Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

While women have made great gains in Indonesia, there still exist numerous barriers to their democratically held right to participate in both politics and government. UNDP Indonesia developed a project entitled “Women’’s Participation and Representation in Governance in Indonesia (SWARGA)” to address the women’s problem in politics and bureaucracy through an analysis of the challenges and opportunities and a series of policy recommendations.

Under the Access of Justice, Participation and Representation Programme, the SWARGA project builds on previous UNDP efforts to document and analyse the general situation of Women’s participation in politics and government in Indonesia. The project which will run from mid-2012 to 2015 has four components:
1. Parliament that will focus its works on strengthening the role of Women Members and networking between the Women Parliamentarian Caucus members in national and sub-national levels.
2. Civic Education that will focus its works in mainstreaming gender into civic education center curriculum. This component will also responsible to deliver trainings to civil society and the Women Parliamentarian Caucus members.
3. Civil Service that will focus its works on placing women in government as public discourse. This component will have a strong conscious awareness raising and capacity building element. Through this component, UNDP will also facilitate the Ministry for Administrative Reform to engender leadership training curriculum which is an inseparable part for promotion into high ranking echelons.
4. Knowledge Management that will focus on developing database on women in politics and government. This database will provide a foundation for improved data collection and management.

Under the overall guidance of Project Manager, the Monitoring and Reporting (M&R) Officer will contribute to the effective implementation of the evaluation policy, ensures that minimum monitoring and evaluation requirements for projects are met, and participates in the conduct of thematic and crosscutting evaluations. S/he will be responsible to ensure that project evaluations are carried out according to agreed schedules. S/He will be responsible to ensure that findings and recommendations are well conveyed to the project team.

The M&R Officer will also track results and apply the monitoring framework as set up in the project document in line with prevailing internal monitoring guidelines, ensuring that reporting arrangements and requirements are in place and are being implemented in a timely manner.

- Ensures the implementation of monitoring and reporting policies and strategies
- Ensure effective support  of the implementation of evaluation plan
- Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and reporting

1. Ensures the implementation of monitoring and reporting policies and strategies, focusing on achievement of the following results:
• Provision of regular update and input in monitoring of project activities, to assess overall project implementation with respect to project objectives, outputs and indicators;
• Provision of effective troubleshooting, suggestion for corrective measures to be undertaken, and make arrangements of technical assistance to implementing partners based on results of monitoring, where necessary
• Timely reporting arrangements are in place and being implemented to ensure that the reporting requirements are met in a timely manner.
• Timely collection of information and drafting of ‘human interest stories’ of persons impacted by UNDP supported programming
• Provision of guidance to implementing partner and serves as focal point for M&R in line with UNDP monitoring and reporting policies, procedures and practices;
• Analysis of data related to the project at the national, provincial and district levels;
High-quality data presentations, data maps, statistical spreadsheets for internal and external consumption: government, other UN agencies, etc.
• Effective showcase to external stakeholders on progress made and impacts delivered

2. Ensure effective support  of the implementation of evaluation plan, focusing on achievement of the following results:
• Provision of guidance to implementing partner and serves as focal point for M&R in line with UNDP evaluation policies, procedures and practices
• Provision of input for the Project Manager on the needs for evaluation based on the donor agreements
Analysis based on data collection for the evaluation process as necessary and requested by independent evaluators;
• Coordination with the project team, project board and the stakeholders to ensure smooth conduct of the evaluation;
• Provision of high quality of data and strategic inputs for improving the existing M&R systems.
• Coordination with the project team in monitoring the implementation of evaluation recommendations.

3. Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and reporting, focusing on achievement of the following results:
• Effective support to project staff in identification, documentation, synthesis of lessons learned and best practices to be integrated into broader knowledge management efforts.
• Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy
• Established system and updated documentation of research reports, studies and evaluations are maintained. This includes the collection and documentation of relevant reports from government research bodies, national and international agencies, etc.
• Facilitation and participation in results-oriented monitoring and evaluation training efforts.

Impact of Results


Project implementation must be in line with the objectives of the project and UNDP rules, regulations and procedures which are critical to ensure the achievement of SWARGA project outcomes. A client-oriented and efficient approach has impact on the image of UNDP country office.

Required Skills and Experience

Education: 
• Master degree or its equivalent in public relations, communications, journalism, international relations, liberal arts or another relevant discipline
• Proven interest and knowledge of governance and development issues a definite asset


Experience: 
• Minimum 2 years of professional experience, preferably in the field of development for candidates with Master Degree and 6 years for candidates with Bachelor Degree
• Proven experience in monitoring, evaluation, and reporting of development projects.
• Understanding of current politics situation in Indonesia is essential
• Demonstrated knowledge and experience in working on improving women’s participation and representation in governance in Indonesia is essential
• Demonstrated skills in strategic communication and good relations with the donors and government partners.
• Previous working experience with the UN or other international organizations highly advantageous


Language Requirements: • Fluency in written and spoken English with excellent report-writing skills
