Background

UNDP is providing assistance to authorities in Somalia in a multi-year Governance and Rule of Law (GROL) Programme. The GROL Programme has few main components: Governance, SIDP, JPLG, and Access to Justice, Civilian Police and Community Safety/Armed Violence Reduction. The overall goal is to strengthen rule of law and security through the creation and development of competent police and Judiciary bolstered by initiatives to, control small arms and address causes of crime through our AVR project. With regards to rule of law, the Programme will continue its focus on matched progress in law enforcement, judiciary and custodial corps. Integral to this strategy is the recognition that when progress is lacking in one of these areas it has a detrimental effect on the sustainability of achievements in the others. 

A recent independent evaluation of the ROLS programme recognized the strong achievements in the areas of police reforms and that it has used institutional, professional and technical support to develop the region's police at the institutional, strategic, operational and logistical levels; it has laid some of the foundations for potentially professional forces capable of operating to international standards. The evaluation also found, however, that institutional strengthening and training in human rights have been handled well, but the project has yet to be implemented at the community level, and this affects the police's ability to work in partnership with local authorities and civil society, and to respond to public expectations .

The Police response to the SGBV is also very limited with lack of capacity and lack of logistical support. C&W Desks were introduced to the Somaliland Police to deal with the violence against Children and Women in year 2006 with the support of UNDP and UNICEF. The unit was not taken off as expected due to various reasons including non-commitment of the Police Hierarchy and mealy operated without any proper guidance. As a result of this SARC (Sexual Assault Referral center) was established with the support of the donors and operational in Hargeisa Hospital. Since it is the only center available in the country it is impossible to manage SGBV responses of the police effectively in all regions. It has been agreed to reactivate the C & W Desks in main police station in all regions in Somaliland and the Commissioner Police has seek assistance from UNDP for the capacity building of the police personnel to be deployed with minimum logistical support. A2J Project is also looking to support the expansion of SARC in to the main regions. It is also identified in the Somaliland Justice strategy that the capacity building of the professionals such as Police, prosecutors and Judges on SGBV /Criminal investigation principals to enhance the effective delivery of Justice for the public.

UNDP is looking to hire a qualified international police Expert for 90 days to undertake training for selected male and female police personnel to handle GBV cases, and to also to build the investigative capacity of the personnel to be deployed in C & W desks and SARC centers.

The consultant will have to undertake a quick assessment of the needs of the training and developing a training package to fulfill the requirement of the Children and Women Desk focusing on police response to GBV cases, investigations (Statement Recording, interrogating of suspects, crime scene management, evidence gathering including circumstantial evidence, exhibit collection and management, case file management including reports to the court, victim psychosocial needs and protection, referral needs and medical examinations etc) and also to undertake a quick assessment of the training needs for the prosecutors and Judges specially focusing on SGBV/Criminal investigation principals and procedures. It is also need to be focused on proactive responses to manage SGBV situation in the area. 

Duties and Responsibilities

Under the direct supervision of the Civilian Police Project Manager for the training of the international consultant will perform duties and responsibilities in accordance with the objectives and activities in the work plan and other duties as requested by UNDP. The scope of the work will be:

  • Undertake a quick assessment of the capacity of the existing Children and Women Desks and training needs in Hargeisa including its staff;
  • Undertake a quick assessment of the training needs of the prosecutors and Judges on SGBV/Criminal investigation principals and procedures in accordance with the Law;
  • The consultant will thereafter develop a work-plan signed off by the Project Manager for the training of 30 police personnel selected for SGBV units, orientation and awareness training for the selected 20 senior police staff including station Commanders and Chief of Investigators of the selected police stations.
  • Develop required police forms for the investigation purpose of SGBV if required by assessing available forms with the senior police staff during the orientation and awareness training. It is important to liaise with SARC(BAHICOP) in Hargeisa to capture the existing management system;
  •  Undertake in developing a 3 weeks training package for the 30 selected police personnel of the C&W Desks in police stations for focusing the subjects mentioned above and one week orientation   training package for the Senior Police Officers;
  • Conduct the orientation /awareness training for the Senior Police officers and three weeks training for the selected police personnel based on the training package developed;
  • The Consultant will develop a selection of high quality monitoring and evaluation tools and mentor/ train relevant staff on these tools to assess quality and impact of trainings delivered.
Monitoring and Progress controls

Evaluation of the IC contract will be made by the UNDP Civilian Police Project Manager against the benchmarks and deliverables set for the assignment of the consultant at the end of the contract duration.

Final product/deliverables

The Consultant will be paid according to mile-stones reached during the course of the Consultancy

  • Quick assessment & work-plan completed and signed off by Project Manager;
  • Training needs assessment of the staff in C&W desks Police academy including key findings and summaries of trainings and mentoring needed;
  • Training needs assessment of the prosecutors and Judges in Somaliland;
  • Implementation of the training plan developed and agreed by Project Manager;
  • Monitoring and evaluation tools completed and agreed by Project Manager.
Review/approval time
 
Progressive monitoring will be carried out by the Civilian Police Project Manager. Payment will be on a proportional lump sum basis across the consultancy as agreed between the consultant and Project Manager with final payment upon the satisfactory conclusion of the assignment and delivery of the products described in III above.

Required Skills and Experience

Education:          

  • Advanced university degree in Law or 15 years’ relevant experience in a Law Enforcement Agency in lieu of an Advance Degree.

Experience:       

  • Minimum of 10-15 years of professional experience in Police service and in the Police Training field specially in SGBV;
  • Experience in teaching and designing curriculums for Police trainings;
  • Knowledge of and experience in African and/or Islamic law enforcement practices;
  • Past experience in the UN is desirable but not a requirement.
Language Requirements:            
  • Fluency in English.
Other Information.

  • The consultant will be required to bring his/her own computer;
  • A full-time translator will be provided, should one be required whilst the Consultant is in Hargeisa;
  • The Consultant will be expected to undertake a 4-day security training course before deployment to Somalia.
