Under the direct supervision of the National Procurement and Logistics Officer, with overall supervision from the Resource Management/Human Resources Officer (RMO) and with technical supervision from the Senior Procurement Specialist in Kyiv, the successful candidate will be responsible and accountable for provision of transparent and efficient procurement services and processes in EUBAM.

Duties and Responsibilities

  • Ensure full compliance of procurement activities with the IOM’s regulations and procedures.
  • Implement of the effective internal control, proper functioning of a client-oriented procurement management system.
  • Assist the National Procurement Officer in organizing procurement and logistics processes including preparation and conduct of RFQs and RFPs, receipt of quotations, bids or proposals, their evaluation, negotiation the contracts in full compliance with the IOM’s regulations and procedures.
  • Receive, inspect, verify and tag all incoming equipment, furniture and supplies and schedule deliveries to end users.
  • Collect information on assets management, maintain the records and files on assets management, code and report about the results to the Procurement Officer and the Senior Procurement Specialist in Kyiv.
  • Conduct annual physical inventory to ensure accuracy of records and location of property, submit reports and other documents for assets disposal or transfer etc. to the National Procurement Officer and the Senior Procurement Specialist in Kyiv.
  • Administrate relevant PRISM modules.
  • Manage the storage facilities, monitors stock levels; ensures proper allocation of assets in EUBAM.
  • Update the roster/s of suppliers, implementation of supplier selection and evaluation.
  • Maintain and regularly update the contract, procurement and administrative hard copies and electronic data bases.
  • Contribute to implementation of the internal control system, report any identified weaknesses, and suggest remedial action(s).
  • Perform such other relevant duties as may be assigned.

Required Skills and Experience

  • Completed advanced university degree from an accredited academic institution preferably in Business Administration, International Relations, Procurement and Logistics or related field;
  • Five years of experience in Procurement and Logistics, preferably with international organizations;
  • Excellent level of computer literacy;
  • Good knowledge of SAP/PRISM an advantage.
Languages required: Fluent English, Ukrainian, Russian
