Background

Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), 2005 guarantees wage employment on public works to any adult who is willing to do casual manual work. In case there is inability to provide 100 days of wage employment per household per year, the household will be provided with a daily unemployment allowance. The programme is expected to cover poor households on the principle of self-selection.
 
The Ministry of Rural Development (MoRD)-UNDP partnership on ‘Governance and Accelerated Livelihoods Support’ helps strengthen the effectiveness of key Ministry programmes by providing (a) technical assistance to the Central and State governments to improve sustainable livelihoods with linkages to Panchayati Raj Institutions for governance in left wing extremism affected areas (b) policy advice and technical assistance to the Ministry and the state governments to help improve the efficiency, accountability and inclusiveness of National Rural Livelihoods Mission and the Mahatma Gandhi National Rural Employment Scheme and (c) policy advice and technical assistance to the Ministry and state governments to help “green” select schemes.
 
Under the Mahatma Gandhi National Rural Employment Guarantee Programme, UNDP provides technical support for efficient and accountable implementation through (a) introducing mechanisms for regular feedback to the Ministry with a focus on backward States (b) analysing operational procedures and recommending steps for rationalizing them; (c) establishing social audit directorates in Chhattisgarh, Jharkhand and Bihar; and (d) developing strategies for skill development of households employed under MGNREGP through NRLM.
 
As part of its support to MGNREGA, UNDP is looking for a dynamic individual to support the Ministry in works related to environment, forestry and agriculture under MGNREG.
 
The selected candidate will be placed within the Ministry of Rural Development, New Delhi.
 
The Project Associate, will work under the guidance and supervision of the Joint Secretary, MGNREGA and Programme Analyst, UNDP. The Consultant will be primarily responsible for guiding the MGNREG programme on works related to environment and forestry. In this capacity, the incumbent will provide policy advice, strategic guidance to and share knowledge related to MGNREGA works on Environment, Forest and  Agriculture with the government. This would also entail facilitation of capacity assessment and informal dialogue with working groups. The incumbent is expected innovate, train and promote use of ‘green’ technologies by all field functionaries and develop indicators for monitoring purposes.

Duties and Responsibilities

The Project Associate will be responsible for the following functions:
Planning for ‘greening’ MGNREGS:
  • Estimate potential for greening works under MGNREGS;
  • Help States in preparing annual plans for greening projects;
  • Train the State teams in planning for afforestation programmes;
  • Help in preparing suitable models/estimation for afforestation projects.  
Support to the evaluation of MGNREGA works related to Forestry and Environment & Agriculture:
  • Conduct continuous analysis of monitoring information of MGNREGS works on Environment and Forest;
  • Regularly monitor MGNREGA Management Information System (MIS);
  • Analyse monitoring reports on MGNREGA works;
  • Analyse on a monthly basis, the overall quality of works in different states; 
  • Assist in updating the works guidelines and monitoring status reports of the state government on works implementation;
  • Identify potential problems and facilitate overall programming decisions;
  • Undertake field visits for monitoring purposes, providing guidance and collecting information;
  • Provide inputs and contribute to the evaluation work plan, analysis and proposals on topics, and projects/programme to be evaluated;
  • Promote and help implement evaluation standards, quality assurance/control and capacity development in the states.
Capacity building of state teams on uses of works manual on Environment & Forestry:
  • Formulate appropriate programme response plans in collaboration with the relevant government agencies;
  • Develop training calendar and material for training of State level officials;
  • Identify key resource agency and person to impart training in different states;
  • Co-ordinate with NIRD and SIRD for regular training inputs on MGNREGA works;
  • Strengthen MGNREGA convergence model by assessing the needs of and including actions on climate change adaptation.
Document and Coordinate with State Government on MGNREGA works:
  • Developing quantitative and qualitative indicators relating to MGNREGA and sustainable development in relation to environment and forestry & Agriculture;
  • Document good works models related to   environment and forestry & Agriculture works under MGNREGA;
  • Document good practices on MGNREGA convergence model with Environment & Forest, and Agriculture Departments;
  • Coordinate with State Governments on works related problems;
  • Visit to states to identify issues and provide solutions to local functionaries.
Prepare Manual and Guideline on MGNREGA works:
  • Map out the resources in the field of Environment, Forest, and Agriculture in the states, conduct gap analyses, identify opportunities highlighting MGNREGS role in improving the quality of environment;
  • Analyse existing documentation available on community based initiatives (for example, Joint Forest Management [JFM], watershed development, etc.) for opportunities for climate change adaptation actions;
  • Prepare state specific manuals on MGNREGA works related to Environment, Forest and Agriculture works;
  • Prepare policy briefs on MGNREGA forestry works;
  • Keep abreast of various global debates on climate change adaptation, and widely share the knowledge by translating into the relevant Indian context.
Develop and share information related to the programme:
  • Monitor and review regular sources of information and data to prepare reports, e.g., information from central government, districts official, other national and local NGOs, news clippings, surveys, information from field monitors, government published information, for assigned states;
  • Compile field level information required for operational reports when required;
  • Participate in various policy and partnership such as the government-donor technical working groups (TWGs), as well as relevant meetings on climate change;
  • Assist in the preparation, writing and editing of reports required by the Ministry of Rural Development – such as Annual Reports, Field Study Reports;
  • Provide periodic reporting to the State Government, MoRD and UNDP on the performance of the Scheme;
  • Prepare quarterly and annual reports to be submitted to GoI and UNDP;
  • Perform any other related tasks consistent with the level of the post and/ or assigned by the Joint Secretary, MGNREGA and Programme Analyst, UNDP.

Required Skills and Experience

Education: 
  • Master’s Degree in in Agriculture Science (Agronomy or Horticulture), Agriculture Engineering, Environmental Science, or related field.

Experience:

  • At least two year’s (post masters) field experience in Natural Resource Management, Environment and Forest;
  • Experience in Rural Development Programmes particularly with those which involve design, execution, monitoring and valuation of agricultural and forestry development works;
  • Experience in implementation of Area–Development or Wage-Employment Programmes;
  • Experience of coordinating multi-stakeholder projects.
Language:
  • Fluency in English and Hindi is essential. Knowledge of regional language(s) would be an asset.  

Remuneration Package is  INR 84,802/- per month (Taxable).
