Background

Ministry of Foreign Affairs in its cooperation with UNDP has developed and applied the e-Consulate system for increased efficiency in its service delivery. The Project aims at efficiency and cost-effectiveness with a focus on enhanced citizen-satisfaction from the services of the Ministry all over the world. The expected outputs of the Project are as follows: (a) use of the improved e-Consulate system for efficient service delivery institutionalized through enhanced institutional and individual capacities of the MFA (b) broader and full-fledged application of the existing e-consulate system realized through the outreach strategy aiming to increase awareness of the citizens and respective stakeholders.  

Duties and Responsibilities

  • Analyse, design and develop desktop and web applications with Visual Basic .net 2008 – 2012
  • Develop and integrate G2G services into developed systems.
  • Develop and implement methods for inspection, testing, sampling and perform unit testing of developed / integrated software applications
  • Implement best practice Software Development Life Cycle methodologies to ensure timely delivery of state-of-the-art high quality software 
The staff will report to the National Project Coordinator at Ministry of Foreign Affairs and Democratic Governance Program Manager at UNDP.

Required Skills and Experience

General Qualifications
 
Minimum Requirements
  • Preferably university degree with a combination of relevant academic qualifications and experience in related fields
  • Good communication skills in Turkish
Assets
  • Ability to communicate in English is an asset.
Professional Experience and Qualifications
Minimum Requirements
  • Minimum 4 years of working experience in Application Development
  • Minimum 3 years of working experience with Microsoft .net Tecnologies (such as .net Framework, MS SQL Server)
Specific Experience and Qualifications
Minimum Requirements
  • Minimum of 3 year of working experience with Visual Basic .net and Microsoft SQL Server. (.net Framework 2.0 and later, MS SQL Server 2005 and later)
  • Experience in EF, WCF, LinQ and ORM technologies is a plus, highly preferred.
  • Minimum of 1 year of team working experience in the IT projects
  • Good knowledge of computer technology, PC/LAN management, Microsoft computer operating systems and Microsoft office packages
    Notes:
    1. Internships (paid/unpaid) are not considered professional experience.
    2. Obligatory military service is not considered professional experience.
    3. Experience gained prior to completion of undergraduate studies is not considered professional experience.
    Other Considerations  
     
    Staff will be duty-stationed in Ankara.
