Background

Ministry of Local Government Administration (MLGA) is responsible for developing and implementing policies and laws for an efficient local self-governance, coordinating its work with relevant line ministries, in line with the European Charter of Local Self-Governance promotes and affirms the right of self-governance of municipal structures, including, amongst others, the implementation of local government activities which lead towards European integration. The advancement of local governance is conducted in cooperation with elected municipal structures so as to ensure qualitative and effective services for citizens.
 
The Department of European Integration and Policy Coordination within MLGA is currently in the process of preparing to meet the criteria for the Stabilisation and Association Mechanisms. The process has identified several gaps in department’s capacities to comply with these demands, which centre on the functioning of local self-governance, drafting of policies, and development of strategic documents.
 
UNDP’s support to the MLGA is part of the “Public Administration Reform” project which is aiming to expand public administration reform at the local level.

Objectives of Assignment

Assess whether MLGA policies’ on local self-governance are in line with criteria for European integration, and they are communicated clearly to all stakeholders.

Duties and Responsibilities

Scope of work
The advisor will be working with the Department of European Integration and Policy Coordination (DEIPC) and under overall supervision of UNDP Governance Portfolio Manager.
 
The advisor will perform the following tasks:
  • Identifying the needs for policy review and drafting of new policies with the aim of advancing the local self-governance system;
  • Support the transformation of MLGA policies into concrete plans and their inclusion in the Strategic Action Plan;
  • Support the coordination and harmonisation of activities which contribute towards the Strategic Action Plan for the development of local self-governance;
  • Advice and support on developing an effective inter-insitutional communications mechanism;
  • Advice and support on capturing, developing, and managing institutional memory.
The advisor will cooperate with UNDP’s CTA on Public Administration Reform and with the Technical Advisor for Local Governance to ensure synergies between sub-projects.

All reports should be delivered, in hard copy, to UNDP Office, Governance Department. Approval is subject to satisfactory endorsement of reports by MLGA and UNDP.

Required Skills and Experience

Education

  •  Master Degree in Local Governance, European Integration, Public Administration, or a related field;

Working experience

  • Min 7 years of practical experience in, local governance and public administration;
  • Familiar with Kosovo’s local governance system and decentralisation process;
  • Proven ability to provide substantive advice and prepare policy documents;
  • Excellent ability to write reports, prepare and deliver presentation, provide training, plan and coordinate activities;
  • Excellent inter-personal and communication skills

Languages

  • Fluent in English; Albanian and/or Serbian desirable.

  • Brief description of why the individual considers him/herself as the most suitable for the assignment,
  • Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs on a monthly basis. Payments shall be processed on monthly basis, following the submission of monthly IC Timesheet.
    Criteria for Selection of the Best Offer
Evaluation criteria:
  • Combined Scoring method – where the qualifications and methodology will be weighted a max. of 70%, and combined with the price offer which will be weighted a max of 30%;
