Indonesia signed Vienna Convention for the Protection of the Ozone Layer and ratified the Montreal Protocol (MP) on the Substances that Deplete the Ozone Layer in June 1992. Since then the country has been classified as a party operating under Paragraph-1, Article-5 of the Montreal Protocol qualified for technical & financial assistances. As of 2008, the country prohibits the imports of Chlorofluorocarbons (CFCs), Halons & Carbon Tetra Chloride (CTC).


Under the current agreement of the Montreal Protocol on the Substances that Deplete the Ozone Layer, parties (country members) participating the protocol, including Indonesia, have agreed to reduce and phase-out the consumption of Hydrochlorofluorocarbons (HCFCs) in refrigeration, air conditioner, foam and fire-fighting sectors. They have common understanding that HCFCs are considered substances that deplete the Ozone Layer and have global warming potential. Accordingly, Indonesia has obligation to freeze the consumption at baseline levels from 2013 and reduce 10% from baseline levels as of 2015.


UNDP has been assigned to be the Lead Agency to assure the implementation of Refrigeration, Air Conditioner and other sectors. As the Project Assurance, UNDP has to facilitate the establishment of Project Management Unit (PMU). The Ministry of Environment (Kementerian Lingkungan Hidup – KLH) is the focal point for international environmental conventions and their implementation in Indonesia. The activities related to Ozone Layer Protection, and the implementation of Montreal Protocol, are coordinated through the National Ozone Unit (NOU). The National Ozone Unit is partially supported through the Institutional Strengthening project with financial assistance from the Multilateral Fund and implemented by UNDP.


In reference to a collaborative project of UNDP and Ministry of Environment above , National Project Manager (NPM) is required to work directly under the guidance and direct supervision of National Project Director (NPD, Deputy National Project Director (DNPD) and Programme Officer of UNDP. The National Project Manager is assigned ensure day-to-day core function of Project Management Unit (PMU) and the performance of this project.


This position is located primarily in project under the overall guidance of National Project Director (NPD) and Deputy National Project Director (DNPD) and relevant Programme Officer of UNDP. The incumbent will contribute to the effective implementation of the project. The NPM will also track results and apply the monitoring framework as set up in the project document in line with prevailing internal monitoring guidelines, ensuring that reporting arrangements and requirements are in place and are being implemented in a timely manner.





Duties and Responsibilities

Within the context of the institutional arrangement, under leadership of NPD/DNPD, the HPMP PMU is to provide regulatory and policy support for enabling the industry to eliminate ODS in line with the country’s obligations under the Montreal Protocol, the Government of Indonesia (Ministry of Environment, in coordination with other relevant sectors) has taken and continues to take key initiatives and actions, that include targeted regulations, coordination of actions with other line ministries, monitoring of ongoing activities, dissemination of regulations, promoting decentralized enforcement and monitoring, and awareness and information dissemination.

The National Project Manager (NPM) is responsible to manage day-to-day operations of HPMP Project and at the same time to ensure the implementation of performance-based programmes in the Refrigeration, Air Conditioning and Foam Sectors in close coordination with Implementing Agencies (UNDP, World Bank and UNIDO).

NPM is expected to undertake these following key functions in order to achieve expected results.

Summary of key responsibilities:
1. Implementation of project strategies
2. Performance of Project Management Unit (PMU) located in the Ministry of Environment
3. Creation of strategic partnerships
4. Provision of top quality advisory services to the Ministry of Environment and facilitation of knowledge building and management
5. Assurance of good coordination among parties.

1. Ensures implementation of  project strategies focusing on achievement of the following results:
1.1.  Synergized implementation of HPMP project sponsored by Multilateral Fund via UNDP, World Bank and UNIDO.
1.2. Thorough analysis of project situation in the country and preparation of substantive inputs to Indonesia’s strategy in reducing and phasing out Ozone Depleting Substances (ODS) in compliance with the Montreal Protocol.
1.3.  Analysis and synthesis of project activities on the areas for support and interventions within the practice area specialization assigned.
1.4.  On time payment to ensure project performance in compliance with the Montreal Protocol.

2. Ensures effective performance of Project Management Unit (PMU) located in the Ministry of Environment achieving the  following results:
2.1.  Design and formulation of some parts of project activities within the area of responsibility, translating project priorities into tangible interventions.
2.2.  Initiation of an activities, contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review.
2.3.  Functional performance of NPD/DNPD whenever required.
2.4.  Participation in recruitment processes whenever necessary.
2.5.  Application of conceptual models in support of programme design.
2.6.  Effective and efficient management of HPMP sponsored by UNDP, World Bank and UNIDO.
2.7.  Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions.
2.8. Participation in audit of NEX projects.
2.9.  Preparation of inputs for reporting, including donor reporting (monthly, quarterly and annually).

3. Supports creation of strategic partnerships focusing on achievement of the following results:
3.1.  Analysis and research of information on relevant stakeholders.
3.2.  Preparation of substantive briefs on possible areas of cooperation.
3.3.  Identification of opportunities for initiation of new initiatives.
3.4.  Effective coordination among relevant stakeholders.

4. Provides top quality advisory services to the Ministry of Environment and facilitation of knowledge building and management focusing on achievement of the following results:
4.1.  Identification of sources of information related to policy-driven issues.
4.2.  Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.
4.3.  Sound contributions to knowledge networks and communities of practice.
4.4. Organization of training for the operations/ projects staff on programme issues.
4.5. Professional growth through active learning.

5. Ensure good coordination among parties through these following activities:
5.1.  Act as an interface  between MoE and UNDP, WB and UNIDO for all implementation activities
5.2.  Assist MoE on the following:
5.2.1. Prepare Tranche Implementation Plan and Report for activities in each of the three sectors;
5.2.2. Follow-up for policies, regulations, codes and standards;
5.2.3. Monitoring enterprise-level phase-out activities, including collecting all required documentation, conducting site visits as needed and following-up on the progress of implementation of the performance-based Memorandum of Agreement between KLH and enterprise
5.2.4. Cooperating with supervision and audit verification teams or with independent reviewers appointed by ExCom, to verify the findings of such audits;
5.2.5. Arranging technical support through external epxerts as may be needed, to enterprises in transferring ODS technology to appropriate non-ODS technology;
5.2.6. Supervising enterprise-level HCFC phase-out and baseline equipment disposal, including any required inspection visits to recipient enterprises;
5.2.7. Cooperating with international and national experts;
5.2.8. Carrying out other activities, such as public information, awareness initiatives and training programs;
5.2.9. Prepare semi-annually draft work plans and progress reports on activities for submission to and approval by MoE;
5.3.  Regular review, follow-up and tracking of progress of recipient-level activities and ensuring that all targets envisaged in the annual implementation programme are met
5.4.  Monitor and track progress of delivery of project inputs at the recipient level, such as equipment, training and technical assistance and ensure that enterprises are fully prepared to accept and use these project inputs and effect phase-out of the substances in a timely manner and to undertake periodic inspection visits to the recipients’ sites

5.5.  Assist UNDP/WB/UNIDO in establishing completion of activities at the recipient level, through relevant documentation
5.6.  Ensure all project documentation and records in a systematic manner
5.7.  Assist MoE in arranging information dissemination and awareness activities such as workshops and campaigns, meetings, seminars, etc.
5.8.  Supervise the work of project assistants.

Required Skills and Experience

Recruitment Qualifications

Education:* Master degree in business administration, industrial technology, refrigeration system, environmental science, international relations, political science, international development or similar field.

Experience:* • A minimum of five year-experience project management. Working experience in in one of thesethe areas of : Ozone Layer Protection programme, Montreal Protocol on the Substances that Deplete the Ozone Layer, Vienna Convention on the Protection of the Ozone Layer, Climate Change and other relevant environment/ development issues will be desirable.
• Experience working within the Government of Indonesia system
• Experience working within the UN system will be desirable
• Experience working in issues related to the practice area (Ozone Layer Protection, Climate Change, Sustainable Energy) will be desirable
• Well-developed analytical and presentation skills
• Proficiency in current office software applications is necessary
• Experience of desktop publishing skills and running basic training sessions considered and advantage.
Language Requirements: • Fluency in written and spoken English is an absolute necessity;
• Fluency in written and spoken Bahasa Indonesia is required.

Other Requirements:
 • Demonstrated strong familiarity with UNDP development  projects in Indonesia.
• Strong knowledge and experience in project management support are essential as as well as ability to draft high quality report supported with graphic and statistical summaries.
• Knowledge on various donor’s requirements
• Excellent analytical skill and advance computer skills required, knowledge of spreadsheet and database packages
• Good inter-personal and team building skills.
• Full time availability for project management support duties is essential.
• Familiar with Government and UN/UNDP procedures would be desirable
• Experience in handling of web based management systems would be highly desirable.
