Background

As part of collaboration between the Government of India (GoI) and UNDP, the project “Strengthening Human Resource Management of Civil Service” is  being implemented by the Department of Personnel and Training (DoPT), Ministry of Personnel, Public Grievances and Pensions (MoP) with funding from UNDP.
 
The project focuses on developing capacities of civil servants and on strengthening their enabling environment in view of a more effective, efficient, transparent and accountable Public Administration at National and State level that takes to heart the GoI objective of inclusion through an enhanced delivery of services to the marginalised and vulnerable. Project takes an integrated approach that spans policy development, human resource management, and capacity development with its core activities focussing at National level institutional capacity and select State-level activities.
 
The Project is collaborating with the Lal Bahadur Shastri National Academy of Administration (LBSNAA) and the National Institute for Administrative Research (NIAR) in implementing capacity development activities.
 
As the apex training institution for the civil services, LBSNAA provides foundation training to the officers of the Indian Administrative Service (IAS) and allied All India Services. The IAS officers continue their professional training and attend mid-career training programmes at LBSNAA at various levels of seniority. LBSNAA also conducts ad-hoc training programmes in various aspects of governance and public administration. LBSNAA is organisationally and financially attached to the DoPT.
 
NIAR is an autonomous society constituted under the aegis of LBSNAA. Its mandate is to carry out research activities on major National policies and programmes with a view to disseminating knowledge and providing actionable policy inputs to the concerned Ministries in the Government of India.
 
Project is supporting the establishment of a Leadership Development Centre (LDC) at NIAR with the objective of conducting and promoting research in Civil Services Leadership Development. The LDC will also support the development of training material (e.g. case studies) that can be used by the LBSNAA and other Civil Service Training Institutions for leadership development training.
 
The Leadership Development Consultant to be hired under this project will be based at New Delhi. For conducting on-site meetings with the involved stakeholders, the Consultant will need to travel to NIAR/ LBSNAA (at Mussoorie) from time to time.
 
The Leadership Development Consultant will drive the Research and Development initiatives of the LDC, NIAR and support the Institutional Capacity Building of NIAR and LBSNAA in strengthening leadership capacities of the civil servants. S/he will be supported by a full-time Research Analyst who will work under his/ her guidance and supervision.
 

Duties and Responsibilities

Strategy and Institutional Development:
  • Develop vision, mission and strategy of Leadership Development Centre- NIAR;
  • Conduct institutional capacity assessment of NIAR and LBSNAA for developing leadership in civil services and develop recommendations to respond to the capacity gaps identified;
  • Develop a 5 year road-map for LDC, NIAR based on the vision, mission and capacity gaps identified to enable it successfully deliver on its mandate;
  • Provide support to other civil services training institutions (such as Central Training Institutions and State Administrative Training Institutions etc.) in introducing programmes on leadership development. 
Research, Development and Knowledge Management
  • Drive research and development initiatives of the Leadership Development Centre, NIAR with the objective of providing insights and actionable policy inputs to NIAR, LBSNAA and DoPT;
  • Develop research papers on themes related to Leadership in Civil Services. The consultant will need to produce research  papers on at least 3 mutually agreed themes by 31 December 2013;
  • Support the development of case studies and knowledge products on Leadership in Civil Services in Indian and related contexts which can be used as part of the curriculum at LBSNAA/ NIAR;
  • Ensure successful completion of a comparative study of Civil Service Leadership Development models/ programmes in the various Governments of the world as well as international experiences and best practice in other sectors;
  • Support module development on leadership skills and piloting of these modules at LBSNAA/ NIAR;
  • Provide guidance and direction to research analyst/s, contribute content and review work progress on a regular basis;
  • Share publications, key technical documents, knowledge papers, articles, insights and experiences on related subjects with the project partners through Knowledge Exchange Community;
  • Undertake any other tasks related to the programme as requested by LBSNAA, NIAR, DoPT and UNDP.
 Project Implementation
  • Facilitate leadership development workshops, sessions, seminars and other interventions of the Project;
  • Ensure adequate information flow, regular contact and feedback among the various stakeholders of the project;
  • Submit regular progress reports on deliverables to NIAR, LBSNAA, DoPT and UNDP as well as any other reports/ communication materials requested by the NIAR and UNDP.
Deliverables
  • 5 year road-map of Leadership Development Centre, NIAR comprising of vision, mission and strategy of the centre. This will also include the capacity assessment of NIAR/ LBSNAA for developing leadership in civil services and recommendations to address the capacity gaps;
  • Three research papers on themes related to leadership in civil services. Themes for the white papers will be mutually agreed with the Consultant;
  • At least three case studies or knowledge products on Leadership in Civil Services which can be used as part of the curriculum at LBSNAA/ NIAR;
  • Study paper on international practices in civil services leadership development models;
  • Piloting of modules on leadership skills at LBSNAA/ NIAR at various levels;
  • At least one monthly postings in the Knowledge Exchange Community;
  • Monthly progress report to NIAR/ LBSNAA, DoPT and UNDP on deliverables.

 Management Arrangement

  • The Leadership Development Consultant will work under the overall direction of the Head- Leadership Development Centre, NIAR;
  • The Leadership Development Consultant will be supported by a Research Analyst who will work under his/ her guidance and supervision. The Consultant will be responsible for the review and quality assurance of the outputs of the Research Analyst;
  • The Leadership Development Consultant will need to be self-sufficient in the use of information and communication technologies. Costs related to communication equipment, laptop etc. (if any), have to borne by the consultant.
Duration 
  • Duration of this assignment will be from August 2013 to March 2014. During this period, the consultant will need to dedicate Sixty Five (65) working days to the assignment. This will also include missions to NIAR/ LBSNAA as per the mutually agreed timelines.

Required Skills and Experience

Educational Qualifications
  • Doctoral degree in the field of Leadership, Organisational Behaviour, Psychology, Management, Human Resource Management, Organisational Development, Public Administration, Governance or related field from an institute/ university of repute.
 Experience: 
  • Minimum 15 years of professional experience in academic and research work on Leadership, Organisation Behaviour, Management, Human Resource Management, Public Administration, Governance or related field;
  • Demonstrated experience as a trainer and facilitator for conducting program interventions for civil servants on similar areas;
  • Experience in working as a team leader and in guiding research work;
  • Experience of working with Central and/or State Governments/ NGOs/ Civil Society on similar assignments.
Language Requirement:
  • Excellent command over English language is required;
  • Knowledge of Hindi would be an asset.
Submission of Proposal:

Proposed Work Methodology:
  • Proposed work methodology  and work plan for execution of work has to be submitted.
Financial Proposal:
  • Consultant should specify his/her daily consultancy fee, travel expenses would be handled separately  by UNDP as per  rules.
CV:
  • Consultant should submit his/her updated CV with three references.

Payment Schedule:
  • Consultant will be paid on a monthly basis depending on number of days spent on the assignment during the month and certificate of satisfactory completion of deliverables by Head- Leadership Development Centre. 

Evaluation  Method and Criteria:

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Technical Criteria weight - 70%.
Financial Criteria weight - 30%.
 
Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.
 
Criteria for Technical Evaluation would be as under:
  • Qualification - 15%;
  • Relevant Work Experience - 30%.
  • Proposed work plan for undertaking the assignment-25%
