Background

The United Nations Development Programme, Bureau of Management’s Office of Human Resources (UNDP/BoM/OHR) has decided to further develop the work of OHR’s staff well being unit by integrating issues of staff engagement, wellbeing, performance management as well as gender and diversity also responding to upcoming needs of its staff members due to the current restructuring.
 
As the configuration of the new unit takes time, OHR has decided to procure the services of a contractor to make available the most urgently needed platforms and systems as soon as possible.

Duties and Responsibilities

Tasks

Under the guidance of the Chief, Integrated Talent Management and the Chief, Staff Engagement of UNDP OHR the consultant will assume the following tasks:

HR Learning:

  • Develop tools and resources for HR training: HR colleagues based at HQ duty stations, at the regional level, or in the field should have access to tools and systems OHR/ITM has developed to support them in providing advice to their management on talent management;
  • Facilitate learning events on HR, using various means, such as filming, interactive media and develop/maintain a website for HR Colleagues away from HQs.

Support to Staff Mobility:

  • Based on the existing support systems provided by the United Nations (UN) Global Mobility programme, UNDP’s own mobility strategy and consultations with UN sister organizations develop solutions that support staff mobility, especially through a leaders’ guide on staff mobility for managers and related communications;
  • Prevention of sexual exploitation and abuse by own staff (PSEA);
  • Participate in the preparation of the inter-agency campaign on PSEA and start mobilizing HR Colleagues of HRM and in the field to prepare UNDP’s contribution to the campaign’s implementation;
  • Provide substantive advice regarding the implementation of the IASC’s recommendations on vetting of candidates’ ethical conduct.

Flexible Working Arrangements:

Develop a leaders’ guide on making best use of UNDP’s policy on Flexible Working Arrangements aligned with the existing leaders’ guide on:

  • Gender equity;
  • Occupational Health and Safety;
  • Finalize the framework of occupational health and safety and submit it to UNDP’s Senior Management for approval;
  • Represent UNDP in the UN Mental Health Survey and ensure that the results are included in UNDP’s framework on occupational health and safety.

Any other tasks,  as required.

Required Skills and Experience

Education:
  • Masters degree in Education, Gender studies, HR Management, Communication or similar.
Required Experience:
  • A minimum of 3 years of increasingly responsible professional experience in education, human resources, management, gender, ethics or related field;
  • Experience working on an inter-agency basis including organisations out-side of the UN System;
  • Experience in convening working groups, organising working meetings, working in a virtual team;
  • Experience in developing, conducting and evaluating learning initiatives and capacity building;
  • Ability to work independently and as a team member;
  • Experience in and understanding of objectives of  Integrated Talent Management in an international global setting.

Language:

  • Fluency in English, proficiency in other UN Language an asset.

Timeline and location:

  • The consultancy is for a total period/duration of 10 (ten) months  with effect from 1 March 2014 to end by no later than 31 December 2014. The contract will be issued for a ten month period subject to satisfactory performance, project requirements and budget availability;
  • The assignment will be home-based with a telecommuting arrangement defined with the supervising manager;
  • Travel, if and when required, will be negotiated and agreed upon with UNDP.
Financial Proposal:

Candidates must submit a financial proposal separately at  e-mail address procurement.ohr@undp.org;  Candidates who do not submit a financial offer separately at the point of application will be disqualified.   The financial proposal must indicate a daily rate based on 8-hour working day (lunch time is not included). The cost for air travel and living cost should NOT be included in the daily rate; this cost will be borne by UNDP if such travel will be required. UNDP normally use economy class and reduced UN DSA rate.

If the candidate is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the candidate must indicate at this point, and ensure that all such costs are duly incorporated in the Financial Proposal submitted to UNDP.

Evaluation process - Desk Review by a Panel (Interview optional):

The contract will be awarded to the candidate who received the highest score out of a pre-determined set of weighted technical and financial criteria: Technical Criteria weight: 70% + Financial Criteria weight: 30%. Individual consultants will be evaluated based on Cumulative analysis.

When using this weighted scoring method, the award of the contract shall be made to the individual Consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight: 70%.
Financial Criteria weight: 30%.
 
Only candidates obtaining a minimum of 70% (490 points) of the total obtainable technical points would be considered for the Financial Evaluation. The pre-determined questions to be asked during the interview would be in line with the below Criteria.

  • Motivation = 10% or 100 Points;
  • Technical Knowledge = 20% or 200 Points;
  • Experience in Staff Engagement and Occupational Health as set out in ToRs = 40% or 400 points;
  • Financial Offer = 30% or 300 points.

Applicants are shortlisted based on educational background and extent of relevant working experience in the required areas.
