Background

Under the overall guidance of the Programme Analyst of the PRODOC BRA/10/005, the project assistant will ensure effective delivery of the CO Programme by entering and managing data and supporting the project implementation consistently with UNDP rules and regulations.

UNOPS Haiti is the implementation agent of the construction component of hospitals and Health Units in Haiti, as well as for the renovations and equipping of these units.

The Project Assistant is authorized to supervise clerical and support staff of the Project BRA 10/005. He/She will work in close collaboration with UNOPS Haiti, UNDP Haiti, the Brazilian Embassy in Haiti, the Project Coordinator at Brazil of the Ministry of Health and UNDP Brazil programme officer.

The Project Assistant will work in Haiti at 5-6 weeks every two months.

The project BRA/10/005 was signed under the Memorandum of Understanding Brazil, Cuba and Haiti, to strengthen the health system and epidemiological surveillance in Haiti, on March 27th , 2010, in Port au Prince, among ministries of Health of Brazil, Cuba and Haiti in the context of reconstruction of that country.

It aims the institutional strengthening of the health authority of Haiti, the Ministry of Public Health and Population, from supporting the organization providing health services - based on territorial and community- the Expanded Programme on Immunization (PEV), strengthening the capacity of epidemiological surveillance, training of Haitian health technicians and training community health workers.

To support the organization of health care based on territorial units, three community health reference centers will be deployed, built with modular units to host training for technical assistance in addition to the modules. These units will be located in the regions of Carrefour, Croix des Bouquet, Tabarre and Bon Repos and should be maintained during the term of this project, four (04) years. It the time required for the initial uptake of health services and knowledge management by Haitian government officials.

The construction, renovation and equipping of health facilities are being implemented by UNOPS Haiti under UNDP Brazil. The management of the project activities, the maintenance of health facilities, providing grants for health technicians, infrastructure for project coordination in Haiti and part of the surveillance is being carried out with support from UNDP Brazil.

Duties and Responsibilities

Summary of Key Functions:

1. Provides effective support to management of the Programme Unit under the project BRA/10/005 focusing on the achievement of the following results:

-Participate in meetings for planning activities in Haiti, project execution and monitoring of those activities under the UNDP according to responsibilities defined in the Implementation Matrix PRODOC, with local partners.

-Liaise with local partners to join efforts for the completion of activities under the responsibility of UNDP within the project.

-Monitor all activities under the responsibility of UNOPS Haiti

-Perform activities for the implementation of the Logical Framework of the project.

? Prepare information for audit of the project, supports implementation of audit recommendations.

2. Provides administrative support to the Programme Unit under the project BRA/10/005, focusing on achievement of the following results:

-Give support to the Programme Assistant at UNDP Brazil

-Corrective actions on time for unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.

-Creation of requisitions in Atlas for development projects, register of goods receipt in Atlas.

-Making budget check for requisitions, POs and vouchers.

-Drafting / dispatch of letters

-Translations to French and prepare documents reports.

-Collect the accountability of all instruments of resource transfer agreements between UNDP, Ministry of Public Health and Population of Haiti / MSPP and UNOPS Haiti.

-Collect/Research information needed for project execution.

Impact of Results

The key results have an impact on the overall performance of the Programme Unit and success in implementation of project BRA/10/005. Accurate analysis, data entry and presentation of information ensure proper project implementation.

Education: University Degree in Health, Business, Public Administration, Political Sciences, Social Sciences and related areas.

Experience: 2 years of progressively responsible administrative experience and 1 year of programme experience is required at the national or international level.

Experience in the usage of computers and office software packages (MS Word, Excel, etc)

Administrative experience in UNDP or in UN System is desirable

Knowledge in Atlas System is desirable

Language Requirements: Fluency in portuguese, English, Spanish and working knowledge of French.
