Background

The Junior Professional Officer shall be part of the Donor Partnerships and UN Development Collaboration Group (DPC), in the Strategic Planning and, Donor Partnerships and Quality Assurance Branch., DPC is responsible for resource mobilization for technical cooperation and related activities of UNIDO, and for UN Development Group and coherence matters.

Duties and Responsibilities

Under the general guidance and supervision of the Chief, Donor Partnerships Group and UNDG Collaboration Unit, the Junior Professional Officer is expected to support the Unit’s work in Its undertaking of the following activities:

  • Provide monitoring support with regard to the global development discourse and its key actors with a view to identifying promising areas for resource mobilization, in particular from development programmes emerging from donors and from special initiatives.
  • Assist in identifying donor policies and priorities and opportunities for strategic and thematic partnerships based on cooperation in areas of joint interest related to UNIDO’s regional, country and thematic programmes. In this respect, support the unit in identifying additional potential sources of funding and promote specific marketing and funds mobilization efforts aimed at specialized sources of funds.
  • Support programming processes with donors including joint committee meetings, joint programme reviews etc.
  • Assist with legal and administrative cooperation modalities for individual projects as well as framework agreements; obtain internal clearance and ensure signature of funding agreements.
  • Support the coordinated implementation of these partnerships and facilitate joint programme reviews with the respective development partners, including donors, programme country governments, and other counterparts.
  • Collect and analyze information on possible new source of funds as well as donors priorities and evolving orientations. 
  • Monitor the reform processes in the UN system, including the processes to promote UN System-wide Coherence in the UN system’s operational activities for development, to promote gender equality and women’s empowerment, and to promote the human rights based approach to development and coordinate with relevant organizational units the UNIDO contribution to these processes.
  • Give advice on UNIDO’s participation in major inter-governmental and interagency meetings and events in the UN system and provide appropriate guidance to the organizational units preparing UNIDO’s participation in these meetings.
  • Prepare various reports on activities of the Office, as appropriate and requested, keep an update for regular progress reports on the activities, and contribute inputs for any information materials necessary to be prepared for the purpose of reporting;
  • Participate in workshops, events, as requested.
  • Any other specific support as well as those tasks discussed and agreed upon.

Ability to support the implementation of UNIDO programme activities and to strengthen strategic donor partnerships; Ability to build and sustain effective partnerships with UN agencies and main constituents, advocate effectively and communicate sensitively across different constituencies.  Knowledge of Programme/Project Development (analyzing); Research and Analysis (assessing, observing, reviewing, conceptualizing, clarifying, concluding); Theoretical knowledge of the project and programme cycle; Solid computer skills, including proficiency in the use of MS Office programs.

Learning Elements:

On-the-job training will be provided by the Donor Partnerships and UN Development Collaboration Group (DPC) as required.   Furthermore, through research, data analysis, the JPO will be exposed to continuous on-the-job training.

Formal learning elements should be included in the work plan and the areas should be identified in which more intensive training is required in order to make optimal use of the training/travel budget.

 

Required Skills and Experience

Education:

Advanced university degree in economics (Master) in economics, business administration, public administration, international relations / development, or other relevant fields.

Technical / Functional Experience:

Normally three years working experience.  However, candidates with two years relevant experience may be considered.  The capacity to gather comprehensive information on complex problems or situations, evaluates information accurately and identifies key issues to resolve problems. Experience in implementation of technical assistance projects/programmes, and experience at the international level involving technical cooperation in developing countries desirable. Knowledge of and exposure to the needs, conditions and problems of developing countries an asset. 

Languages:

Fluency in written and spoken English is required, and in Arabic desirable.   Working knowledge in French or Spanish is an advantage but not a requirement.
