Duties and Responsibilities
Profile: Livelihoods and Economic Recovery:
Sub-Profiles:
Economic Transition
Including assessing the impact of the crisis on the state of the wider local economy, reviewing capacities of the private sector, and SCOs / NGOs and other implementing partners, analysis of the local market conditions after the crisis, analysis of the state of financial institutions and MIFIs and review of the capacities of Government at central or local level.
Area Based Development
Including participatory community livelihoods assessments, with emphasis on disaster/conflict risk analysis (including local level conflict around natural resources), developing instruments and conditions that empower the population to identify and reach its own objectives, building-in consensus-based mechanisms to ensure all stakeholders’ participation, supporting the design and implementation of area based recovery proposals that address short to medium and long-term needs in a rapidly changing context as well as the sustainable use of natural resources for livelihoods recovery.
Community Infrastructure
Including assessments in the area of the community, social and economic infrastructure rehabilitation, programme strategy for community infrastructure rehabilitation, resource mobilization and monitoring and evaluation.
Debris Management
Including assessment of the recovery needs in the area of debris management and recycling, programme strategy for recovery & debris management, resource mobilization and monitoring and evaluation.
Emergency Employment
Including assessment of the recovery needs, capacities, available resources and market conditions, assessment of impact of the crisis on the employment, income, assets of affected population/enterprises, analysis of the market conditions and potential impact specific to cash for work and development of emergency employment initiatives, including public works where possible in crisis and post crisis situations as well as specific expertise in emergency employment initiatives in green sectors, such as waste management and initiatives that contribute to reduced risk of natural disasters such as reforestation, stabilization of riparian zones, stabilizing slopes and reducing sedimentation of rivers and water ways.
Enterprise Recovery
Including assessing the impact of the crisis on businesses/enterprises, supporting crisis affected men and women to recapitalize their businesses/enterprises, training/retraining on entrepreneurship, women’s economic empowerment, liaising with UNCDF on issues of microfinance for crisis affected people’s recovery, monitoring and evaluation, etc.
Livelihoods
Including livelihoods and economic recovery assessments, supporting the design of livelihoods recovery programmes in crisis and post crisis through a social cohesion lens, women’s economic empowerment, market assessments, support to early recovery planning, building capacity of early recovery clusters, early recovery program development and monitoring and evaluation of recovery work.

Required Skills and Experience
- Advanced university degree (Master, PhD) relevant to the thematic area (specifically areas such as economics, business development, socioeconomic development, agriculture, rural /urban development, civil engineering, hydraulic engineering, industrial engineering, social sciences, development, political sciences, management or other relevant science).
- At least 7 years of proven working experience in programme development and management in challenging environments;
- Extensive technical knowledge relevant to the thematic area;
- Region specific experience;
- Theoretical and practical experience in drafting, implementing, monitoring and evaluating public policies, strategies or concepts relevant to the selected thematic area;
- Proven and recent experience with technical assistance for project development, implementation, management and/or evaluation;
- Excellent drafting and formulation skills; proven record of drafting official reports or papers/studies in the selected area;
- Experience working as a public official in the selected area or working/collaborating with the government is a plus;
- UN experience an asset
- Experience with training and facilitation is an asset.
- Fluency in spoken and written English is a must, knowledge of another UN Language a plus. We are specifically looking for candidates with excellent French and Arabic language skills (fluent written and spoken).

- P11 form should, among other things, include names and contacts of at least three references and clearly indicate names of former and current supervisors (if applicable); in case of freelance consultants – list of partner institutions and contact details of projects supervisors. A file in .doc, .docx or .pdf format, containing the P11 form should be signed, scanned and uploaded into the system upon completion of the online application;
- Links to/examples of work, analytical reports, publications, online presence (e.g. blogs) in the subject matter that resulted from the consultant’s work should be included in the P11.
