Background

Under the overall guidance of the Country Director, and direct supervision of the Head of the Strategic Policy Advisory Unit, the Technical Specialist works in close cooperation with programme units on all aspects of UNDP Kenya’s Extractive Industries and Anti-Corruption initiatives. 

He/she supports the UNDP Kenya Country Office in the formulation, management and technical oversight of the Extractive Industries and Anti-Corruption projects under the portfolio, in close collaboration and coordination with the aforementioned teams. He/she liaises with the Global Anti-Corruption Initiative (GAIN) and provides significant support on project implementation in UNDP Kenya Country Office specifically to ensure accountability and efficiency in project funding and delivery in support of national development efforts of anti-corruption initiatives. 

Externally, the Technical Specialist provides technical advice and works closely with UN Agencies, civil society, private sector and government counterparts, and other stakeholders to successfully support improved efficiency of UNDP in liaison with team leaders in the areas of Extractive Industries and Anti-Corruption. He/she is also engaged in leading resource mobilization for the new Extractive Industries and Anti-Corruption programmes at UNDP Kenya.

Duties and Responsibilities

Summary of Key Functions:
  • Provision of policy advice to relevant counterparts, and liaises with other UN Agencies, government officials, civil society, private sector and other relevant stakeholders in areas pertaining to the Extractive Industries and Anti-Corruption projects under his/her responsibility;
  • Management of the UNDP Kenya Extractive Industries and Anti-Corruption projects in the portfolio to maximize project effectiveness as well as, coordination of projects in Eastern and Southern Africa region, where applicable;
  • Establishment and maintenance of strategic partnerships and resource mobilization in cooperation with Senior Management;
  • Definition and implementation of the strategic direction of the Extractive Industry and Anti-Corruption projects in the portfolio;
  • Lead on resource mobilization and partnership building for the EI and AC initiatives at the CO;
  • Produce regular briefs for the Senior Management of the CO as well as deliver briefings to the United Nations Country Team in Kenya on the subjects of EI and AC;
  • Work closely with UN Agency, funds and programmes in establishing synergies for potential joint programming in the EI and AC areas.

Lead the provision of policy advice to relevant counterparts in Extractive Industries and Anti-Corruption areas, and liaises with other UN Agencies, government officials, civil society, private sector and other relevant stakeholders in areas pertaining to the portfolio, under his/her responsibility, focusing on achievement of the following results:

  • Support the development of policies that will address country needs in collaboration with the Government and other strategic partners;
  • Conduct policy analyses and assessments, synthesis of best practices and lessons learnt which are directly linked to the Extractive Industry and Anti-Corruption policy and programmatic goals;
  • Articulation and dissemination of these analyses for application in policy or programmatic changes;
  • Ongoing participation and sound contributions to knowledge networks and communities of practice in the extractive industry and anti-corruption for sustainable development, improved livelihoods and south-south cooperation.
  • Information sharing among UNDP Kenya Senior Management and Team Leaders and teams, as well as, UNDP Regional and Global teams on topics related to the portfolio;
  • Strengthening capacity of UNDP Kenya and UNCT staff to mainstream and implement Extractive Industry and Anti-Corruption initiatives in their programming.
Management of the UNDP Kenya Extractive Industries and Anti-Corruption projects in the portfolio to maximize project effectiveness, focusing on achievement of the following results:
  • Based on progress of implementation of the Extractive Industries project and Anti-Corruption project, recommend any necessary changes in the design or implementation of the projects, translating national priorities into local interventions particularly in policy development;
  • Coordination of project implementation with the executing agencies including representation of UNDP on Project Boards;
  • Coordination and management of the Anti-corruption in Health Sector project, that includes elaboration of a report on the risks assessment and measurement in health sector of Kenya, organization of an initial consultation/inception workshop with the relevant authorities working in the health sector, liaising with UNDP HQ and other units including UNDP country offices working on similar projects to get relevant information, organization of a validation workshop and developing a follow up project, elaboration of substantive and financial reports to the donors and contribution to global advocacy and knowledge by building on Kenya’s experience;
  • Oversight of planning, budgeting, implementing, quality assurance and monitoring of the projects in the portfolio, tracking use of financial resources in accordance with UNDP rules and regulations;
  • Initiation of projects, development of project proposals with partners, presentation of the projects to BPAC, finalization of contribution agreements; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, coordination of project evaluations and reviews, and oversight of closure of projects.
  • Follow-up on recommendations from audits, evaluations and donor reviews. All exceptions are reported in a timely manner;
  • Conduct financial and substantive monitoring and oversee/coordinate evaluation of the projects, identification of operational and financial problems, and development of solutions. Participation in audit of projects;
  • Regularly prepare monitoring reports on activities, outputs and outcomes;
  • Regularly prepare donor reports with executing entities;
  • Production of key communication materials on EI and AC issues.

Establishes and maintains strategic partnerships and implementation of the resource mobilization strategy in cooperation with Senior Management, focusing on achievement of the following results:      

  • Development of partnerships with UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the Extractive Industries and Anti-Corruption sector;
  • Implementation of CO partnership and resource mobilization strategies to achieve Extractive Industry and Anti-Corruption outcomes and active contribution to the overall office effort in resource mobilization.
  • Determination of programmatic areas of cooperation based on country needs, donors’ priorities and the global and regional strategic goals of UNDP;
  • Analysis and research of information on donors and identification of possible areas of cooperation and opportunities for initiation of new projects;
  • Support to the preparation and articulation of the CO resource mobilization strategy;
  • Representation of UNDP at various inter-agency and development partner fora in the Anti-Corruption and Extractive Industries fields.

Ensures the strategic direction of the Extractive Industry and Anti-Corruption projects in the portfolio focusing on achievement of the following results:

  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to the CCA, UNDAF, CPD, and other documents;
  • Identification of new and emerging issues, national priorities and global trends in Extractive Industries and Anti-Corruption to ensure adequate support and advice to partners, as well as, possible new interventions;
  • Operationalization of relevant areas of the UNDAF/CPD in collaboration with team leaders and the main partners and other UN Agencies;
  • Identification and elaboration of possibilities for Joint Programming and Delivering as One;
  • Adhering to CO business processes for accountability and transparency.

Required Skills and Experience

Education:
  • Advanced university degree in public administration, political science, international relations or other relevant field.
Experience:
  • Minimum 7 years of relevant experience working in programme/policy advisory role, hands-on experience in design, implementation and monitoring and evaluation of development projects in Extractive Industries and Anti-Corruption and establishing inter-relationships among international organization and national governments;
  • Experience in building partnerships and working on Extractive Industries and Anti-Corruption in Kenya would be highly desirable;
  • Experience in the usage of computers and office software packages, experience in handling of web based project management systems;
  • Strong knowledge of UN/UNDP Programme and Operations Policies and Procedures, as well as, project management practices.
Language:
  • Fluency in English is essential; knowledge of another official United Nations language is desirable.
