Background

The joint programme “Promoting Mainstream Polices and Services for People with Disabilities in Ukraine” is implemented by ILO, UNDP, UNICEF, and WHO in cooperation with the Government and civil society organizations in Ukraine, aims to promote the application of accessibility and universal design standards as enablers for inclusion and participation of the persons with disabilities. It focuses on existing barriers that prevent or limit equal access to services and facilities intended for the general public.

One of the goals of the Joint Programme is to raise awareness of principles of Universal Design and facilitate their application. These principles are the following:
Equitable use – design of products/services is created in a way that it can be used by people with diverse abilities,
Flexibility in use – design of products/services accommodates a range of individual preferences and capabilities,
Simple and intuitive use - the design and functions are easy to understand to persons regardless of previous experiences,
Perceptible information – design communicates necessary information to the user regardless of his/her sensory abilities,
Tolerance for Error - design minimizes hazards from accidental unintended actions,
Low physical effort - design is created in a manner that requires minimum of efforts and causes minimum of fatigue,
Size and Space for approach and use – appropriate space is provided for reach, manipulation regardless of user’s mobility, posture or body size .

The joint programme works at sub-national (in Kharkiv Oblast) and national levels and supports comprehensive capacity development and awareness raising efforts. Programme concentrates on adjustment of services, processes, products and programmes in a way to make them accessible by diverse groups of people including people with disabilities without the need for specialised design.
In order to ensure effective implementation of the project at the sub-national level, the comprehensive Assessment of existing capacities and barriers in environment, processes, products and services for persons with disabilities is being conducted in two pilot regions of Kharkiv oblast: Valkivskyy rayon and town of Chuhuyiv (hereinafter - pilot regions).

Local Strategies and Action Plans that aim at creation of Accessible Environment and facilitate accessibility in service delivery in the pilot regions are to be designed on the basis of results of the Assessments and Strategic Planning Sessions with stakeholders. Pilot initiatives will later be identified and implemented based on the developed Local Strategies and as part of the Action Plans.
Individual Consultant will be engaged to provide support to local communities in development of the Strategies and Action plans for their respective regions.

Duties and Responsibilities

Overall Objective of the Assignment
The objective of the assignment is to provide support to local authorities and communities of town of Chuhuyiv and in Valky rayon in developing their capacity for strategic planning in the area of Accessibility . With the facilitation of the Consultant the local authorities and communities will develop Strategies and Action plans for creation of Accessible Environment in their community.

Developed Strategies and Action plans have to take in account interests of local authorities and diverse community members including elderly people, children and adults with various disabilities (visual, hearing, mobility, intellectual, psychosocial and learning disabilities).
The documents should cover but not be limited to the following areas:
  • Accessibility of services (medical, social, rehabilitative, employment-related, educational),
  • Accessibility of transport and architecture,
  • Accessibility of information about social, medical, administrative services,
  • Accessibility of products and infrastructure.
The development of the Strategies should be conducted in the framework of existing national legislation (Law of Ukraine on State forecasting and development of the programs of social and economic development of Ukraine, 2000) and follow the format that is used at the regional (rayon and town) level.

Scope of Work
Consultant will perform the following activities for the successful completion of the assignment:

  1. Familiarize with the preliminary results of the “Assessment of the of existing capacities and barriers in environment, processes, products and services for persons with disabilities in two pilot regions of Kharkiv oblast” (will be provided by Joint Programme), as well as strategic documents that exist in the pilot regions (See Annex1).
  2. Discuss with local authorities in both pilot regions (Chuhuyiv town and Valky rayon) the goals, tasks, format and the final outcome of the Strategic Planning process.
  3. Facilitate creation of the working groups which will be working on designing Strategies and Action Plans in each of the pilot regions. Members of the working groups should have the expertise in transport, architecture, medical and social spheres and include representatives of local authorities, NGOs of people with disabilities, businesses etc. 
  4. Organize a workshop on Strategic Planning for the members of the working groups. The workshop has several objectives: educate stakeholders on the issue of strategic planning, collect region- specific information for drafting of the Strategies and Action Plans, develop skills of the participants in strategic planning and provide them opportunity to practice these skills while creating Strategies and Action plans. Workshop should be built on the local examples and should make use of the results of the Assessment conducted as part of the Joint Programme activities.(Develop the Workshop Materials (program, hand-outs, PPPs).;Clear Workshop Materials with UNDP Project Manager; Conduct two two - day Strategic Planning workshops (one in Chuhuyiv and one in Valky rayon). During the workshops Consultant should support participants in identification of the key goals and tasks of the Strategy and Action Plans, resources available in the community, priority areas that need attention and steps that are needed for facilitation of the creation of the Accessible Environment in their region. The participants also have to identify Action Plan items and timeframe for implementation. As a result of the Seminar, the information for the first draft of the Strategies and Action plans has to be collected.
  5. Support communities in the process of development of Strategies and Action Plans on creating Accessible Environment in town of Chuyuyiv and in Valky rayon:Facilitate communication among the working group members in the process of preparation of the Strategy; Collect inputs to Strategies and Action Plans from working group members; Support the working groups in preparation of the first drafts of the Strategies and Action Plans.; Facilitate organization and conducting of not less than 2 one - day Strategic Planning meetings of the working groups ( one in each of the two pilot regions ) to discuss and Strategies and Action Plans.
  6. Support working groups in conducting Presentations of the Strategies and Action Plans in Valky and Chuhuyiv to the community: Assist working groups in creating a Power Point Presentations of the Strategies and Action Plans.; Document all the comments and suggestions received during presentations
  7. Provide support to the working groups in incorporating the recommendations into the final drafts of the Strategies and Action Plans and clearing it with all of the stakeholders. Clear the final drafts of the documents with UNDP Project Manager.
Deliverables

The consultants should provide the following products:
  1. Inception Report with developed Workshop Materials - not later than 10 days after the start of the Contract.
  2. Second Report on the two Workshops conducted– not later than 25 days after the start of the Contract. Second Report should also contain the Structure of the Strategy documents cleared with all stakeholders.
  3. Final Report which includes report on the activity conducted during the reporting period including report on presentation of the documents with Final versions of the Strategies and Action Plans –not later than 60 calendar days after the start of the Contract
Proposed payment schedule

UNDP will pay the negotiated amount in three tranches according to the following payment schedule:
  • the first payment upon approval of the Inception Report– (30%);
  • the second payment upon approval of the Second report- (50%);
  • the third payment upon approval of Final Report - (20%).

Monitoring and Progress Controls

Consultant will work under supervision of the UNDP Project Manager and in close cooperation with Regional Coordinator in Kharkiv oblast.
An electronic and paper versions of the Training Materials, Structure of the Strategies, PP presentations, first and final drafts of developed Strategies and Action plans should be prepared and submitted for clearance by Project Manager no later than abovementioned fixed dates.

Required Skills and Experience

  1. Higher University degree in Social Sciences, Public Administration, Humanities, Economic Sciences, Management or other relevant discipline.
  2. At least 3 years of experience in strategic planning and development of strategic documents on national and sub-national levels.
  3. Experience in conducting trainings for various audiences
  4. Experience of cooperating with local authorities and NGOs.
  5. Perfect knowledge of Ukrainian.
Experience in developing of strategies in social sphere will be considered an advantage. Proven experience of engagement with Disability Rights field will be considered an advantage.

Documents to be included when submitting the proposals
Applicants shall submit the following documents:
  • Letter of interest, explaining why the applicant considers him- or herself the most suitable for the work (in Ukrainian Language).
  • Personal CV, including information about past experience in similar assignments and contact details for referees.
  • Sample of written work in Ukrainian language (articles, strategies, policy recommendations etc )
Financial proposal

Lump sum contract

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Evaluation criteria
  • Educational background – 10 points max { 10pts. – PhD, 9 pts. – Specialist/Master’s degree; 8 pts. - Bachelor’s Degree };
  • At least 3 years of experience in strategic planning and development of strategic documents on national and sub-national levels 40 points max {40 pts –5 plus years; 30 pts. – 3 years; 15 pts. – 2 years);
  • Experience in conducting trainings for various audiences - 10 points max {10 pts. – 15 and more trainings; 8 pts. – 12 trainings; 7 pts. – 8 trainings );
  • Language Skills (Ukrainian Language) – 10 points max {10 pts – fluent};
Maximum available technical score - 70 points.

Evaluation method:

Cumulative analysis
Contract award shall be made to the incumbent whose offer has been evaluated and determined as:
responsive/compliant/acceptable, and
having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
* Technical Criteria weight: 70%
* Financial Criteria weight: 30%

Only candidates obtaining a minimum 70% from the maximum available technical score would be considered for the Financial Evaluation

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.
