Background

UNDP supported implementation of Justice sector reform in recent years to assist Georgia in provision of justice to all in a manner consistent with international and regional standards. This support has focused particularly on assessing and strengthening the capacity of institutions so that they can better fulfill their discrete but inter-related roles in the justice system and give effect to the extensive legal reforms that have been adopted, particularly those regarding the judiciary itself and the criminal justice system which have entailed a significant shift from an inquisitorial to an adversarial process.
 
The outcome of the support has been positive in implementing the reforms for promoting human rights and ensuring access to justice. However, there is still a long way to go to ensure trust and confidence in these institutions, which undoubtedly need further institutional streamlining and capacity strengthening.
 
Following years of supporting to the sector, UNDP has made a decision to consolidate its efforts in the areas of human rights and access to justice and adopt programmatic approach. This is sought to ensure more coherence, coordination and synergies among the various components of the programme.
The overall goal of the new Programme on Human Rights and Access to Justice is to empower vulnerable population and ensure access to justice for them, so that they are better able to seek and obtain it.

The programme is built around 3 major objectives:
  • Facilitating development of an enabling environment for raising awareness by the public, and particularly the vulnerable, of human rights and their protection mechanisms;
  • Enhancing capacities and accountability of institutions responsible for administering justice efficiently and fairly and improving the effectiveness of inter-institutional cooperation, coordination and information and knowledge-sharing
  • Strengthening the oversight mechanisms for effective human rights protection and the administration of justice.
The program will also focus on improving inter-institutional cooperation, coordination, information and knowledge sharing at national and local levels and will strengthen the state and non-state institutional mechanisms of oversight to ensure effective Human Rights protection and fair administration of justice.
 
The key institutions during implementation will be the Judiciary, Bar and National Human Rights Institution – Public Defenders Office. The program will be implemented in partnership with CSOs at central and local level.
 
Overall Purpose:

The main goal of the program is to improve access to justice for vulnerable groups by supporting Justice institutions.

Duties and Responsibilities

The Programme Coordinator will lead and coordinate the work of the UNDP Access to Justice programme. The programme coordinator will be directly accountable towards UNDP Governance Team Lead in the following:
  • Development of the extensive programme, including contributions to the further resource mobilization
  • Strategic leadership and management of the Programme;
  • Achievement of Programme goals and objectives, set indicators and targets; Implementation of Programme tasks and activities;
  • Creation of strategic partnerships with Government, International partners and non-governmental organizations;
  • Serving as a resource person for UNDP in the area of Human Rights protection and Access to Justice.
In terms of responsibilities the Programme Coordinator:
  • Develops a long-term, strategic vision for expansion of the programme interventions and elaborates respective documentations and plans;
  • Ensures strategic leadership, implementation, monitoring and evaluation of the programme;
  • Ensures synergies and coherence among various pillars of the programme;
  • Ensures the programme meets its set outputs, through reaching respective indicators and targets;
  • Forges and expands strategic partnership and cooperation with the relevant stakeholders at national and international level; Contributes to establishment of dialogue and partnership among various parties in Georgia on the relevant issues of Human Rights and Access to Justice;
  • Acts as a resource person for the UNDP CO in relevant areas, provides analysis on the developments at national and international context and advices accordingly; Ensures promotion of UNDP values including respect for Human Rights and Millennium Development Goals;
  • Develops annual work plan for the programme in consultation with the beneficiary institutions and in agreement with UNDP;
  • Coordinates organization the activities according to the work-plan;
  • Manages the Programme finances according to the budget;
  • Supervises the programme staff according to the UNDP HR regulations;
  • Ensures effective information flow and coordination between the Programme and UNDP;  
  • Leads the recruitment, procurement, and other administrative tasks, according to UNDP rules and regulations
  • Prepares quarterly and annual financial and narrative reports, including capturing the programme results, lessons learned, risks and issues;
  • Supervises the maintenance of the Programme related documentation (contracts, reports, drafts, correspondence, an inventory list of all equipment purchased under the Programme etc.) 
Impact of Results
 
The key results have an impact on the success of country in enhancing legal empowerment of vulnerable with the respect of the human rights and increasing the access to justice for all.

Required Skills and Experience

Education:
  • Master’s Degree or equivalent in Law/International Human Rights Law, International Relations, Public Administration, Policy or a related discipline.
Experience:
  • At least 5 years of post Master relevant experience at the national or international organization in design, management, monitoring and evaluation of development Programmes;
  • At least 4 years of experience in the Justice/Human Rights field;
  • Demonstrated knowledge of democratic governance concepts, human rights principles and challenges in Georgia;
  • Demonstrated experience in policy analysis, policy advice and strategic leadership;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.
Language Requirements: 
  • Fluency in the Georgian and English Languages;
  • Knowledge of Russian will be an asset.
