's mission is to position itself as a world class knowledge organization.  In order to achieve this mission, the organization should transform its workforce by developing the requisite staff capacity through learning.

Under the direction of Chief, Integrated Talent Management, OHR. BOM, the incumbent is responsible for   designing, developing and executing specific learning activities for UNDP staff. The Learning Specialist will conduct research on learning products/services in order to develop and deliver learning events; as well as contribute to the learning component of the candidate pool process in collaboration with the Recruitment Unit.

Working across ITM and OHR teams and with organizational partners, the incumbent ensures the integration of an end-to-end blended learning methodology in formulating learning curricula relevant to the organization’s evolving capacity needs.  The incumbent will create training materials/content development, designs and manages assessments, including the development, implementation and review of feedback for all participants of these learning events.  The incumbent uses available learning technology and platforms in delivering blended learning events.

Duties and Responsibilities

Learning

  • Manages the organizational and individual needs analysis, design, development, implementation, evaluation and administration of learning events.
  • Supports and facilitates, as required, the development of training materials and delivery of training events. Follows through with user feedback, progress and integrates the feedback to the future programmes.
  • Proactively coordinates all activities related to learning events supported by the ITM in collaboration with stakeholders. Designs and coordinates training programmes based on organizational and staff needs  that are in line with learning events, by applying a blended learning approach, including video-conferences, presentations, forums & face to face workshops.
  • Advises stakeholders on development of the learning events, including advising on creative learning approaches, methodologies, illustrations, technologies.
  • Carries out surveys, assessment and feedback analysis to monitor the impact of learning and to evaluate overall programme effectiveness.
  • Designs and re-packages learning solutions for candidates who are nominated for and successful pass through the candidate pool assessment process
  • Enhances and coordinates the design and deployment of a blended Orientation & On-boarding package for all staff to help them to appropriately develop requisite capacities in core values, substantive knowledge, operational skills and competencies.

Project Management

  • Manages learning project(s) in line with UNDP’s corporate standards.
  • Works with service providers (as applicable) in identifying, developing and implementing creative solutions to enhance skills of staff.
  • Based on demand, follows-through on renewal / revision of learning activities with various partners which in part calls for enhancing and customizing existing learning products.
  • Participates and substantively supports other team members in the procurement processes and provide substantive inputs as necessary.

Knowledge Sharing

  • Promotes knowledge sharing on new approaches, thinking and techniques to learning across ITM and OHR
  • Develops lessons learned and data from dedicated learning events that inform strategic planning on corporate learning initiatives
  • Critically assesses learning events and develops data that improves value and Transfer-to-Practice effectiveness

Impact of Results

The delivery of a successful learning programme will help UNDP to develop the requisite staff capacity and retooling thereby enabling the organization to develop its workforce in line with organizational priorities.  Failure to deliver will have an adverse impact on the capacity building of the workforce.

Successful execution of tasks related to learning events will help ITM/OHR/BOM to adequately establish a commensurate research and application capacity that will facilitate ITM/OHR/BOM's innovation & renewal capability of learning events..

Required Skills and Experience

Education: 

  • Advanced university degree in Business Administration, Public Administration, Human Resources Management or other related Social Sciences.
  • A professional certification in learning and capacity development is an asset but not a requirement.

Experience: 

  • Minimum 5 years progressively responsible experience in the area of learning in either public or private sector or international organizations.
  • Relevant experience in organizing and delivering corporate learning programmes.
  • Extensive hands-on experience and knowledge of learning systems and Project Management are desirable.

Language Requirements: 

  • Fluency in English required.
  • Proficiency in another UN language is an asset (in particular Spanish and French).
