The Programme and Research Specialist is responsible for providing top quality advisory and programme development service,  research, and gender analysis in wide range of areas related to gender equality and empowerment of women with a particular focus on violence against women, political participation and leadership, and economic empowerment.   S/he works in close collaboration with programme teams in the Regional Office, Country and Multi-country offices in the region, relevant counterparts at UN Women Headquarters, and other partners including UN Agencies, Government officials and civil society to successfully deliver services.

Duties and Responsibilities

Summary of Key Functions:

    • Provision of top quality advisory  and programme development services;
    • Research and gender analysis in wide range of areas related to gender equality and empowerment of women, especially in the priority areas of violence against women, political participation and leadership, and economic empowerment;
    • Data analysis, including review and improvement of gender statistics;
    • Advocacy support and facilitation of knowledge building and management.

      Provision of top quality advisory and programme development services:

      • Thorough analysis and research of the political, social and economic situations in countries and at regional level and preparation of substantive inputs to support UN Women country office programme planning;
      • Constant monitoring and analysis of programme environments, and provide advice with respect to timely readjustment of programme interventions;
      • Identification of areas for support and interventions within the thematic/sectoral areas assigned;
      • Assist County and Multicountry Offices with the design and formulation of programme initiatives within the area of responsibility, in order to translate UNW’s priorities into local interventions;
      • Provision of programme advisory support to the Office Management within the thematic area/portfolio assigned.

      Research and gender analysis in wide range of areas related to gender equality and empowerment of women:

      • Conduct research on the priority areas for gender equality and empowerment of women in the region, especially in the areas of violence against women, political participation and leadership, and economic empowerment;
      • Identify factors that have a positive or negative impact on women’s rights and women’s empowerment in the region and that lead to transformations in gender relations;
      • Review contemporary literature on feminist inputs into goal- and target-setting, including academia, women’s organizations and reports/documentation from UN system and special procedures of the Human Rights Council as needed;
      • Maintain a ‘watching brief’ of the current debates on gender equality and empowerment of women including monitoring consultation processes, the work of High level panels and Working Groups such as the intergovernmental working group and others that will be formed over time;
      • Conduct analysis on ways to mainstream gender perspectives in a wide range of areas of development (covering economic, social and environmental aspects) of particular relevance to the LAC region;
      • Provide substantive support for the Regional Office´s preparation and positioning for major interagency and intergovernmental reviews including the 2014 Commission of the Status of Women meetings and other global and regional normative processes;
      • Prepare reports on different aspects of gender equality and empowerment of women in the LAC region as required.

      Data analysis, including review and improvement of gender statistics:

      • Conduct research on existing qualitative and quantitative gender indicators of relevance to the LAC region;
      • Develop a set of gender indicators for the region, including justification and feasibility;
      • Develop proposals for production of crucial baselines to secure the viability of proposed key indicators;
      • Conduct background research and analysis, including using statistical modeling and other quantitative techniques;
      • Ensure that research and data relevant to reports are compiled, including on the substantive theme and the statistical annexes (including technical notes, statistical references, and definitions and so on);
      • Make sure that options for presenting more in-depth technical data for specialist audiences, which may include web-based formats, are scoped;
      • Contribute to drafting of a variety of texts, including case studies;
      • Identify potential authors of background papers and other research materials for the analytical parts; assist in commissioning and coordinating their work where requested and comment on their draft papers;
      • Participate in proof-reading, data-checking and providing comments on draft chapters and sections of the report as required, including, if possible, proof-reading of translated text in English and Spanish.

      Advocacy support and facilitation of knowledge building and management:

      • Support the establishment of advocacy networks at national and regional levels and linkages to international networks;
      • Proactively and substantively support and implement relevant, high-impact advocacy activities and campaigns with key partners;
      • Identify and synthesis best practices and lessons learnt directly linked to programme goals, particularly in the priority areas of violence against women, political participation and leadership, and economic empowerment;
      • Proactively contribute to knowledge networks and communities of practice.

      Impact of Results:

      The key results have an impact on the overall effectiveness of the implementation of programmes in the LAC region and on the credibility of UN Women within the region as a knowledge based organization which bases its work on accepted data and cutting edge.  The key results also impact on the image of the organization and its ability to deliver on its mandate.

      Required Skills and Experience

      Education:

      • Master’s degree or equivalent in International Development, or in the field of social science or other relevant field.

      Experience:

      • Minimum of 5 years of relevant experience in international development work, preferably focused on, or strongly involving, gender equality at national, regional and international levels. Some experience in carrying out quantitative studies, utilizing statistical methodologies, knowledge of database applications for statistical analysis etc.
      • Relevant field based experience in developing countries highly desirable.

      Language Requirements:

      • Fluency in English and Spanish is required;
      • Proficiency in English to be tested trough TOEFL (500 point).
