Background

The United Nations Country Team (UNCT) for Seychelles, which comprises 18 members, 15 of which are non-resident agencies (NRAs) has committed itself to implementing the “Delivering as One” (DaO) reform of the United Nations (UN) development assistance system.   Seychelles is now formally recognised as a Delivering as One Self Starter country by the United Nations Development Group. In line with the new Quadrennial Comprehensive Policy Review, Standard Operating Procedures, and UNDG Strategic Priorities 2013-2016, and in support to the Seychelles national development strategy, the UN Country Team (UNCT) in close consultations with the Government is developing its first Partnership Framework. The framework will have results in three main areas, namely Green/Blue economy, Health, HIV/AIDS and Substance abuse and Law and order as a first building block to converge towards Delivering as One (DaO) Programme.

UN Coordination works for Seychelles have been carried out from a distant by the UN Resident Coordinator’s Office based in Mauritius. With few Resident Agencies in Seychelles (only UNDP, WHO, IOTC are resident and UNODC and UNCTAD have field representations) coordination within the UNCT has been poor. 

In the light of the recent development and with a view to improve inter-agency coherence and rationalisation of development work in Seychelles, the Associate facilitates UNCT support to the Country and in collaboration with the Ministry of Foreign Affairs (MFA) supports the coordination of aid flows.
 
The Associate will be posted at the MFA and therefore on a daily basis also reports to the Principal Secretary (or such designated official) but with a matrix management line to the UN Resident Coordinator’s Office, under the overall guidance of the UN Resident Coordinator and supervision of the UN Coordination Analyst.    

Duties and Responsibilities

Provides effective support to UNCT in preparation and implementation of country programming processes and products, namely the Partnership Framework together with the above mentioned results frameworks and UN programmes coordination focusing on achievement of the following results:

  • Thorough analysis and research of the political, social and economic situation in the country;
  • Participation in the work of the Results Group activities and preparation of inputs;
  • Participation in the work of the Working Groups and preparation of inputs;
  • Identification of strengths and weaknesses in UN Agencies programmes in the context of the country’s development priorities, UN System reform and MDGs;
  • Provision of Inputs for the Preparation of documents summarizing the developments in the UN agencies areas of cooperation;
  • Provision of advice on adjusting strategies and implementation modalities.

Assists in the resource mobilization strategy for UN agencies support to country development priorities focusing on achievement of the following results:

  • Development of partnerships with IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society;
  • Analysis and research of information on donors, preparation of reports on donors strategies;
  • Coordinating the development of joint projects as part of the resource mobilisation strategy, whenever the opportunity arises.

 Acts as the UN Focal Person for Seychelles:

  • Works in collaboration with the Ministry of Foreign Affairs to prepare/maintain a database of aid flows in the country;
  • Serves as technical secretariat and assists in the follow up of actions and agreements from the RCO;
  • Facilitates missions of UN agencies and reports to the RCO on outcomes;
  • Maintains an up to date database of meetings documents as well as key documentation for RCO / UNCT information and activities;
  • Under the guidance of the RC, UN Coordination Analyst or other RCO staff member, prepares briefing kits, updates background documents and provides logistical support for missions, retreats, or visits in coordination with UNCT and counterparts;
  • Updates the directories (databases, emails, telephone and contact information) of the donor community, UNCT, Inter-agency working groups and other key partners, in coordination with the UN Coordination Analyst.

Required Skills and Experience

 Education:        

  • University Degree or equivalent in Economics, Social Sciences, International Relations, Political Sciences or related field.

 Experience:      

  • 3 to 5 years of progressively responsible administrative or programme experience is required at the national or international level;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language Requirements:            

  • Fluency in English and Kreol, and knowledge of French preferred.
