Background

UNDP Libya has been working with the Libyan government in accordance with the Standard Basic Agreement signed in 1974. The office has accumulated a long history of experience in several areas pertaining to development, governance and public administration reform, and achieved high credibility during the past years. With the current political transformation in Libya, there is a strong need for an overall capacity building and strengthening process.   In this regard, the UNDP Capacity Strengthening Initiative (CSI) project in Libya is aimed to support the Libyan Government institutions in general and the Ministry of Planning in particular. This support will be effected through the provision of technical advice, sharing best international practices, facilitating the transfer of knowledge, and enhancing institutional capacity of key ministries in areas of policy formulation, strategic planning, inter-ministerial coordination and management of work processes.

 The Libyan Government in Libya has a pressing task to achieve during 2013. A large majority of its programs, projects and activities, entail the need to support the line ministries in the short and medium term in implementing their plans.   The government faces a multiplicity of challenges in accelerating the implementation of its plans. There is a need to enhance the capacities of the line ministries to manage processes, adapt international best experience to the national context and provide a road map to how international development agencies can best assist the Libyan government achieve its objectives as set in the Transitional Government Plan for 2013. 

Technical Cooperation and assistance in Libya is a principle component of the national efforts for development and rebuilding of the country, and it is an essential instrument for the implementation of the national development plans. The Technical Cooperation Office (TC) at the Libyan Ministry of Planning is supporting the various ministries in their efforts for institutional development in its capacity of the focal point of international cooperation and technical assistant. In this respect, the Ministry of Planning will provide support to the Civil Aviation Authority through the Capacity Strengthening Initiative (CSI). The CSI’s main aim is to avail expertise as required by the relevant Libyan ministries in core government functions, including inter alia; policy formulation, strategic planning, capacity assessment, capacity development, M&E, etc.   
 
The Civil Aviation Authority is undergoing a comprehensive process of institutional, organizational and individual capacity assessment and capacity development and has asked for the support of the Ministry of Planning in providing expertise. Henceforth, UNDP – Libya has undertaken the responsibility to provide such expertise.

Duties and Responsibilities

The overall objective is to enhance the capacity, efficiency and effectiveness of public institutions to better provide service delivery to the Libyan citizens. Under the direct supervision of Governance Advisor at UNDP, Director of Technical Cooperation at the Ministry of Planning, and the Director General of the Civil Aviation Authority, the expert shall be responsible to deliver the following functions:

  • Conduct a comprehensive institutional, organizational and individual capacity assessment review of the Civil Aviation Authority;
  • Formulate a capacity development strategy and implementation plan including capacity development needs at the institutional, organizational and human resource levels;
  • Revise staff classification in accordance with payroll rules and regulations;
  • Develop a new organizational structure with detailed job descriptions and required qualifications for the Authority’s staff;
  • Develop proposals for clear mandates of the various departments;
  • Propose recommendations for the design of work systems including management information system (MIS), information communication systems (ICT) bylaws and rules and procedures based on decentralized policies;
  • Develop a short, medium and long training program in all identified areas.

The consultant will be responsible for delivering innovative and value adding advisory services to the TC Department in the Ministry of Planning. She/he is required to perform the following roles and responsibilities:

  • Acting as a Team Leader and supervise the work of a national consultant who will stationed in Tripoli
  • Working closely with the Civil Aviation Authority and the TC department in the Ministry of Planning;
  • As a team member, the consultant is expected to perform activities such as conducting meetings/workshops/presentations, preparation of deliverables, proactive identification of needs, issues and risks and suggesting solutions;
  • Drawing up a work plan to help with starting the mission;
  • Proactive identification of institutional and capacity gaps and training needs and proposing appropriate tools and mechanisms;
  • Carrying out the implementation of the tasks set out in the work plan.

Required Skills and Experience

Academic Qualification:
  • High degree preferably a PhD in Transportation or Traffic Engineering, institutional development or any relevant discipline.
Experience:
  • 10-15 years of progressively responsible experience in relevant field including transportation policies, research, policy formulation and institutional development;
  • A minimum of 10 years of practical qualification experience in transportation related policy formulation, institutional organization and business management in complex environment;
  • Proven intellectual and practical capacity to understand and interpret national development issues, particularly in post conflict / crisis country setting;
  • Proven intellectual and practical capacity in supporting post-conflict recovery planning and institutional reform;
  • Proven experience with coaching, advisory and capacity development of national government counterparts in post-conflict recovery process;
  • Experience with UN Agencies is an asset;
  • Experience in the usage of computers and office software packages (MS Word, excel, power point presentations, etc.,) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
Language:  
  • Excellent written and communication in both English and Arabic.
