Background

One of the outcomes of the recently approved GOI-UNDP Country Programme Action Plan (2013-2017) is on Sustainable Development. The main objective is “Government, industry and other relevant stakeholders actively promote environmental sustainability and enhanced resilience of communities in the face of challenges of climate change, disaster risk and natural resource depletion”. The project on “Strengthening Institutional and Community Resilience to Disasters and Climate Change” has been formulated under this framework. This project aims to strengthen capacities of government, communities and institutions for disaster risk reduction including risks being enhanced due to climate change, and develop preparedness for recovery. The project with a total resource allocation of US$ 6.15 million will focus on ten multi-hazard prone states, 25 districts, 10 cities and 10,000 villages. The main components are: (1) Mainstreaming DRR and CCA in Development Planning; (2) Urban Risk Reduction; (3) Technical Assistance and Capacity Building;
 
Support for Knowledge Management; and (5) Enhancing resilience of vulnerable communities to cope with disasters and climate variability by implementing scalable demonstrative pilot initiatives. The Ministry of Home Affairs (MHA) is designated as the implementing partner with the Joint Secretary (DM), MHA as National Project Director (NPD) for overall management of the project. UNDP is required to provide implementation support to the project which includes the selected state government including Uttarakhand.
 
UNDP is in the process of recruiting a City Project Coordinator to support the nodal agency (District /City Administration) in the Ranchi City. The City Project Coordinator would be located within an appropriate district level government agency (Office of the District Collector/City Commissioner or District Disaster Management Authority).
 
The City Project Coordinator will provide overall project implementation support at the city level, and will carry-out the day-to-day management to ensure implementation of all project activities and support preparation of Annual and Quarterly Work Plans, Budget, Financial Reports, etc. and will interface on project management issues between State/City Administration or district level government agency, Project Coordinator at the National level and  UNDP.   

Duties and Responsibilities

The City Project Coordinator will be responsible for:

  • Assist in day-to-day coordination of City level activities as required for implementation of Climate Risk Management in Urban Areas through Disaster Preparedness and Mitigation;
  • Ensure consultation with various stakeholders with regard to  project implementation which includes: facilitating timely decisions on project management issues such as budget structure, annual work planning, financial management including advance of funds, implementation issues, audit and follow-up, find opportunities to harmonize and rationalize ongoing governmental procedures and UNDP rules, implementing monitoring, evaluation and research strategy, assessing development outcomes vis-à-vis city level planned targets and identifying and documenting policy lessons for replication and up-scaling at the state/city levels;
  • Help in drafting technical notes, letters, reports and other materials as required with respect to project implementation;
  • Assist the District/City level administration, Project Coordinator and UNDP DM Unit in interfacing with other vendors and responsible parties in connection with implementation of the project activities as may be suggested by UNDP and flag deviations from the approved time schedules and delivery of outputs;
  • Assist in obtaining progress reports as per schedule, and highlight technical slippages, if any, to the attention of the State level steering committee constituted for the DRR programme through State Project Officers under UNDP DRR Programme for remedial measures keeping the Project Coordinator and UNDP informed for remedial measures, if required, at the National Steering Committee level;
  • Support in complying with other requirements advised by MHA and UNDP insofar as it relates to the City level activities;
  • Contribute to effective qualitative and quantitative reporting and arrange appropriate documentation and dissemination of information;
  • Contribute to Knowledge management initiatives under the project;
  • Perform other related activities as assigned by the supervisors;
  • Organize and participate in technical and monitoring consultations as per UNDP requirements;
  • Review Letter of Agreements (LOAs) and comply with all the requirements including release of funds as per the approved schedule;
  • Any other related tasks assigned by the DM Unit.
Impact of Results:
  • The key results have an impact on the success of the project within the area of cooperation. In particular, the key results have an impact on the implementation capacity of the Implementing Partner and Responsible Party, improved efficiency in delivery of UNDP inputs; and speedy implementation of project activities within the agreed timeframe.

Required Skills and Experience

Education: 

  • Post Graduate degree in, social sciences, geography, environment, economics, management or relevant disciplines.

Experience: 

  • Overall 3 years of experience with minimum 2 years of relevant experience, with regard to the implementation and management of projects;
  • Experience of working in the field of Disaster Management & climate change is desirable.

Language:

  • Excellent knowledge of written and spoken English and Hindi is essential.
Travel: 
  • Candidates should be prepared to undertake extensive travel to the project states and districts at short notice.

Remuneration package is INR 70,389/- per month (taxable).
