Background

As outlined in UNDP’s new Strategic Plan for 2014-2017, the challenges of the 21st century development landscape, including resource constraints, require UNDP to reposition its work and delivery to maximize efficiency. Enabling this vision, entails a transformation for UNDP from a very broad-based organization working holistically across most sectors, to instead sharpen its focus, scale up partnerships, and streamline operations, while shifting  its role to that of a knowledge broker, and a convener of partners by:

  • Redesigning UNDP’s main areas of development work;
  • Enhanced institutional effectiveness to deliver on UNDP’s vision;
  • Revitalizing UNDP’s approach to partnerships and coordination.

It is envisioned that this transformation will enable UNDP to respond to complex, multi-dimensional development needs and priorities as they occur, while capitalizing on its strengths to maximize impact on development.
Fulfilling the strategic intent behind the new Strategic Plan, requires a shift to a more people centered organization, which invests in staff, nurtures talent and grooms leaders. It also necessitates a more nimble approach to ensure the right people are in the right place at the right time, and a flexible, responsive and engaged workforce.

To enable this transformation and facilitate successful implementation of the new Strategic Plan, UNDP Office of Human Resources (OHR) has developed a comprehensive multi-year People Strategy. The People Strategy is designed to boost organizational effectiveness and improve people management through an organizational transformation which is directed by a cultural change, in the area of Talent Management, and an increased enablement, in the area of Human Resources Management.

Objective:

In this context, OHR is seeking the services of an experienced consultant to manage the implementation of the People Strategy, including developing key performance indicators and a scorecard to enable OHR to maximize efficiency and client satisfaction. In doing so, the consultant works closely with the Director, OHR on stake holder engagement around the People Strategy and with OHR topic owners to facilitate the implementation and tracking performance. The Consultant will also oversee OHR Strategic Planning processes for the time period in question- ensuring timely and accurate submissions.

Duties and Responsibilities

This consultancy will deliver the following outputs:

  • Further outline the implementation plan for the People Strategy in alignment with UNDP’s Strategic Plan in close collaboration with the topic owners;
  • Develop a consistent format for key performance indicators to be used for each area of implementation of the People Strategy with OHR topic owners;
  • Develop and a People Strategy Scorecard to enable OHR to track performance against targets- optimizing efficiency and client satisfaction;
  • Support the Director, OHR on stakeholder management for implementing the People Strategy;
  • Manage OHR’s submissions to UNDP corporate strategic planning processes for the time period in question- ensuring timely and accurate submissions- as required;
  • Support the Director, OHR on other strategic work pertaining to the UNDP Strategic Plan and Structural Review implementation;
  • A detailed briefing on the UN system, UNDP and OHR will be provided.  This will include the Strategic Plan 2014-17, the UNDP People Strategy, the UNDP Structural Review and current HR arrangements.

Required Skills and Experience

Education:

  • Master's degree in HR,  Management, Change Management, Communications, Development, Knowledge Management, or similar field 

Experience:

  • Over 10 years of experience in international organizations, UN and/or UNDP environment- preferably in strategic functions;
  • Consulting expertise and skills in HR Strategy, Strategic Planning, Change Management, Leadership Development, and Organizational Development.

Language:

  • Fluent in spoken and written English.

Financial proposal:
All applicants shall submit a proposal for hourly fee.

Evaluation Criteria:

The consultant and the offer will be evaluated against a combination of technical and financial criteria.
Out of the maximum score of 100 points the score for technical criteria equals 70% (= maximum 70 points) and for financial criteria 30% (= maximum 30 points).

The technical evaluation (70%, or max 70 pts.) will take into account the following criteria:

  • Knowledge of and experience in strategic Human Resources and change management processes;
  • Experience in developing implementation plans and performance tracking;
  • Experience providing advisory services and supporting organizational transformation in international/multicultural organizations;
  • Familiarity with UN system and specifically UNDP , is a strong asset;
  • Strong oral and written communications skills.

The financial evaluation (30% or max 30 pts.) will only be made for the technically highest ranked candidates, who are considered to be qualified for the job.
