Background

The Government of Kuwait has requested continued support in implementing the National Traffic and Transport Strategy 2010 -2020 (NTTS) for Kuwait, to create sustainable and safe transport system.

UNDP will provide support by implementing the following components of the Project:

  • Development of a Web- Based National Integrated GIS and Traffic;
  • Information System;
  • Development of a National Road Safety and Black Spot System;
  • Establishment of National Traffic Centres of Excellence;
  • Development of National Traffic Engineering and Enforcement System;
  • Development of National Transport Demand Management System;
  • Development of National Accident Investigation System;
  • Support the National Development Plan Requirements-Transport Sector;
  • Development of National Traffic Awareness Campaign;
  • Monitoring & Evaluation System and Implementation of the NTTS;

To achieve this goal, a dedicated Project Assistant will be recruited, to provide support for the successful implementation of the project.

The Project Assistant will work in a close cooperation with the UNDP team, UNDP HQ, Technical Director of the project, Project National Director and Ministry of Interior Representative, and State Ministry for Planning and Development. The Project Assistant will report directly to the Project Director and the UNDP Focal Point handling the Traffic Strategy project.

Objectives:

The objective of the assignment is to ensure a conducive environment for prioritizing of the project in the Government and UNDP policy, program development, and related strategic initiatives; support and continuously monitoring needs of the project in order to facilitate an appropriate and coherent programmatic response by the UNDP; ensure effective budgeting,  and resources of the project; and monitor progress of UNDP system response against the project Work Plan requirements  and other frameworks, in collaboration with the relevant partners.
 

Duties and Responsibilities

The Project Assistant will:

  • Ensure project and its needs are properly covered in the planning activities and programs of the UNDP and Government;
  • Prepare the financial report to the Ministry of Planning and Development and Project team on a quarterly basis;
  • Support UNDP in monitoring project risks, and budget availability, and provide the required advice;
  • Support UNDP in reviewing monthly reports of the project and undertake action to provide requirements and overcome obstacles if required;
  • Liaise with the implementing partner, Project Team, Ministry for Planning and Development, UNDP team (project, media, HR, procurement, financial and auditing functions), and UNDP HQ;
  • Provide support for implementation of the project Work Plan;
  • Ensure that all financial and budgetary processes are in accordance with UNDP standards and procedures;
  • Facilitate the recruitment contracts, payments, leave, and needs of project experts;
  • Ensure that all project needs, workshops, training programs, publications, services, equipment, are provided efficiently and in a timely manner;
  • Work closely with the Procurement Officer to ensure that all procurement processes, bidding, consultancy firm payment are met efficiently;
  • Support the Technical Director in the preparation of  project  progress reports on activities undertaken to meet project implementation needs and deadlines, and submit to the UNDP, project team and Ministry for planning and Development;
  • Attend all project meetings;
  • Provide administrative support;
  • Assist for three days at the Traffic Department office and two days at UNDP office;


The relevant UNDP staff and Project Technical Director will provide the Project Assistant with the necessary briefings.

Expected Outputs:

Expected output is the efficient implementation of the National Traffic and Transport Strategy 2010-2020 for Kuwait project, including:

  • Support for efficient implementation of the project.
  • Development of a unified and coherent response mechanism within the UNDP System to meet the project needs.
  • Success of the UNDP collaborative activities, and strengthening of the UNDP implementation capacity.
  • Facilitation of development and implementation of future strategic joint initiatives in Kuwait.

  • Capable of building strong relationships with Supreme Council of Planning and Development, project team and relevant UNDP units;

  • Consistent display of cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Compliance of procurement activities with UNDP rules, regulations, policies and strategies;
  • Assistance in prioritizing procurement requisitions in terms of urgency for appropriate action to be taken by the relevant UNDP staff;
  • Tracking of all procurement processes up to delivery, acceptance and payment;
  • Sharing knowledge and experience from within and outside the UNDP Country Team;
  • Willing to keep abreast of innovations in relevant technical fields, and communicate and integrate them into the work environment.

 

Required Skills and Experience

Education:

  • University degree from accredited university or equivalent, and strong skills in economic, or accounting disciplines.

Experience:

  • Minimum of 2-3 years of proven practical experience in similar projects.
  • Knowledge and experience with the UN organizations operational procedures.
  • Experience in working with government institutions, and international agencies.
  • Excellent negotiation and communication and interpersonal skills.
  • Ability to administer budgets; work effectively with counterpart staff and with all groups involved in the project.
  • Strong drafting, presentation and reporting skills.
  • Strong computer skills (Word, Excel, Power Point, Statistical Packages, etc.)

Language:

  • Written and spoken proficiency in English is requirement
