UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. Tanah Papua, which comprises Papua and West Papua Provinces, is the Indonesia’s largest but most sparsely populated region with 3.6 million inhabitants, consisting of more than 250 tribes and ethnic group (2010 BPS census) with at least 73% of the indigenous Papuans living in the rural areas.

Despite the fact that the region is blessed with enormous natural resources, its poverty rate is more than double the national average and the highest of the country at 34.88% for West Papua and 36.80% for Papua.  Papua and West Papua also lag behind other provinces on key non-income indicators of the Millennium Development Goals (MDGs). Papuans’ Net Enrolment Rate in Primary Education is around 90% for West Papua and 76.09% for Papua (national rate is at 95.23%). Gender inequality is particularly strong in traditional patriarchal communities in terms of (a) women limited access to resources, decision making as well as (b) gender division of labour. This situation translates into a restricted access of Papuan indigenous youth and women to a decent livelihood.

In order to accelerate the human development process in Papua, the Government of Indonesia granted a special autonomy status to the provinces (OTSUS). Its full implementation has been delayed due to limited civil society participation and lack of capacity and coordination between national provincial and district level institutions, which lead to the absence of an inclusive framework for developing sustainable economy.

Since 2006 the People-centred Development Programme (PCDP) has been supporting local government institutions, civil society organizations and communities in the Papua Region in their efforts to improve human development and to achieve the Millennium Development Goals (MDGs).

The second phase of the programme continues to provide technical assistances to the local government and civil society to formulate, coordinate and implement appropriate, specific local development programmes in the targeted districts of Papua Province and West Papua Province. In addition, during the second phase, the Programme will put more emphasis on improving the economic welfare of communities, in particular indigenous Papuans, starting with a few concrete pilots to ensure that the results of programme interventions make an impact on the lives of communities and government’s efforts to reduce poverty that is covered under local economic development component of PCDP, which has intended to improve community welfare in particular of indigenous Papuans through the functioning of local government and civil society basic systems and processes for sustainable livelihood development in Papua region

Building a territory-based economic development institution or Local Economic Development Agencies (LEDA) in both provinces is expected to improve the economic welfare of communities. The goal is to institutionalize sustainable livelihood development for Papuan communities, generate income of Papuans, particularly in rural contexts, and to create value added of any potential business or agriculture commodities produced in the pilot areas.

UNDP Indonesia wishes to continue its support in Papua region and plan to develop an initiative to follow-up programme beyond 2014 that gives emphasis on local governance-enabling environment and local economic development. If PCDP can achieve good results by 2014 in terms of LEDA and/or micro-finance for Papuan indigenous people, there is opportunity to expand the model to utilize the provincial/local government funds (in form of special autonomous funds).

Under the supervision and reporting to the Local Economic Development (LED) Specialist, LED Associate supports the implementation of the UNDP - PCDP portfolio in Papua Province. The main role of LED Associate is to support the effective implementation of PCDP local economic development initiatives in Papua Province and provide technical assistances to other relevant stakeholders in provinces and pilot districts, support the establishment of new partnerships with development partners and private sector to strengthen the PCDP, while also support project assurance, and overall monitoring and other relevant operational issues.

The LED Associate will also work closely with programme and operations in the CO, as well as experts, government officials, multi-lateral and bi-lateral donors and civil society to successfully implement the UNDP programme.

Duties and Responsibilities

1. Supports the effective implementation of PCDP efforts in supporting local government as well as civil society to establish basic system and processes for sustainable livelihood development, focusing on the following tasks:

  •  Provides technical support to local counterparts in project implementation.
  • Supports in implementation of innovative scheme in improving access to finance for local entrepreneurs, including special target to women entrepreneurs in respective province.
  •  Supports the strengthening of business development services providers
  • Supports the implementation of capacity-building of local counterparts in fund management and local economic forum operationalization
  • Supports local counterparts in the establishment and operationalization of local economic development forum or agency in respective province
  • Provides regular updates on local economic development situation to project

2. Supports the monitoring of PCDP efforts in supporting local government as well as civil society to establish basic system and processes for sustainable livelihood development, focusing on the following tasks:

  • Technical support to implementing partner in monitoring business groups strengthening, access to finance, business incubators and LED agency and serves as focal point for M&R in line with UNDP evaluation policies, procedures and practices
  •  Timely data collection  using certain questionnaires developed by M&R Officer
  • Updating project databases
  • Preparation of activity reports in accordance with project standard and guidelines on reporting.

3. Supports the effective implementation of project partnership with government counterparts, private sectors, CSOs/NGOs and other development partners, focusing on the following tasks:

  • Supports local counterpart to maintain strategic partnerships with key development partners for an effective project implementation
  • Active participation in various policy and partnership forum and meetings on local economic and broader issues of development to keep abreast of the sector and facilitate project implementation
  • Supports coordination with the project team, project board and the stakeholders to ensure smooth conduct of the monitoring of PCDP efforts in developing a framework for sustainable livelihood development in respective province.

4. Support the implementation of knowledge building and knowledge sharing strategy, focusing on the following tasks:

  • Collect of research reports produced by project and other relevant reports from government research bodies, national and international agencies, etc.
  • Provide effective support in identification, documentation, synthesis of lessons learned and best practices focusing on local business development, the implementation of piloting micro-credit channeling though local financing institutions, the establishment of Micro Enterprise Development Centre and the establishment of LEDA and incorporated the input to monthly M&R.
  • Effective contribution to the implementation of knowledge building and knowledge sharing strategy

Required Skills and Experience

Education:

Diploma or Bachelor degree in International Relations, Political Science, Economics, Statistic or other relevant fields of study would be desirable, but it is not a requirement.

Experience:

Minimum 4 years of professional experience for candidates with Bachelor Degree and 6 years for candidates with Diploma Degree in supporting LED-related project implementation at field level

Language Requirements: 

- Fluency in written and spoken English is an absolute necessity;
- Fluency in written and spoken Bahasa Indonesia is required.

Other Requirements:
 - Knowledge of social development programmes and experiences in local economic development, MDGs/Human Development related projects and programmes highly desirable.
- Experience in networking and establishing close-coordination with the national and provincial government, private sector, CSO, university, development partners will be highly desirable
- Experience in working for/in Papua development projects is highly desirable
- Strong knowledge on Papua development context, especially in the area of local economic development, MDGs and Human Development.
- Familiar with Government and UNDP/UN procedures
- Experience in the usage of computers and office software packages (MS Word, Excel, etc), advance knowledge of spreadsheet and database packages, and handling of web based management systems will be advantage
