Background

The State of Kuwait and the United Nation Development Program (UNDP) have a rich history of partnership and cooperation that dates back to 1968. The Government of Kuwait has requested continued support in implementing the National and Integrated Traffic and Transport Strategy 2010-2020 (NTTS) for Kuwait, to create a sustainable and safe transport system.
 
UNDP will provide support for the Strategy by implementing the following components:

  • Building an Integrated Traffic Information System, with road accidents, offences, traffic management, transport and GIS functions, and link to relevant agencies;
  • National Accident Black spot and Road Safety Scheme;
  • Capacity Building, Human Resources Development and Intuitional Reform.
  • Traffic Management and Enforcement Program.
  • Traffic Awareness.
  • Establishment of a National Traffic Training Centre of Excellence, and provision of training for the national cadres.

Objectives:

The objective of the assignment is to promote the best practice of sustainable road safety through reduction of incidence, frequency and cost to the community of road accidents, advance skills of the national cadres, and facilitate implementation of the NTTS.

Duties and Responsibilities

  • Meetings with the Project Team;
  • Meetings with senior management;
  • Meetings with relevant police officers, engineers;
  • Site visit to assess the current road network operations and enforcement;
  • Participation at the 6th International Workshop, which will be attended by the cadres of the relevant Ministries, during 24-27 November 2013.;
  • Expected Outputs:

The consultant will report to the Project Technical Director. Expected outputs include:

  • Observation report including the field visits and workshop recommendations;
  • Provide the high quality papers presented at the 6th International Workshop;
  • Provide knowledge that promote leadership in various policing and transport areas, and contribute to the reduction of road accidents, and enhance traffic operations;
  • Other requirements.

Competencies

The consultant should demonstrate diverse skills in various areas of road safety, traffic engineering, and accident prevention including, but not necessarily be limited to, the following.

Achieving Results

  • Leadership role in a road safety and road transport;
  • Implementation of an efficient and integrated strategy, including, procedures, performance indicators, and meeting objectives;
  • Ability to provide high standard guidance to improve the quality of road and transport operations.

Technical Knowledge

  • Technical knowledge of modern management techniques to minimize the socioeconomic cost of road accidents, and support socioeconomic growth;
  • Proven knowledge of strategic requirements of road infrastructure, urban development, traffic management, enforcement and road safety issues;
  • Knowledge of road safety risks, travel demand management measures, road user behavior, ITS, and relevant issues;
  • Experience in the integration of various road safety factors including financing mechanisms, education, engineering, vehicle inspection, enforcement, road user, and data system;
  • Awareness of methods of road user behavior, black spot, and road safety audit.

Staff Knowledge

  • Ability to transfer knowledge in various relevant areas such as road design, traffic operations, overloaded vehicle problem,  license, accident investigation,  accident causes, and other issues.

Required Skills and Experience

Education:

  • PhD degree or higher from an accredited university.

Experience:

  • More than 20 years of professional work experience, including road safety strategies, road safety audit, and accident prevention measures;
  • Experience in the management of transport / road safety programmes and meeting targets;
  • Knowledge of relevant issues such as institutional reform, human resources development, road use behavior, transport-land use planning, road design, information system, interagency coordination, and community education;
  • Strong written and communication, problem solving, and organization skills, and proven record of relevant publications.

Language:

  • Fluent in English.

Duration of Assignment:

  • Assignment of the Sustainable Road Safety Consultant will be for one week as of 24 November 2013 (arrival in Kuwait on 23 November).
