Background

A2I is implementing National Portal of Bangladesh that includes around 2500 websites that starts from Union Parishad to Ministries. Continuous development, knowledge transfer and technology enhancement are the fundamental requirements for such robust technology project. Diversified and progressive initiatives from different agencies in both private and public sectors towards this initiative have already been taken. A2I is also concentrating in development of integrated citizen-centric service delivery mechanism including National e-Service System that will ultimately make the e-Governance initiative useful and effective. This is to be achieved by the following 4 components of the project:

  •  Component 1: Reviewing exiting code and business of National Portal and other e-Services, documenting it in standard technology architectural document.
  • Component 2: Forming structured change management system and develop standard document for future utilization and reference.
  • Component 3: Ensure regular update on technology document in accordance with change and version control for all future change, addition and improvement.
  • Component 4: Prepare User Manual, System Manual and Support Infrastructure related technical document for different users and developers related to this initiative in both GoB and private sector to build an effective knowledge transfer platform.

‘Access to Information II – e-Service delivery for transparency and responsiveness’ is looking to recruit a “Junior Consultant _ Technical Writer” who will be responsible for preparing NPF technology document and will update it continuously in accordance with standard change management and form a document-based change management architecture platform that will ensure secured implement building a ground for perfect knowledge transfer.

The project is funded by the Government of Bangladesh, UNDP and other development partners, and is implemented by PMO and Cabinet Division.

Duties and Responsibilities

Objectives of the Assignment:

The overall objective of the assignment will be the following :

  • Reviewing existing e-Services and identify necessary documentation gap and requirements.
  • Code review and documenting related modules in terms of code and business.
  • Documenting Technology Architecture and Database Schema for future reference and knowledge transfer.
  • Facilitate different technology manual design, development and enhancement for better product inventory control.
  • Documenting change, improvement and knowledge transfer modality.
  • Documenting System Specification, Software/Hardware Details, Business Requirements, User Manual and Training feedback.

Progress Controls and Payment Installments:

The National Consultant -Technical Writer will attend the Access to Information (A2I) –II work under supervision of the Specialist as delegated by Director [Enabling Environment]. Consultants output needs to be synchronized with A2I Policy and Innovation Teams Technological Initiatives. The consultant will be paid on monthly basis upon certification of his/her Supervisor.

Final Product / Services:

The final Products of the assignment will be the following :

  • Technical Operational Documents and Manuals of the e_services as prescribed by Supervisor
  • Back-end and Front-end architectural design document of e-Services along with National Portal.
  • Formats to be used for managing Change Management.
  • Structured knowledge transfer model

Financial Proposal:
Lump sum contracts

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Required Skills and Experience

Education:

  • The incumbent should have minimum Bachelor Degree in Computer Science / Information Systems with strong experience in this field.

Experience:

  • At least 4 years working experience in Information Technology.
  • At least 2 years’ experience in SDLC Documentation, Test Case Documentation and User Manual Preparation.
  • At least 1 year working experience in web application development with database design.
  • Strong understanding on Technology Architecture.
  • Sound understanding on PHP and Drupal Framework is necessary.

Language Requirements: Fluency in spoken and written Bangla and English

Individual consultants will be evaluated based on the following methodologies: 

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
