Background

The eRecruit/eHire project is one of the deliverables under the People Strategy and makes up one of the key deliverables under the overarching Talent Management agenda for UNDP. The project aims at developing a new eRecruit/eHire system in UNDP. The new system will support the end-to-end process of local and centralized administered recruitment in UNDP. It aims at simplifying current recruitment processes and integrate processes that are currently stand-alone. The project aims at providing support to HR practitioners in administratively heavy areas.

eRecruit/eHire will be implemented in UNDP to meet candidate expectations and ensure that UNDP is an attractive employer for the best people. Furthermore, it aims at improving the client experience of a hire or reassignment process with less need for data entry and less forms. It aims at facilitating the work of HR practitioners globally through automated collection of data and focus on data validation rather than data entry.
 
This project is a global project. The eRecruit & eHire HR Analyst position will be located in Copenhagen and report directly to the Project Manager of eRecruit and through a matrix arrangement report to the eHire Project Manager.

The HR Analyst works in close collaboration with the Recruitment unit, Benefits and Entitlements Services (BES), Business Advisory Servies (BAS), Global Payroll Services (GPS), JPO Service Center (JPOSC), Office of Information Systems and Technology (OIST) as well as the various Country Offices involved in the project.
 
The HR Analyst will also be liaising with other agencies involved in the project and key stakeholders such as Office of Financial Resources Management (OFRM), UN Insurance Unit, UNJSPF and UNDP Travel Services Division.
 
The HR Analyst promotes a collaborative, client-focused, quality and results-oriented approach in the project.

Duties and Responsibilities

Summary of key functions:
 
Under the guidance and direct supervision of the eHire and eRecruit Project Managers of the eRecruit/eHire Project, the eRecruit/eHire HR Analyst is responsible for:
  • Develop functional specifications and workflows for eHire;
  • Conducting and project manage local eRecruit/eHire testing/UAT sessions (D1, T1, S1, UAT) for future releases including both (eHire/eRecruit);
  • Respond to, document and report eRecruit/eHire helpdesk inquiries from HR professionals and users in in Africa, Arab states, Europe and Asia Pacific;
  • Prepare and provide eRecruit/eHire online training (webinars/LYNC) for HR professionals and users in Africa, Arab states, Europe and Asia Pacific.
The eRecruit/eHire HR Analyst will during the global implementation of eRecruit/eHire support the day-to-day helpdesk until a long-term helpdesk function is in place. The eRecruit/eHire HR Analyst will be instrumental in supporting the creation of the long-term helpdesk function by preparing and providing training for additional helpdesk resources.
 
The eRecruit/eHire HR Analyst will also support global implementation through working in close collaboration with Human Resources professionals in Country Office and Headquarters locations to deliver efficient training for the recruitment and the hire of International Professionals (IP)/ National Officers (NO)/ General Service staff (GS)/ Service Contract holders (SC) based in Africa, Arab states, Europe and Asia Pacific.
 
Until a helpdesk/training team is fully functioning, the eRecruit/eHire HR Analyst is responsible for coordinating, planning and executing learning and training activities. The incumbent collaborates with the Training Individual Contract (IC) holder in training design, training scheduling and training execution. In the stabilization phase eRecruit/eHire HR Analyst will be instrumental in updating training material (on-demand/user-guides/webinars).
 
Expected Results:
 
Develop functional specifications and workflows for eHire:
  • The HR Analyst will develop new and updated business side HR workflows for the eHire process during the project span;
  • The HR Analyst will analyse and design business processes for eHire (transfer of data from eRecruit to HCM, online submission of data and/or online application for benefits and entitlements (dependency, insurance, pension) as well as any other information required for a hire or reassignment;
  • The HR Analyst will draft an eHire blueprint;
  • The HR Analyst will draft technical functional specifications for the different components of eHire in cooperation with the project manager;
  • The HR Analyst will cooperate closely with the Office of Information Systems and Technology during the development of the functional specifications;
  • The HR Analyst will contribute to the communication with key internal and external stakeholders to ensure the quality of the workflows.
Conducting and arranging local eRecruit/eHire testing/UAT session (D1, T1, S1, UAT) for future releases:
  • Based on the stage of the project, the HR Analyst will identify local and regional key-stakeholder to include in testing;
  • Based on the urgency the HR Analyst will be prepared to test ad-hoc fixes that needs to move on short term basis;
  • The HR Analyst, will in a timely manner schedule testing, document results and report results to the Project Manager;
  • The HR Analyst will be the helpdesk resource person for users in Africa, Arab states, Europe and Asia Pacific;
  • The HR Analyst will respond to inquiries under each business step in the process (job establishment, vacancy creation, screening, long-listing, shortlisting, interview, Compliance Review Panel (CRP)/ Compliance Review Board (CRB), roster, e-hire) and escalate issues to concerned unit;
  • The HR Analyst will primary focus on internal inquires, but will in certain situations be supporting the external helpdesk;
  • The HR Analyst will document questions and build a question and response library and based on questions prepare for training other future helpdesk hubs;
  • Provide eRecruit/eHire online training (webinars/LYNC) for HR professionals and users in Africa, Europe and Asia Pacific;
  • The HR Analyst will be a resource person for in Africa, Arab states, Europe and Asia Pacific;
  • The HR Analyst will be instrumental in developing a regional training calendar (per bureau) and execute for online training sessions;
  • The regional training calendar should be updated with new training sessions when new modules are developed, tested and released;
  • The regional training calendar should also be updated when considerable updates and changes happens to already released modules.
Respond to eRecruit/eHire helpdesk inquiries from HR professionals and users in in Africa, Arab states, Europe and Asia Pacific:
  • Document eRecruit/eHire helpdesk inquiries, bi-monthly reporting on helpdesk volume and type to ensure management oversight;
  • The HR Analyst will be responsible for bi-monthly reporting to the eRecruit/eHire Project Manager on both qualitative and quantitative reporting of the volume and type of helpdesk inquiries;
  • The helpdesk report will be used to prepare for self-services and improve training materials;
  • The HR Analyst will assess severity of issues and immediately report potential technical bugs and escalate recruitmen and policy related issues to concerned unit.
Prepare and Provide eRecruit/eHire online training (webinars/LYNC) for HR professionals and users in Africa, Arab states, Europe and Asia Pacific:
  • Prepare eRecruit/eHire ToRs, Tier Process, and training material and conduct training for future helpdesk resources and helpdesk locations;
  • The HR Analyst will prepare ToRs for an expanded helpdesk;
  • Prepare a tier based helpdesk business process;
  • Prepare training materials for expanded helpdesk and execute trainings.
Impact of Results:

The key results will have impact on the success of the global implementation of eRecruit/eHire and contribute to the organizations efficiency, and effectiveness. The eRecruit/eHire HR Analyst is expected to:
  • Conduct and project manage local eRecruit/eHire testing/UAT sessions (D1, T1, S1, UAT) for future releases;
  • Respond to eRecruit/eHire helpdesk inquiries from HR professionals and users in in Africa, , Arab states, Europe and Asia Pacific;

Required Skills and Experience

Education:

  • Master’s degree in, Public Administration, Human Resources Management, Business Administration or other related Social Sciences.

Experience:

  • Minimum 2 years relevant experience in the area of human resources in either public or private sector or international organizations;
  • Previous knowledge of Oracle’s eRecruit module is a significant advantage;
  • Good working knowledge of Peoplesoft HCM (Atlas), MS Office applications and Visio;
  • Good working knowledge of UNDP’s recruitment and hire process is desirable;
  • Previous helpdesk experience is a requirement;
  • Hands-on experience with recruitment or hire process and knowledge of learning technologies, instructional design and Project Management is desirable.
Language Requirements:
  • Fluency in English is required;
  • Fluency in French and/or in Spanish is a significant advantage.
