Background

United Nations in Germany:
The United Nations in Germany consists of approximately 25 separate entities with a national and international personnel complement of more than 1000. The majority of entities and UN staff are allocated in Bonn and are co-located in common premises in two different locations at the Rhine River. Other UN agencies are located in Berlin, Dresden, Hamburg and Nuremberg. The high quality premises are provided by the Government of Germany.

Organizational setting:
The Security Staff has responsibility for the overall management of the UN Campus security and for services that are provided to all UN entities allocated in Germany.  The UNV Executive Coordinator is appointed as Designated Official (DO) for Germany. The role of the Security Focal Point for Germany is also performed by UNV, thus the Security Unit is managed under umbrella of UNV and cofounded by all UN entities allocated in Germany. The Unit’s main business objectives are the upkeep of security compliance at the Campus facilities and advice to the UN entities outside Bonn, provision of client services in the area of visitors and building security management, conference security services, and staff and security guards training and safety awareness.

Duties and Responsibilities

Under the direct supervision of the Deputy Security Focal Point  and general guidance of Designated Official for Germany, the Security Associate ensures the overall smooth functioning of the UN Security Management system in Germany by providing support to DO and the members of the country Security Management Group. The incumbent independently builds networks and maintains liaison with host government security organizations and commercial/private sector companies utilized at UN offices and residences, assists in preparation of security assessments and reports, facilitates UN staff security awareness level and conducts necessary training.

1. Independently maintains Threat and Risk Assessment information up to date:

  • Together with  DO and Country Security Focal Point (CSFP) collects, updates and communicates country security related information;
  • Assists/provides inputs to UNDSS in preparing a comprehensive threat and risk assessment of the country to include all locations where UN staffs, dependents and equipment are present.

2. Ensures regular update of the Security Plan for Germany and provides necessary input to Business Continuity plans:

  • Ensures that UN procedures in all locations in Germany conform to the UN Security Framework.
  • Provides inputs and assist DO and CSFP to establish, maintain and update the country specific security plan and UN entities contingency plans.
  • Ensures that all UN personnel are included in the Security Plan of the respective duty stations.
  • Assists DO and CSFP in monitoring and compliance with Minimum Operating Security Standards (MOSS) established for the duty station; maintains, updates and disseminates country-specific security documents (MOSS, Security Plan, Security Risk Assessment, Crisis Management Plan etc.) to the members of the Security Management Group.
  • Prepares and maintains updated phone tree or any other tool to be used for avalanche information distribution in emergency situation and or necessary staff and dependents evacuation.

3. Liaises and maintains local security-relevant networks:

  • Keeps regular contacts with local Police in Bonn and other German cities with UN presence to ensure that security treat and risk assessment is timely updated.
  • Liaises and coordinates as appropriate with the host government security organizations, including national and local provincial authorities, military and police , as well as non-governmental organizations and other non-State actors in the area of operation.
  • Liaises with local medical services or non-governmental organization to organize security guards and staff first aid training.
  • Liaises with local suppliers and the host government representatives regarding the upkeep of security systems already implemented in the UN premises and future expansion and development.

4. Ensures effective and reliable information management:

  • Contributes to reporting security incidents affecting UN personnel, dependents, offices and assets, and prepares for review security reports, such as the Security Incident Report, and staffing and dependent lists.

5. Ensures regular training provided to Security Guards and UN staff:

  • Organizes and conducts training courses on security awareness and preparedness.
  • Organizes and conducts necessary refreshment training to Security Guards.
  • Participates in the new staff security briefing

6. Provides effective and timely administrative support:

  • Ensures effective management and supervision of security systems/equipment related  contracts and agreements.
  • Assists in the administration and management of security staff.
  • Provides necessary input to UN premises potential move or  expansion projects with regards to security technology used and advises on possible improvement.
  • In the absence of the Deputy Security Focal Point supervises security assistants  and provides necessary administrative duties to maintain business as usual.
  • Provides necessary assistance during large events and VIP visits for the meeting facilities.
  • Provides general administrative assistance and other duties as assigned.

Required Skills and Experience

Education:

  • Secondary education. University Degree in Political Science, Military Studies, Security Management, Management or a relevant field is highly desirable, but is not a requirement.
  • Formal training in security risk management an asset

Experience:

  • 7 years relevant experience in police and/or national security context in Germany.
  • Prior experience with the UN system or an international NGO is desirable but not mandatory.
  • Knowledge of Windows-based packages/applications.
  • In-depth knowledge of security management and risk management. 

Language Requirements:

  • Fluency in written and spoken English and German.
