Background

UNDP TMAC VA Programme sector reinforces advocacy for the benefits of policy makers and civil society organizations to encourage Tajikistan’s signature and ratification of the CRPD and its Optional Protocol. Joining this important UN human rights convention obviously would be an important breakthrough in the area of UNDP TMAC’s technical assistance to support a national policy development on addressing the rights and needs of adults and children with disabilities.

In 2012, a “Situational assessment of disability issues in Tajikistan” was conducted by UNDP international consultant on Victim Assistance/Disability. The report highlighted that a comprehensive and integrated approach to promoting inclusion and addressing the rights and needs of adults and children with disabilities requires a national policy and plan of action.

Therefore, this assignment is foreseen to provide the Government of RT with necessary technical assistance to develop Tajikistan State Program on Social Protection of Persons with Disabilities in the framework of the UNCRPD provisions. Besides, inputs of the International Consultant will serve as a major guidance for the project, inter alia, on elaboration of knowledge products and dissemination of project level results both nationally and internationally.

The Consultant’s work will be conducted in close cooperation with and supported by the DSU Officer and Chief Technical Adviser of the UNDP TMAC project. The task will be to support UNDP TMAC and national partners  to develop  the Tajikistan  State Program on Social Protection of Persons with Disabilities with substantive recommendations on particular tasks/activities to be implemented by Government in 2013-2015 for UN CRPD accession ratification.

Duties and Responsibilities

Main objectives:

The Consultant will be responsible for the following tasks under the assignment:

  • Prepare a detailed work plan for the development of State Program on social protection of persons with disabilities;
  • Draft a concept note on how the State Program on social protection of persons with disabilities will be developed for dissemination to key stakeholders;
  • Support National Consultant to review existing work plans and monitoring mechanisms of all ministries to identify those that are relevant to disability issues;
  • Draft a State Program on social protection of persons with disabilities based on outcomes of workshop and consultations with stakeholders;
  • Facilitate the conduction of the national workshop and present the status/findings for the development of the State Program on social protection of persons with disabilities, including substantive advice on the agenda and activities of working groups at the workshop;
  • Support National Consultant to facilitate focus group meetings at the district level during the process of developing the State Program on social protection of persons with disabilities;
  • Provide technical support to finalize draft State Program on social protection of persons with disabilities;
  • Provide technical support to develop budget for draft State Program on social protection of persons with disabilities;
  • Provide technical support to develop a monitoring tool for State Program on social protection of persons with disabilities;
  • Perform other duties and tasks as requested by Chief Technical Advisor to support process.

Functional competencies:

  • Proven experience of working with and capacity-development of governmental entities, DPOs, NGOs, and civil society, preferably in the field of disability;
  • Demonstrated expertise and experience in programme/sector assessments including the development of SMART objectives and programme response;
  • Demonstrated experience with workshop and focus group planning, coordination and facilitation;
  • Proven experience of organizing participatory and inclusive accessible trainings;
  • Good knowledge of Tajikistan's disability legislation and legal frameworks, the Convention on the Rights of Persons with Disabilities, the Anti-Personnel Mine Ban Convention and other relevant instruments of international human rights and humanitarian law;
  • High level of awareness and understanding of social, cultural, economic and political situation in the Republic of Tajikistan;
  • Fluency/proficiency in English (both oral and written) is required; Russian and or Tajik would be an advantage;
  • Advanced computer skills (Word, Excel, PowerPoint, etc.);
  • Good communication and analytical skills and excellent writing skills are mandatory.   

Required Skills and Experience

Academic Qualifications:
  • Post-graduate degree in disability, development, social sciences, human rights, and/or related fields;
  • Experience in capacity development, planning, mentoring, and consulting in areas related to disability.
Years of experience:
  • Not less than 8 years of experience in capacity development, planning, mentoring, and consulting in areas related to disability.

Language:

  • Fluency in written and spoken English is required for this post. Knowledge of Russian or Tajik/Farsi/Dari is an asset.
