Background

The State of Kuwait and the United Nation Development Program (UNDP) have a rich history of partnership and cooperation that dates back to 1968. The Government of Kuwait has requested continued support in implementing the National and Integrated Traffic and Transport Strategy 2010-2020 (NTTS) for Kuwait, to create a sustainable and safe transport system.
 
UNDP will provide support for the Strategy by implementing the following components:

  • Building an Integrated Traffic Information System, with road accidents, offences, traffic management, transport and GIS functions, and link to relevant agencies;
  • National Accident Black spot and Road Safety Scheme;
  • Capacity Building, Human Resources Development and Institutional Reform;
  • Traffic Management and Enforcement Program;
  • Traffic Awareness;
  • Establishment of a National Traffic Training Centre of Excellence, and provision of training for the national cadres.

Objectives:

The objective of the assignment is to promote best practice of police operations, technology and road safety,  including technology use, type of equipment and communication systems, link of various patrol units, control centre, supervision, emergency issues, road safety, congestion, police vehicle operations, road and vehicle issues, road users, action plans, and operation strategies.

Duties and Responsibilities

  • Meetings with the Project Team;
  • Meetings with senior management;
  • Meetings with relevant police officers and engineers;
  • Site visit to assess the current road network operations and enforcement;
  • Participation at the 6th International Workshop, which will be attended by the cadres of the relevant Ministries, during 24-27 November 2013. 

Expected Outputs:

The consultant will report to the Project Technical Director. Expected outputs include:

  • Observation report including the field visits, and workshop recommendations to enhance road safety, traffic operations and traffic enforcement system in Kuwait;
  • Advice for traffic police and engineers;
  • Provide the high quality papers presented at the International Workshop regarding best practice;
  • Provide knowledge that promotes leadership in reduction of road accidents, and enhance police operations and traffic management.

The consultant should demonstrate diverse skills in various areas of police operations, technology use and road safety, including, but not necessarily be limited to, the following:

  • Implementation of an efficient and integrated strategy, including, role of information system, accident causation, accident prevention, procedures, traffic operations, management and objectives;
  • Adoption of an efficient monitoring system, to ensure work is on target.

Technical Knowledge:

  • Ability to lead others and solve complex problems using technical knowledge in dealing with general and specialized staff, assignment of daily duties, handling different situations and optimize the use of resources;
  • High level of technical expertise in various administration and operation situations;
  • Appreciation of role of effective integrated data collection and analysis system that will permit the true scale, nature and characteristics of traffic problems to be properly defined and remedial measures provided;
  • Knowledge in various relevant areas of police activities and related matters;
  • Strong communication, problem solving, and organizational skills..

Working Together:

  • Ability to develop skills of team members, and encourage team environment.

Required Skills and Experience

Education:

  • Degree from an accredited police academy or equivalent, including passing examinations of high ranks.

Experience:

  • More than 20 years of relevant professional work experience after graduation, including administration, training, and operation areas.
  • Awareness of principles of traffic management, urban planning, information systems, using of modern police equipment, patrol vehicle operations and procedures of the traffic control and emergency center;
  • Experience in implementing successful and integrated road safety and traffic enforcement strategy and meeting targets.
  • Appreciation of modern management requirements.

Language requirements: 

  • Fluent English.

Duration of Assignment:

  • Assignment of Police Operations, Technology and Road Safety Consultant will be for one week as of 24 November 2013 (arrival in Kuwait on 23 November).
