Background
Duties and Responsibilities
Prepare a paper on status of availability of data on monitorable targets in the national plan and the MDG/HD indicators at the national and state level. Also review availability of data on the planned targets for two States based on the States Statistical system (Maharashtra & Rajasthan). (The paper should have a matrix on the status by each indicator and information head (as detailed in below point).
Indicate availability of statistics for each of the indicators highlighting the:
- Data source(s) This would involve stating precisely not only the nodal government department for this data, but also the exact publication/website/document in which such data is periodically recorded and presented and which can be used as a ready reference point for information;
- Methodology;
- Levels of disaggregation (geographical, gender, social);
- Frequency of updatation;
- Last year for which updated data is available;
- Detailed comment on reliability and validity;
- Detailed comment on comparability across states.
Presentation of Paper at National Consultation & consolidation of report based on feedback received.

Required Skills and Experience
- Masters Degree in Economics, Statistics or related field.
- The Expert should have at least ten years’ work experience with the Indian Statistical System (including social statistics) and thorough understanding of the Indian Statistical Systems.
- Excellent command over English language is required;
- Knowledge of Hindi would be an asset.
Proposed Work Methodology:
- Proposed work methodology or work plan for execution of work has to be submitted.
- Consultant should specify his/her daily consultancy fee, outstation travel expenses if any would be handled separately by UNDP as per rules.
- Consultant should submit his/her updated CV with three references.
- Miscelleanous charges i.e. internet, phone,relocation charges, local travel etc. would not be reimbursed separately;
- Individuals working with institutions may also apply, contract would be issued in the name of institution for the specific services of individual;
- Please note proposals without financial proposal will not be considered;
- Methodology of Work, CV and Financial proposal can be clubbed in one file for uploading.
- Maximum upto 30% on appproal of agreed work plan;
- Maximum utpo 30% on submission of draft report;
- 40% on submission of final report.
Evaluation Method and Criteria:
Cumulative analysis
- Responsive;
- Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Financial Criteria weight - 30%.
- Relevant Experience - 40%;
- Proposed work plan for undertaking the assignment-30%
