Knowledge Management aims at creating a safe space, systems and processes to share ideas among multiple partners and across hierarchies.

Under the guidance and direct supervision of the Head of the Planning, Monitoring and Evaluation Unit, the Knowledge Management Analyst participates in the implementation of the Country Office Knowledge Management (KM) strategy, based on the UN corporate strategies, as well as provides inputs to the design, management and implementation of KM strategy for the UNCT, which are geared to facilitate the transformation of the United Nations in the Country Office Indonesia (CO) into a leading knowledge-based organization.

Knowledge Management aims at creating a safe space, systems and processes to share ideas among multiple partners and across hierarchies. The Knowledge Management Analyst maintains a regular working relationship with the Regional Knowledge Management Officers. The Analyst works in close collaboration with other UN Agencies, Government officials, multilateral and bilateral donors and civil society ensuring successful UN knowledge management strategy implementation.

 

Duties and Responsibilities

Summary of Key Functions:
- Planning and design of a Knowledge Management strategy and work plan.
- Implementation of the KM strategy and plan.
- Support change management and transformation of UNDP into a leading knowledge-based organization which enables its human resources to deliver impactful development results.
- Facilitation of knowledge building and knowledge sharing.
- Managing CO monitoring and reporting activities.

1. Ensures effective planning and design of a strategy and work plan for Knowledge Management and outreach focusing on the following:
- Conducting knowledge management needs assessments for UNDP staff, projects and country programme, etc.
- Developing a knowledge management and outreach strategy based on the corporate knowledge management strategy, in collaboration with the Agency Practice Teams.
- Building awareness among staff of the Country Office (CO) knowledge management strategy.

2. Ensures effective implementation of the Knowledge Management strategy and plan focusing on the following:
- Planning and implementation of the KM strategy and delivery of results.
- Mainstreaming Knowledge Management into core Country Office (CO) activities and projects;
Serving as a main interface between the Programme Managers and Practice Teams, in terms of coordinating the working relationships as well as filtering and channeling their support needs;
- Playing a facilitator role in the office to capture best practices, capitalize on lessons learnt and respond to network queries, synthesize the M&E data/information, develop M&E capacity development tools for internal use and for external use by government institutions;
- Creating a knowledge map showing the knowledge existing within the UN and in the CO and how it can be accessed;
- Facilitating sustained teamwork and communication among staff and across organizational boundaries to ensure that lessons learnt in all aspects of UNDP’s work are captured and systematically shared with staff;
- Identifying and synthesizing best practices and lessons learned from UNDP and UN programmes and projects particularly in UNDP’s thematic areas;
- Liaising with the KM officers in all UN Agencies and other UNDP offices.

3. Support change management and transformation of UNDP into a leading knowledge-based organization which enables its human resources to deliver impactful development results,  focusing on the following:
- Surveying and mapping the needs of internal and external clients for advisory services and supporting the development of knowledge management products.
- Building partnerships and promoting initiatives that allow UNDP, the government, UN Agencies and other development partners to identify, create and share knowledge relevant to solving urgent development challenges.

4. Ensures facilitation of knowledge building and management focusing on the following:
- Actively promoting knowledge sharing as well as a learning culture in the office and serving as learning manager for UNDP CO Indonesia
- Supporting practice development and knowledge management in the office, including supporting practice events, codifying knowledge, mapping competencies, developing case studies, and participating in network discussions.
- Making sound contributions to knowledge networks and communities of practice, including corporate communications repositories;

5. Manage reporting activities at the CO level focusing on the following:
- Providing substantive and managerial support in the formulation of CO Integrated Work Plan (IWP) and CO reporting through the Results Oriented Annual Report (ROAR) using corporate planning and reporting tools.
- In collaboration with the Programme and Operation Units, managing the preparation and timely submission of Results-Oriented Annual Report (ROAR), the corporate annual report of the CO to the HQ, by providing technical guidance and coordination support.
- Conducting donor mapping and analyzing CO project financial resources management in accordance with UNDP rules and regulations.

A well-executed knowledge management strategy will enhance the capacity of UNDP’s staff and counterparts and improve the quality of their work. The results will impact on UNDP’s effectiveness as well as its positioning as a knowledge-based global development network. The results will also impact on UNDP’ ability to build partnerships and mobilize resources.

Required Skills and Experience

Recruitment Qualifications

Education: • Master's degree in a development related subject area or related fields

Experience: • Minimum 7 years of relevant experience in development work, including prior and substantive experience with knowledge management and staff capacity development;
• Hands-on experience in design, monitoring and evaluation of development projects.
• Substantive knowledge as well as practical experience in knowledge management concepts and tools including software applications and IT systems.
• Experience in successfully establishing and managing Community of Practice in development is preferrable
• Experience in knowledge management and services is preferable.

Language Requirements: • Fluency in the UN and national language of the duty station.
