Background

The goal of the Governance Reform Fund (GRF) project is contributing to human development through further strengthening government capacity in implementation of public sector reforms with particular emphasis on further democratization, sustainable development, and rapprochement to the European Union. 
The achievement of the above goal will be ensured through the two following mechanisms: (1) On-demand [Consultancy] Services (ODS) - a targeted short-term policy advice; and (2) Capacity Development Fund (CDF) - sub-project initiatives increasingly leading to the transformational change in the institutions. Thus, the project aims to better accommodate longer-term capacity development objectives of the national partners.

Duties and Responsibilities

  • Enabling appropriate coordination among key stakeholders;
  • Identification of capacity development assets/needs;
  • Formulation of capacity development response in consultation and cooperation with the national counterparts;
  • Coordination and management of project implementation (including sub-project activities);
  • Serving as a resource person and advising on the challenges and solutions in relation to public administration reforms;
  • Analyze complex data professionally and process it as per project requirements;
  • Managing the project finances according to the approved budget; if necessary, proposing budget revisions;
  • Supervising major procurement of supplies and equipment for the project and related tender documentation
  • Ensure control on project assets;
  • Ensure effective information flow between the Project and the UNDP Office in Tbilisi;
  • Supervise and coordinate the work of project specialists and administrative personnel;
  • Support experts in carrying out their activities through supplying them with all the necessary documents/information to carry their job in an efficient manner;
  • Develop and maintain excellent relationships will all key partners, stakeholders and beneficiaries;
  • Monitoring and evaluation of the project/sub-project implementation process/results;
  • Contribution to further resource mobilization activities;
  • Timely and evidence-based reporting;
  • Perform any other duties and responsibilities required within the project.

Required Skills and Experience

Education:
  • Master's degree or equivalent in Public Administration/Policy, International Relations, or related field.
Experience:
  • At least 5 years of relevant experience at the national or international organization in design, management, monitoring and evaluation of development programmes;
  • Demonstrated knowledge of media developments, as well as democratic governance concepts and challenges in Georgia;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems;
  • Experience in policy analysis and other research methods and tools will be an asset;
  • Excellent written and oral presentation skills.
Language:
  • Fluency in Georgian and English.
