Background

The Payroll Finance Unit, Accounts and Client Service Division, is responsible for monitoring UNDP staff receivables. 

Under the overall supervision of the Chief, PFU, the Consultant will plan and execute a review of staff receivable. The Consultant will prepare a plan and manage a team who will perform data analysis, issue identification and follow up with HQ and country offices.

The objective of the work is to identify and remediate high risk issues associated with staff receivables and develop a monitoring framework for real time review. The project plan and monitoring framework is expected to describe the current processes; who is responsible and what actions are recommended when issues are identified.

The consultant is expected, drawing on the plan elements and framework, to design monitoring reports that can be shared with senior management within OFRM as well as with offices and Bureaus.

Duties and Responsibilities

Reporting to the Chief of Payroll Finance Unit, the Consultant is required to:

  • Prepare a plan for the review of staff receivables;
  • In executing the plan, review the preliminary analyses undertaken by the Finance and HR Associates and compile a summary status of the selected balance sheet accounts;
  • Within the established financial policies determine the collectability status of receivables from staff;
  • Carry out data analysis, issue identification and resolution as well as follow up with the respective offices for action taken to clear such items;
  • Compile supporting documentation for all items deemed uncollectible; ensure demonstration of due diligence by UNDP and support the review by management and other stakeholders, as required;
  • Develop a real time monitoring framework for staff receivable including various stakeholder reports. 

Expected output(s):

  • Project Plan;
  • Ensure due diligence with regards to recommendations to Senior Management;
  • Prepare weekly progress reports, conduct regular meetings on status of results;
  • Identify actions, if any, to clear complex entries;
  • Prepare and e-file the reports/queries to be used to satisfy the provision and actions taken;
  • Prepare working paper and recommendation to support  any provisions requirement for the UNDP 2013 financial closure;
  • Prepare any write off requests;
  • Maintain a comprehensive audit trail of all actions associated with the project;
  • Monitoring Framework;
  • Report design.

Required Skills and Experience

Education:

  • A professional accounting qualification (CA, CPA, ACCA etc.) from an internationally recognized institute of accountancy, or an Advanced (Master's) University Degree in Business Administration, Finance/Accounting, or a relevant discipline.

Experience:

  • 5 to 7 years of relevant experience in accounting preferably working on an ERP system (preferable PeopleSoft environment);
  • Experience in trouble shooting data problems and account reconciliation is a must;
  • The candidate should have good communication skills and ability to liaise with a large number of stakeholders.

Language:

  • Fluency and proficiency in English is required. Knowledge of French or Spanish an asset.
