Background

Following a long period of dictatorship, Libya is undergoing a democratic transition in line with the commitments made in the August 2011 Constitutional Declaration. In July 2012 the first democratic elections in more than forty years elected an interim General National Congress. The General National Congress has passed the electoral law setting out the framework for an election to be held in 2013 for a Constitutional Drafting Assembly. This Assembly’s draft Constitution will then be put to a referendum for approval. 

UN electoral assistance to Libya, as mandated under Security Council resolution 2040, is delivered by an integrated UN Electoral Support Team, which brings together the UN Support Mission in Libya, UNDP and UNOPS. The UN Electoral Support Team is headed by a Chief Electoral Advisor (CEA) and two Deputy CEAs.

Within the UNEST team, the Graphic Design will participate to the capacity development of the High National Electoral Commission and will be part of the Public Awareness section of UNEST.

Duties and Responsibilities

The main tasks of the graphic designer are:

Support the HNEC in production of voter information and education materials

  • Advise and assist the HNEC in production of voter education/information materials and ensure that all materials are in compliance and respect with Libyan traditions;
  • Support the Public Awareness Section of HNEC through recommending innovative and effective methods of production of voter information and education materials;
  • Deliver creative and innovative ideas for print, web and visual materials, and advise on template design for new voter information and education materials;
  • Support the HNEC through guidance on creative graphic and technical solutions for use of new media, production of special materials for effective targeting of traditionally marginalized groups such as those in rural areas, minority groups, youth, women, persons with disabilities and the elderly;
  • Support the HNEC with the design and development of artwork, creative graphics images/ illustrations, photos, charts, maps and technical solutions for voter education/information and promotional materials;
  • Assist the Public Awareness Section in determining and designing illustrative material, images, typesetting, layout, font style, size, format of materials and timescales.

Support the HNEC in their cooperation with publishing agencies, art production companies and printers

  • Advice the HNEC on project management techniques for work performed by outside agencies, art services, printers, etc.;
  • Support the HNEC in developing creative ideas and concept and the choosing of appropriate implementing partners in order to meet Public Awareness objectives;
  • Ensure that voter information and education materials design and production processes are done according to agreed production timelines, and if not, advise on appropriate remedies;
  • To support the HNEC in liaising with external printers on a regular basis to ensure deadlines are met and materials are produced to the highest quality;
  • Provide guidance and advice on developing procedures for quality assurance for the printing of voter information, education and promotional materials;
  • Advise the HNEC on quality control mechanisms that can ensure that voter information and education materials are produced according to graphic standards and technical specifications.

Support and advice counterparts on good and innovative practice in the field.

  • Model good planning and monitoring processes for all work outputs;
  • Support the Public Awareness Advisor in the establishment of an institutional memory and materials archive and the transference of this archive to HNEC;
  • Improve and edit existing art-works, photos, charts and other graphic elements;
  • Review materials produced by other EMBs and possible design standards.
Develop and consolidate the capacity of counterparts through:
  • Knowledge and experience transfer in a sustainable manner and provision of advice, support and feedback when appropriate;
  • Provide guidance on artistic design;
  • Develop the capacity and knowledge of the HNEC's staff responsible for design, production and quality control of voter education materials;
  • Maintain technical knowledge of HNEC designers by conducting design workshops in basic graphic design skills and in developing capacity building activities for designated staff members.

Required Skills and Experience

Academic Qualifications
  • A bachelor degree in the field of Graphic Design, Fine Arts or related field.
Experience
  • Minimum of 3 years of relevant experience in artistic design at the national or international level, Election Projects experience considered a plus;
  • Minimum of 3 years of experience in the use of computerized design packages;
  • Experience in production planning, printing processes and quality control mechanisms a plus.

Language

  • Language requirements: Fluency in English. Knowledge/experience in working with Arabic fonts is a must.

  • Financial Proposal Form, providing a breakdown of this lump sum amount (including travel, per diems) is to be provided by the offeror.
