Background

The UNDP Governance Rule of Law and Security programme (GROLS) is actively engaged in law enforcement, judiciary, custodial corps, DDR and mine action in all regions of Somalia. In response to recent developments within Somalia, the GROLS programme is actively pursuing strategies to support policing as a priority issue in Somalia.

One of the key areas of law enforcement that needs to be supported is the traffic department of the Somaliland Police. It has been observed that no proper strategic support has been provided for the traffic police to discharge their duties and manage traffic in the cities and main roads. The accident rate is growing day by day and losses of lives and properties due to road acceding are at more than an alarming rate. Somaliland has a road network that extends to about 8770 km out of which 770 km are paved roads (Tarmac) and 8,000 km are earth and gravel roads. The paved roads linking the main cities of Dila, Hargeisa, Berbera, Burao, Cainabo, and Las-Anod, .These roads are under the responsibility of Somaliland Road Authority (SRA), Ministry of Public Work, Housing, and Transportation. It has been reported that most road accidents take place on these 770km stretch.

UNDP has identified a need to support SL’s MOI and SL Police to develop compressive traffic management plan. There is a requirement to conduct a comprehensive assessment of the present situation that will enable the police to coordinate and implement a Road Safety Action Plan in Somaliland. This position will liaise with other responsible SL agencies.

UNDP will provide:
  • An international technical expert to review the existing traffic act, regulations, and the present traffic management system;
  • A needs assessment;
  • Provide technical support to develop 5 year road safety and traffic management strategy;
  • Including a 2 year action plan for the Police coordinating with other stake holders in the country.
Under the direct supervision of the Project manager or his designate, the expert will perform the following duties and responsibilities in accordance with the objectives and activities outlined in the TOR.

Duties and Responsibilities

Objectives of the assignment

To support an efficient and effective adequately equipped and housed professional civilian police service that meets the needs and expectations of all Somalis.
 
Scope of work

The Consultants will carry out a road safety and traffic review which includes the following activities:

Review the existing traffic and other relevant legislatures and make recommendations for its improvement to address the present day situation.

With the assistance of Police traffic department, Somaliland Road Safety Authority and other relevant key stake holders , conduct a review of the present situation concerning accident data collection, accident control and present practices and methods of traffic police enforcement on the whole road network and cities in Somaliland.
These reviews could include the following major activities:
  • Review available reports on accidents or on road safety;
  • Review existing procedures for collection, storage and retrieval of accident data and identify those issues requiring the most urgent attention;
  • Review existing practices in the Traffic Police offices in the districts with regard to accident control in their districts and recommend improvements;
  • Review present practices and methods of traffic police enforcement on all primary roads and recommend improvements;
  • Perform road safety audits along main roads including all main junctions bottlenecks, access roads, signing, road marking, signaling and guide posts, and passage through towns and cities;
  • Initiate data collection for the wide ranging review of road safety issues;
  • Review the traffic Police capabilities in enforcemen;
  • Review police man power and training capabilities on aspects of traffic education enforcement, vehicle worthiness inspection;
  • Identify the need for road worthiness inspection centers and draw up appropriate plans for setting them up;
  • Identify appropriate equipment for accident rescue, enforcement and vehicle worthiness inspection;
  • Assess the awareness of road users on issues of traffic regulations and road safety;
  • Assess the awareness of road users on issues of traffic regulations and road safety;
  • Draw up appropriate plans for driver education;
  • Preparation of a 5 year road safety and traffic management plan with a two year action plan for the Police to implement ,coordinating with other stake holders.

The Review will include but will not necessarily be limited to the following sectors:

Road Safety Planning

  • Accident data collection, storage and analysis;
  • Accident black spot improvement;
  • Traffic composition and volumes;
  • Accident cost estimation.
Information
  • Road safety publicity and propaganda.

Road User Education

  • Driver training and testing;
  • Traffic education of children;
  • Traffic education of driver.

Enforcement

  • Traffic policing resources, manpower and training;
  • Vehicle regulations and testing;
  • Pedestrian and cyclist safety.

Coordination and Financial Resources
  • Road Safety and administration and coordination;
  • Road authorities, Ministries;
  • Emergency medical treatment of accident casualties.

The review/assessment should identify deficiencies (in terms of road safety) in each of these sectors and should specify the actions required to improve road safety in Somaliland. The conclusions of the review including findings from the road safety audit of the major roads and cities should be presented as a 5-year Road Safety and Traffic Management Strategy. A more detailed prioritized 2-year Action Plan with phased implementation and appropriate cost estimates should also be prepared by the end of the review. This plan should include physical requirements at actual hazardous locations. The Strategy as well as the 2-year Action Plan shall be formulated on the basis of measurable development objectives in order to ensure that real improvement has occurred by the end of implementation in term of institutional impact.

The Consultant must develop suitable indicators of performance to show that these outputs have been achieved, once the strategy and action plan is developed, the Consultant is expected to run a workshop with the relevant authorities and stakeholders to introduce and validate the strategy and the action plan.

Monitoring and Progress controls
  • Evaluation of the IC contract will be made by the UNDP Civilian Police Project Manager against the benchmarks and deliverables set for the assignment of the consultant at the end of the contract duration.
Final product/Deliverables

The Consultant will be paid according to mile-stones reached during the course of the Consultancy:

  • Inception Report: within 3 weeks of commencement of the review, the consultants should submit a report outlining the preliminary findings, proposed methodology and schedule for the remainder of the assignment;
  • Completion of the Somaliland 5 year Road Safety and Traffic Management Strategy with a 2 year action plan with indicative costing, time schedules and indicators against the Road safety Strategic Document.
  • The document should include a section on the methodologies followed including those interviewed and consulted;
  • A final report setting out the above, including recommendations for realization of the Road safety and Traffic Management Police strategy and follow up activities.
Review/approval time

The authorization for each respective payment will be made by UNDP Sub-office after the acceptance of monthly deliverable by the Area Project Manager.

Required Skills and Experience

Education.
  • Advanced university degree (Master’s Degree or equivalent) preferably in law enforcement, Criminal Studies, Security Studies or International Relations or Graduate from a Police Academy;
  • A first level university degree with a relevant combination of academic qualifications or minimum of 10 years within law enforcement agencies may be accepted in lieu of the advanced university degree.
Experience:
  • Minimum 7-10 years of professional experience in Police service and in the Police Traffic department specially on Strategic developments and policy developments on road safety and traffic management;
  • Must be experienced in developing traffic management and road safety plan and policies;
  • Experience in designing policies, plans and conducting review and policy studies on road safety and traffic management.

Language requirements:

  • Fluency in English and knowledge of Somali or Arabic an asset.

Other Information.

  • The consultant will be required to bring his/her own computer;
  • A full-time translator will be provided, should one be required whilst the Consultant is in Hargeisa;
  • The Consultant will be expected to undertake a 4-day security training course before deployment to Somalia;
  • Time Frame: 60 days consultancy with required workshops.
