Background

UNODC seeks to recruit a professional that will support the implementation of Sub-Programme 1 (Transnational Organized Crime/TOC and Illicit Trafficking) under the Country Programme 2012-2015. This sub-programmes seek amongst other to counter the enabling environment that corruption provides to illegal logging in Indonesia by strengthening the capacity of Indonesia’s anti-corruption agencies and law officials to investigate, prosecute and adjudicate corruption cases linked to forest crimes.

Under the direct supervision of the Country Manager, the Programme Associate will be responsible for delivering and facilitating the sub-programme activities.

1. Support the programme team to ensure effective programme development, coordination and organization of results focusing on achievement of the following results:
• Provide of regular update and input in monitoring of programme activities, to assess overall programme implementation with respect to programme objectives, outputs and indicators, seek guidance only in exceptional circumstances
• Have continuous analysis and monitoring of the programme, Presentation of background information for formulation of programme, draft programme documents, work plans, budgets, proposals on implementation arrangements.
• Plan and prepare training and community development activities.
• Coordinate administrative aspect of programme planning and preparation work for, typically, a large and highly complex component of the programme initiatives; monitors status of programme proposals and receipt of relevant documentation for review and approval.
• Provide high quality analysis and draft presentation of information/data on specific programme and related topics; highlight noteworthy issues/trends for consideration by appropriate parties particularly government forestry departments in Jakarta, West Papua and Central Kalimantan.
• Provide effective implementation of programme standard operating procedures,  effective monitoring of programme performance and timely production of results oriented draft progress reports in line with the government and UNODC’s regulations including Monitor and guide implementation of training and community development activities
• Lead programme team in preparation of formal closures of programmes, final budget revision, transfer of equipment, clearance, publication and distribution of final report.

2.  Provide effective support to the programme management of results focusing on achievement of the following results
• Prepare and analyse programme budget proposals; funding source, prepares monitoring checklists, provides interpretation of budget guidelines; reviews and coordinates submissions of work proposal and budget estimates, ensuring that requisite information is included and justified in terms of proposed activities; propose adjustments as necessary; prepares reports and ensures that outputs/services are properly categorized. 
• Provide and guide the executing agencies on routine implementation of programmes, tracking use of financial resources
• Provide day-to-day assistance to the Country Manager for training and community development activities in Papua, West Papua and Central Kalimantan;
• Provide day-to-day management support to field staff in all districts in Papua, West Papua and Central Kalimantan; Close working with M&E Associate in compiling the progress update and give the input for progress reports as required;
• Assist the Country Manager to identify and report issues/challenges related to Programme implementation and articulated corrective measures based on results of monitoring to all programme activities in Papua, West Papua and Central Kalimantan;
• Give effective monitoring of budgetary commitments, including verification of charges and obligation documents for all financial transactions; lead periodic budget revisions and ensures appropriate resource allocations; finalize reconciliation of accounts with amended budget; evaluates trends of financial implementation and makes necessary recommendations to line manager.
• Timely prepare quarterly and annually programme reports, in line with the standard template and presents it to the programme assurance team on a timely manner;
• Analyse the situation a large size - complex programme, identification of operational and financial problems, development of solutions.
• Timely prepare for audit of programme, implementation of audit recommendations
• Prepare budget revision and programme revision
• Support the development and implementation of monitoring and evaluation processes, coordinate programme review meetings and contribute to programme reporting
• Prepare and draft a variety of written outputs that relate to the implementation of the programme, such as background and research papers, progress reports, evaluation reports, mission reports, briefings and presentations
• Supervise the two field staff inWest Papua and Central Kalimantan in monitoring program implementation activities, compile and report the issues/challenges feedback lessons learned into the advancing programme; supervise finance assistant in Jakarta in monitoring financial implementation.

3.   Provides administrative support to the Country Manager focusing on achievement of  the following  results:
• Provision of guidance to implementing partner and serves as focal point for coordination, monitoring and expedition of programme   implementation activities, involving extensive liaison with a diverse organisational units to initiate requests, prepare standard terms of reference against programme objectives, obtain necessary clearances, process and follow-up on administrative actions and resolve issues related to programme implementation.
• Serves as focal point for coordination, monitoring and expedition of implementation activities and participates in programme evaluation; monitor implementation at all stages to ensure work is proceeding according to established plans, including analysing implementation difficulties and initiating remedial action; liaises with diverse organizational units to initiate requests; prepares standard terms of reference against programme objectives, obtains necessary clearances, processes and follows-up on administrative actions and resolves issues related to programme implementation.
• Effective collaboration with programme coordinator on various planning instruments such as the medium-term plan and internal work plans; provides assistance on reporting requirements, guidelines, rules and procedures and ensures completeness and accuracy of data submitted.

4. Support strategic partnerships and support to the implementation of resource mobilization
• Establishment and monitoring of updated internal databases relevant to the scope of programme activities. 
• Preparation of  design of periodic and ad hoc reports, statistical tables, graphic content, and other background materials/notes to facilitate audit and other reviews.
• Finalization and publication of report in multiple languages as a tool to communicate results, deepen stakeholder knowledge and buy-in to the programme, and resource mobilization for the programme,
• In coordination with UNODC’s Communication unit and other relevant counterpart communications department drafts programme summaries, coordinates with editor, translation services, etc.
• Preparation of correspondence and communications related to all aspects of programme administration, including work plan and budgets, revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports
• Updated progress of implementation on resource mobilization  and  timely reporting on mobilized resources
• Analysis of Information on donors, preparation of donor’s profile
• Support Programme Coordinator to develop concept note and proposal.

 5.Supports knowledge building and knowledge sharing focusing on achievement of the following results:
• Organization of trainings for the operations/ programmes staff.
• Synthesis of lessons learned and best practices in programme support  management

Required Skills and Experience

Recruitment Qualifications
Education
:* University degree in forestry (preferably community based forest management), social studies, anthropology, law, or related disciplines or equivalent other academic training college, with specialization in forestry, social studies or criminal investigation into cases of corruption.

Experience:* Minimum 5 years of professional experience, preferably in the field of development for candidates with Bachelor Degree

Language Requirements: • Fluency in written and spoken English is an absolute necessity;
• Fluency in written and spoken Bahasa Indonesia is required.

Other Requirements: • Demonstrated strong knowledge of UNODC development programmes in Indonesia particularly on illegal logging programmes.
• Solid experience in leading team to support programme administration.
• Strong knowledge and solid experience in programme management support are essential as well as ability to draft correspondence on budget-related issues, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc
• Good inter-personal and team building skills.
• Full time availability for programme management support duties is essential.
• Solid knowledge on with Government and UN/UNDP/UNODC procedures
• Advance computer skills required, knowledge of spreadsheet and database packages
• Experience in handling of web based management systems would be highly desirable.
