UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.”

Tanah Papua, which comprises Papua and West Papua Provinces, is the Indonesia’s largest but most sparsely populated region with 3.6 million inhabitants, consisting of more than 250 tribes and ethnic group (2010 BPS census) with at least 73% of the indigenous Papuans living in the rural areas.

Despite the fact that the region is blessed with enormous natural resources, its poverty rate is more than double the national average and the highest of the country at 34.88% for West Papua and 36.80% for Papua .  Papua and West Papua also lag behind other provinces on key non-income indicators of the Millennium Development Goals (MDGs). Papuans’ Net Enrolment Rate in Primary Education is around 90% for West Papua and 76.09% for Papua (national rate is at 95.23%) . Gender inequality is particularly strong in traditional patriarchal communities in terms of (a) women limited access to resources, decision making as well as (b) gender division of labour. This situation translates into a restricted access of Papuan indigenous youth and women to a decent livelihood.

In order to accelerate the human development process in Papua, the Government of Indonesia granted a special autonomy status to the provinces (OTSUS). Its full implementation has been delayed due to limited civil society participation and lack of capacity and coordination between national provincial and district level institutions, which lead to the absence of an inclusive framework for developing sustainable economy.
Since 2006 the People-centred Development Programme (PCDP) has been supporting local government institutions, civil society organizations and communities in the Papua Region in their efforts to improve human development and to achieve the Millennium Development Goals (MDGs).

The second phase of the programme continues to provide technical assistances to the local government and civil society to formulate, coordinate and implement appropriate, specific local development programmes in the targeted districts of Papua Province and West Papua Province. In addition, during the second phase, the Programme will put more emphasis on improving the economic welfare of communities, in particular indigenous Papuans, starting with a few concrete pilots to ensure that the results of programme interventions make an impact on the lives of communities and government’s efforts to reduce poverty that is covered under local economic development component of PCDP, which has intended to improve community welfare in particular of indigenous Papuans through the functioning of local government and civil society basic systems and processes for sustainable livelihood development in Papua region

Building a territory-based economic development institution or Local Economic Development Agencies (LEDA) in both provinces is expected to improve the economic welfare of communities. The goal is to institutionalize sustainable livelihood development for Papuan communities, generate income of Papuans, particularly in rural contexts, and to create value added of any potential business or agriculture commodities produced in the pilot areas.

UNDP Indonesia wishes to continue its support in Papua region and plan to develop an initiative to follow-up programme beyond 2014 that gives emphasis on local governance-enabling environment and local economic development. If PCDP can achieve good results by 2014 in terms of LEDA and/or micro-finance for Papuan indigenous people, there is opportunity to expand the model to utilize the provincial/local government funds (in form of special autonomous funds).

Under the supervision and reporting to the National Project Manager, the Local Economic Development (LED) Specialist supports the development and management of the UNDP - PCDP portfolio with focus on the deliverance of output 3 within a framework for sustainable livelihood development in the Papua region. The main role of LED Specialist is to provide technical guidance to National Project Manager and other relevant stakeholders in provinces and pilot districts, forge new partnerships with development partners and private sector to strengthen the PCDP, while also managing the PCDP including project assurance, providing technical assistance and overall monitoring and other relevant operational issues.

The LED Specialist supervises LED Officers in Papua and West Papua Province as well as LED Associate in Papua Province. He/she will also work closely with programme and operations in the CO, as well as experts, government officials, multi-lateral and bi-lateral donors and civil society to successfully implement the UNDP programme.

 

Duties and Responsibilities

Provides top quality inputs in the area of Local Economic Development to project planning and budgeting, focusing on the following tasks:

  • Assists NPM to prepare project’s annual and quarterly work plans in the area of Local Economic Development
  • Conducts desk review and research on local economic development to enhance project planning and budgeting
  • Conducts situation analysis on local economic development to enhance project planning and budgeting.
  • Leads technical project staffs in providing inputs to project planning and budgeting

Ensures provision and implementation of high quality policy advice services  to local governments in Papua and West Papua as well as civil society to establish basic systems and processes for sustainable livelihood development in the Papua region, focusing on the following tasks:

  • Provides top quality inputs and serve as a lead technical resource for the provision of technical assistance and capacity building initiatives to effective project implementation at both provinces.
  • Provides substantive guidance to LED project team members for effective project implementation at both provinces
    ? Identifies and coordinate the provision of technical assistance to the project and partners in consultation with implementing partners and synthesize the result of local economic development studies to enhance project implementation at both provinces.
  • Ensures the development and implementation of innovative scheme in improving access to finance for local entrepreneurs such as credit guarantee scheme and/or other scheme, including special target to women entrepreneurs in both provinces.
  •  Ensures the development of scheme and implementation of support to business development for local entrepreneurs in both provinces.
  • Ensures strategic support for the capacity-building of local counterparts in fund management and local economic forum operationalization
  • Ensures the establishment and operationalization of local economic development forum or agency in Papua and West Papua Province
  • Provides technical advisory services to local counterparts for the improvement of provincial and district policies, regulations, strategies and plans to better promote economic development, local investment and employment generation;
  • Ensures the achievement of performance indicators/success criteria, targets and milestones.

Ensures the direction of the project towards its outputs, targets and indicators, focusing on the following tasks:

  • Provides top quality inputs to the development of project monitoring and evaluation framework, including inputs on log-frame, indicators, annual targets, milestones and measurement methods.
  • Provisions of guidance to implementing partner in monitoring business groups strengthening, access to finance, business incubators and LED agency and serves as focal point for M&R in line with UNDP evaluation policies, procedures and practices
  • Monitors the technical aspects of project implementation at both provinces.
  • Ensures the consolidation of project component reports covering business groups strengthening, access to finance, business incubators and LED agency on monthly, quarterly and yearly basis as required by the corporate guidelines
  • Drafting the quarterly monitoring reports
  • Ensures the quality of reports produced by the project.

Leads the establishment of project partnership with government counterparts, private sectors, CSOs/NGOs and other development partners and support to implementing partners in conducting participatory and multi-stakeholder reviews for greater impact and sustainability of projects, focusing on the following tasks:

  • Provides top quality inputs to project partnership strategy
  • Ensures the implementation of project partnership strategy and facilitate the establishment of mechanisms for coordination, dialogue, and learning among actors (bureaucrats and practitioners) in local economic development sector.
  • Technical assistances to facilitate of linking of private/public banks, other financial institutions, aid agencies, CSOs/CBOs/NGOs, including religious groups and traditional institutions with local governments for local economic development efforts initiated by project.
  • Maintaining strategic partnerships with key development partners in government, private sector, civil society, and academia to garner the resources and support required for an effective portfolio
  • Identifies opportunities for mobilizing resources for the project, and prepares substantive briefs on possible areas of cooperation
  • Effective support to CO in identifying new local economic development project ideas

Lead the implementation of knowledge building and knowledge sharing strategy of the project, focusing on the following tasks:

  • Provide top quality inputs to project knowledge building and knowledge sharing strategy as well as ensuring that required expertise and technical assistance are made available to government and civil society partners/counterparts.
  • Effective mechanisms and systems are in place and functioning to identify, document, identifies best practices and lessons learnt from the project and from other initiatives that can be helpful to the project in achieving its goals and objectives;
  • Leads in generating knowledge products such as best practices and lessons learnt for knowledge sharing;
  • Production and dissemination of lessons learnt to stakeholders and ensuring effective cross-project and cross-unit knowledge fertilization
  • Maintain project briefs and activity information for civil society, bilateral donors, academia, private sectors and other stakeholders as appropriate to support UNDP’s public awareness activities including through preparation of statements and other communication materials.
  • Provision of high quality information and analysis to the local government counterparts to inform the strategic direction of local development priorities.
  • Coordinate and organize the relevant studies to collate research-based information, evidences and facts to enrich the achievement of development results in the area of LED .

Required Skills and Experience

Education

Master or Bachelor degree in International Relations, Political Science, Economics, Statistic or other relevant fields of study.

Experience: 

Minimum with 7 years of relevant experience for candidate with Bachelor Degree  or 3 years of relevant experience for candidate with Master Degree  in:
- Project management; design, monitoring and evaluation of development projects.
- Networking and establishing close-coordination with the national and provincial government, private sector, CSO, university, development partners for local economic development efforts will be highly desirable
- Managing local economic development capacity building project at field level

Language Requirements: 

- Fluency in written and spoken English is an absolute necessity;
- Fluency in written and spoken Bahasa Indonesia is required.

Other Requirements

- Knowledge of social development programmes and experiences in local economic development projects and programmes highly desirable.
- Strong knowledge on Papua development context, especially in the area of local economic development, MDGs and Human Development.
- Familiar with Government and UNDP/UN procedures
- Experience in working for/in Papua development projects is highly desirable
- Ability to write high quality reports.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc), advance knowledge of spreadsheet and database packages, and handling of web based management systems will be advantage
