Background

The Migration and Development Project, which is a newly-launched partnership initiative of the Ministry for Human Rights and Refugees of Bosnia and Herzegovina, the Cooperation Office of the Embassy of Switzerland and the United Nations Development Programme seeks to systematically mobilise and build up potentials of migrants from Bosnia and Herzegovina in relevant domains of transition and socio-economic development, providing for visible effects of their contributions to the country’s progress at all institutional and societal levels. Specifically, the project will pilot mainstreaming of migration for development within the integrated local development strategies of selected local governments in Bosnia and Herzegovina.

Planned activities are designed around three interconnected project components, as follows:

  1. Policies for effective integration of migrants’ contributions to the country’s development are outlined and mainstreamed into local development strategies of at least 10 local governments;
  2. Capacities of key actors at relevant governmental levels (mainly partner local governments, BiH Ministry of Human Rights and Refugees and members of the inter-ministerial working group) on effective mainstreaming of migration into development are strengthened; cooperation with migrants and their organisations is being structured in municipal planning schemes;
  3. Key elements for the definition of a valuable mainstreaming of migration into development concept are identified, validated and integrated into complementary action plans of different key actors in BiH (governmental institutions, civil society organisations, Associations of Municipalities and Cities, private sector, migrants’ organisations).
    The project is an integral part of the UNDP Rural and Regional Development Sector.

The main objective of the consultancy is to identify and report on existing in-country practices in the sectors of economic development, agriculture, education, health and welfare that illustrate the benefit of migration as a tool in development, especially at the local level. The case study report will be used as input for the BiH inter-ministerial Working Group on Migration and Development (M&D WG) in order to foster discussion on the “current state” of migration for development practices in local communities, as well as of the future “desired state”. Furthermore, the case study report will be used as a basis for raising awareness of the concept by the general public in Bosnia and Herzegovina and the BiH Diaspora through dissemination of printed or electronic material.

Duties and Responsibilities

This consultancy will contribute to the successful implementation of the second project component by strengthening capacities of key actors at relevant government levels, and of the third project component by contributing to the identification of key elements for the discussion and creation of the M&D policy road map.
The consultant will conduct a research on the existing practices in economic, agriculture, education, health and social sectors in Bosnia and Herzegovina that show the potentials and benefits of utilization of migration for country development (especially at local level). The research should initially identify stakeholders that have proactively engaged in practicing the concept of migration for development. Afterwards, the final selection of stakeholders will be conducted in cooperation with the project partners prior to visiting the stakeholders and recording their stories in a form of case study reports.

More specifically, the consultancy will comprise the following main tasks:

1. Conduct research on existing M&D practices in multiple sectors at local level in Bosnia and Herzegovina

  • Identify at least 15 stakeholders that have proactively engaged in implementing the concept of migration for development at the local level in Bosnia and Herzegovina. Identified stakeholders should equally represent economic, agriculture, education, health and social sectors of development. Identified stakeholders will be presented to the representatives of the Ministry for Human Rights and Refugees of Bosnia and Herzegovina and the United Nations Development Programme for the final selection of 10;
  • Contact and visit selected stakeholders to solicit permission to review their M&D practices for reporting to the M&D WG and raising awareness of the general public in BiH and the Diaspora – this will include soliciting written consent as well as interviews with individual stakeholders.
  • Write and submit a case study report that will summarize the findings based on the above visits and research. Each case study should be limited to two pages (maximum 20 pages for the report), contain maximum two photos depicting each business, and provide answers to (a) why and how the stakeholder developed an idea and started a business (including needed start-up funds), (b) how the concept of migration contributed to the business development, (c) what were the main obstacles in the process of planning and undertaking the business, (d) were there any partnerships developed in the process of planning and undertaking the business, (e) the results and sustainability of the business (including annual income, if any), (f) level of support by government institutions (municipality or any other) in the process of planning and undertaking the business and (g) recommendations for business improvement and/or replication to other areas in Bosnia and Herzegovina.

2. Present the case study report to the M&D Working Group

  • Create a PowerPoint presentation that will summarize the findings of the case study report;
  • Agree the content of the presentation with the project team;
  • Provide presentation of the case study report to the members of the M&D WG.

Deliverables and timelines

  • The research of existing M&D practices in multiple sectors at local level in Bosnia and Herzegovina conducted (31 May 2014 - 12 working days)
    • Proposal for selection of stakeholders for case studying;
    • Case study report written and delivered in a format described above. 
  • Present the case study report to the M&D Working Group (Mid June 2014 - 2 working days)
    • PowerPoint presentation of the report;
    • Delivery of presentation and report created under Task 1 to the members of the M&D Working Group.

Required Skills and Experience

Education: 

  • University degree in social sciences.

Experience: 

  • At least 5 years of relevant research experience;
  • Experience in the area of migration practice is an asset;
  • Proven analytical skills and ability to conceptualise and write concisely and clearly.

Language requirements: 

  • Fluency in the official languages in Bosnia and Herzegovina is required;
  • Fluency in English language is an asset.

Other: 

  • Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource;
  • Ability to visit existing stakeholders in Bosnia and Herzegovina in order to collect information and photos for the purpose of case study reporting.

Individual consultants will be evaluated based on the Cumulative analysis. The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical (70%) and financial (30%) criteria specific to the solicitation.
