Background

Economic empowerment is a key pillar of the Growth and Transformation Plan (2011-2015) and the UN system will finance programmes on economic empowerment for vulnerable women, including rural women and migrant domestic workers aligned to UNDAF 2012-2015. More specifically, the UN Women Strategic Plan includes women’s economic empowerment as one of its three impact areas with special focus on rural women, micro entrepreneurs and MDWs economical empowerment and benefit from development. The rationale behind the selection of these critical groups is because they are most vulnerable and underprivileged in terms of any development indicators. 

Within the Women’s Economic Empowerment component, UN Women also aims to implement gender responsive planning and budget both at Federal and Regional levels by providing trainings and technical support to Federal and Regional Stakeholders.

The UN Joint Programme on Gender Equality and Women’s Empowerment includes women’s economic empowerment as one of its 4 main outcomes with an outcome aiming for women to have increased income for improved livelihoods.  Being the Co-lead of GEWE JP, UN Women focuses on outcome 1 of the GEWE JP on business skills training and BDS support and promotion of time and labor save technology to women in SNNPR, Tigray, Amhara and Addis Ababa. Drawing on lessons learnt from the implementation of the Joint Programme on Gender Equality and Women Empowerment on economic empowerment in Phase I, the UN Women Ethiopia office is in the process of developing a long-term strategy to frame its work on women’s economic empowerment in Ethiopia. In addition UN Women also works on Gender Responsive Budgeting with national and regional partners as part of outcome 3 of Gender Equality and Women Empowerment Joint Program.

To contribute for the support and protection of MDWs, UN Women in partnership with ILO is implementing a three-year technical cooperation project funded by the European Commission: "Development of a Tripartite Framework for the Support and Protection of Ethiopian and Somali women Domestic Migrant Workers to the GCC States, Lebanon and Sudan" The project aims at strengthening the policy and operational framework in Ethiopia to ensure safe and legal migration of Domestic workers to the Gulf Cooperation Countries and improve protection and reintegration of returnees as an integral part of the socio-economic development agenda for possible expansion and replication.

Objective of the Assignment

Under the direct supervision of the Program Specialist on Women’s Economic Empowerment with overall guidance of   Deputy Country Representative, the Programme Officer on Women’s Economic Empowerment will be responsible to ensure the implementation, M+E of the project on support and protection of Migrant Domestic Workers as planned and has achieved its results and also is expected to coordinate standardization and delivery of Business skills trainings and BDS support to target women.  The Program Officer is also expected to support the Progam Specialist on cascading of Gender Responsive Budgeting capacity building work to local levels in different regions. 

Expected Outputs

The Programme Officer will deliver concrete outputs as following:
  • Strongly support partners engaged in economic leadership and also engaged in supporting marginalized women on economic empowerment programs in different regions
  • Build institutional capacity of partner organizations in delivery of standardized Gender Responsive Business skills trainings and BDS support.
  • Follow up and provide technical support to ensure provision of gender responsive the business skills training and BDS support to target women
  • Facilitate knowledge building and information sharing in related to both the knowledge outputs of the project on MDWs, Business skills training and BDS support
  • Ensure delivery of the expected results of the project on support and protection of MDWs Support cascading of Gender Responsive Budgeting capacity building to local levels.

Duties and Responsibilities

The overall responsibilities of the Programme Officer on Women’s Economic Empowerment will include:

Support the  implementation of the UN Women country Office  Project on Migrant Domestic Workers, Women Economic Leadership Project and the Program for marginalized women in partnership with CSO, Coordinate the development/adoption of  training manuals on Entrepreneurship and  Basic Business skills and BDS guideline, plan and coordinate training to relevant stakeholders and ensure cascading of the trainings and BDS provisions to the target  women; and undertake follow-up activities to ensure the attainment of objectives; Support the Program Specialist in the capacity building and advocacy work for active involvement of women in leadership in rural institutions as well as the private sector along the agricultural value chains.
  • Provide technical assistance to partner organizations in relation to the implementation of the project on MDWs, Business skills training and BDS and  programmatic initiatives with CSO on WEE, including monitoring, reporting and evaluation
  • Support promotion of time and labour saving technology to women in different sectors
  • Provide progress reports in preparation of quarterly and annual reports on the projects implementation to feed into the WEE report of UN Women Country Office in Ethiopia.
  • Provide technical support to popularize labor laws including guidelines and policies in relation to MDWs in close collaboration with MOLSA, ILO, IOM and the Ethiopia Confederation of Trade Unions.
  • Support undertaking of survey (including baseline surveys) and jointly review  the implementation of various surveys and studies foreseen in the program,
  • Provide guidance on timely implementation of the activities to be carried out through systematic monitoring of activities at all levels and take corrective actions where required;
  • Contribute to the process of report preparation and lessons learned on women's economic empowerment and contribute to UN Women's knowledge management efforts and identify and communicate best practices in consultation with M&E focal person and the Communications Officer;
  • Work with UN Women teams to identify and disseminate lessons learnt and good practices,
  • Support the country offices in mobilizing resources for the implementation of women's economic initiatives and nurturing key partnerships together with the Program Specialist
  • Perform other related duties as  requested by the supervisor
In Specific terms the responsibilities include:

Programme planning, implementation, monitoring and reporting
  • Ensures timely and effective implementation of Project  on Migrant Domestic Workers, Women Economic Leadership Program,   the Program for marginalized women in partnership with Government &  CSO IPs
  • Ensures delivery of Business Skills training and BDS support to target women as planned
  • Ensures systematic monitoring and reporting on Programme implementation and results Participate in the programme mid-term review and evaluation in collaboration with participating UN agencies and local partners.
  • Supports the Program Specialist in implementation of GRB capacity building initiatives and institutionalization at local level
Knowledge management and communication
  • Provides technical inputs to country level knowledge products and reports, as well as supporting global activities and manage knowledge products
  • Supports the Program Specialist in sharing best practices and lessons emerging from the projects and programmes with other relevant stakeholders at national and international levels.
  • Represents the organization as required by the programme and authorized by supervisor.

Required Skills and Experience

Education:
  • B.A./B.Sc. or Post graduate degree in Business Administration, Gender and Development, Marketing or related development fields.
Experience:
  • Minimum of 6 years of direct experience with B.A/B.Sc. Degree or 4 years with M.A/M.Sc. Degree; in programmes on women economic empowerment specifically and on gender equality and women’s economic empowerment
  • Specific expertise in gender responsive business skills capacity building, BDS
  • Experience in project related to migrant domestic workers issues
  • Exposure to Gender Responsive Budgeting initiatives
  • Experience in results-based and rights-based programming
  • Strong familiarity working with UN agencies or other agencies in the development sector
  • Proven advocacy, analytical and writing skills
  • Very strong facilitation and training skills and interpersonal skills
  • Proven experience in capacity development, coaching and mentoring
  • Strong expertise in Monitoring and evaluating of programmes
Language:
  • Fluency in spoken and written English and national language of the duty station.
