Background

The UNDP Country Office for Somalia (CO) has since 2010 been re-positioning itself for a more effective and coherent response to gender equality and women’s empowerment in its programmes. While CO programming to date has been informed by significant efforts to ensure gender sensitivity and gender responsiveness, the current move is to upscale to more gender transformative programming i.e. by addressing the causes of gender inequality through strategic actions that seek to transform the unequal power relations between men and women resulting in improved status of women and gender equality. Subsequently, in 2012 the CO established a Gender Unit in order to have dedicated capability to implement the Gender Equality and Women’s Empowerment (GEWE) project, and to support mainstreaming across other projects. These efforts respond to Outcome 4 of the Country Programme Document: “Somali women and men attain greater gender equality and are empowered.”

The GEWE project works through a number of governmental counterparts and non-governmental partners in Puntland, Somaliland and South Central Somalia to achieve this outcome. However, there is also a need to engage the media in all three regions towards changing the public’s attitudes to gender equality and women’s empowerment. There is a need for training of journalists in basic journalistic skills and good standards of gender responsive media. Such training is likely to have the greatest impact if it is mainstreamed into other existing training programs for journalists and rather than conducted as a stand-alone. A number of actors are already providing training to journalists across Somalia, and some have already expressed interest in including gender modules into them. The various trainings are coordinated by the Somalia Media Support Group (SMSG) which brings together UN agencies, donors and NGO’s who are supporting media in Somalia. The GEWE project aims to develop gender training modules that can feed into these existing training efforts. In addition, the GEWE project is coordinating with other UN agencies to establish a Somalia Media Award to take place on Human Rights Day in December. This award will provide incentives for good journalism and one of the categories will award best reporting on women’s situation in Somalia.

To develop the gender training modules, UNDP is looking for a consultant who can adopt existing international standards into contextualized curricula for journalists working in Somalia adjusted to delivery in different settings. The consultant will also be responsible for training national trainers (three in each region selected based on their connection with existing journalism training institutions) and validate the curriculum with them to ensure sustainability and local ownership of the developed curriculum.

Duties and Responsibilities

The purpose of the consultancy is to empower Somali journalists to apply gender sensitivity in their work by developing a curriculum for gender training for practicing journalist in Somalia and train national trainers to be able to deliver this training.

The specific objectives of the consultancy are to:
  • To develop a curriculum on gender sensitivity in media based on international standards but tailor-made to the Somali context and adjusted to delivery in various settings.
  • To train Somali national trainers to deliver the training and oversee their first training.
Scope of work

The consultant will work closely with the Gender Unit to plan consultations and trainings and will be supervised by the Gender Specialist.

Curriculum development:

The consultant will be expected to review relevant international standards and model curricula for gender sensitive media, as well as liaise with relevant stakeholders under the SMSG for information on existing training standards and experiences in Somalia and to identify relevant stakeholders in Somalia, including the national trainers identified by UNDP.
The consultant will be expected to consult with the identified stakeholders and validate the curriculum with them after drafting.

Based on these consultations, the consultant will develop a tailor made curriculum in three formats (1) a four-hour session, 2) a three-day workshop and 3) a 10 week course with weekly two-hour sessions) to train Somali journalists in gender sensitivity in media.

TOT of national trainers:

The consultant will deliver a three-day in-depth participatory training on gender and media to the national trainers at the beginning of the consultancy, followed by a two day TOT on delivery of the gender curriculum after this has been finalized. After these trainings, the national trainers should be competent to deliver trainings on their own using the new curriculum.

On the job-training of trainers:

The consultant will be expected to oversee a one-day training delivered by the national trainers to journalists as a follow up and validation of their competency to deliver training using the curriculum.

Reporting

For submission to the UNDP Gender Specialist at the end of the consultancy:

  • Gender sensitive Media training curriculum in three formats.
  • Reports of the workshops in the two regions
Monitoring and Progress controls

This entire consultancy is expected last for 34 working days within a validity period of 5 months (from issuance of the consultancy contract) broken down as follows: 2 planning days to consult with the gender team and other relevant development partners (mainly members of the SMSG); 4 days to review existing frameworks and develop training materials; 10 days for delivering training to national trainers; 15 days for developing and validating the curriculum and; 3 days for final reporting. The consultant will work under close supervision of the Gender Specialist based on the draft plan of work below.

The consultancy will be monitored and progress to set tasks determined accordingly:?

  • Activity: Initial meeting with the Gender Unit and other relevant stakeholders in Nairobi, incl the SMSG;           
  • Output: Notes of meeting;

  • Activity: Production of training materials for gender training to national trainers;
  • Output: Final training materials;

  • Activity: Delivery of trainings to national trainers on 1) Gender and Media 2) usage of the curricula and 3) on-the-job training of trainers;              
  • Output: Training conducted;      
  • Schedule: 10 days.
  • Activity: Draft curriculum for gender sensitive media in Somalia and validate with relevant stakeholders
  • Output: Final curriculum in three formats               
  • Schedule: 15 days
  • Activity: Preparation of final report;         
  • Output: Final report;        
  • Schedule: 3 days.
Final product/Deliverables:
  • Final training modules and programme for TOT;
  • Final and validated gender and media curriculum for Somalia in three formats;
  • A final report to UNDP of the training and curriculum development process.
Review/approval time:

Remuneration will be calculated on a daily rate based on qualification and experience, and will follow UNDP guidelines and procedures.

Payment schedule:
  • 50% 1st Installment upon Submission of draft report and curriculum;
  • 50% 2nd Installment upon submission of satisfactory final report after final comments;

Living expenses and travel will be paid separately and based on consultant’s approved travel schedule

Competencies

  • Extensive knowledge of international standards on gender mainstreaming in media work;
  • Knowledge of critical gender issues in the Somali context; in addition in a conflict and Islamic context;
  • Proven ability of planning and managing training programmes and developing curricula;
  • Excellent communication skills (spoken, written and presentational);
  • Good interpersonal skills and ability to work in and with teams;
  • Ability to set priorities and manage time effectively.

Required Skills and Experience

Academic Qualifications:
  • Master’s degree in relevant social science discipline (preferably gender studies or journalism).
Years and nature of experience:
  • Minimum of 6 years’ practical experience in the field of gender and media;
  • Experience in developing trainings and curricula;
  • Experience in participatory training and adult experiential learning techniques;
  • Good working knowledge and experience of the UN System; knowledge of UNDP processes and gender equality policies is an asset;
  • Experience working in conflict settings and complex political situations;
  • Experience in delivering presentations with translation.

Language requirements:

  • Strong written and spoken English language skills, Somali language is an asset.

Other Information:

  • The expert will be required to have a personal lap top computer and cover their transportation within Nairobi

Terms of Service

This is a non-staff contract under the Individual Contractor (IC) modality of hiring of the UNDP. Individuals engaged under an IC serve in their individual capacity and not as representative of a government institutions, corporate body or other authority external to UNDP. The incumbent shall not be considered as staff of UNDP, the UN common system or the government and are therefore not entitled to any diplomatic privileges or any other special status or conditions.
