Background



UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Under the overall guidance of the Country Representative and the direct supervision of the National Programme Officer and within the Communications Unit, the Communications and Media Associate supports the UN Women Egypt Country Office (CO) to strengthen the communications and media work of UN Women projects specifically for the following projects; Ending Violence against Women and Girls, Women Political Empowerment and Women Economic empowerment projects by engaging the broader public on advocacy issues and raising awareness on women’s rights and gender equality activities, primarily through communication tools, media and events with partners, the media and the public. The Communications and Media Associate will contribute to and manage the communications work in relation to these projects. 

The Communications and Media Associate works closely with the UN Women CO teams, the Regional Office for Arab States, the other UN Agencies staff in Egypt, and the UN Women HQ staff to ensure exchange of information and timely service delivery.

Duties and Responsibilities

Summary of Key Functions:

Support to the formulation and implementation of internal and external wide communications and advocacy strategies:

  • Develop and implement corporate communication strategies including the proposal of adjustments where appropriate;
  • Prepare and conduct communications needs assessment for the various programmes;
  • Implement communication and visibility plans to achieve positive results of different programmes and projects;
  • Define and Develop communications messages relevant to the specified projects (mentioned in the organizational context);
  • Craft proper branding and messaging for the programmes and address donors requirements in visibility and branding if needed;
  • Support implementation of national UN Women communications strategy and develop actions and tools for reach out to target audience;
  • Assist UN Women Egypt in the development of its communications materials including brochures, website, newsletters, press releases and online reports;
  • Maintain awareness of UN Women’s activities in media;
  • Support the office’s tactical response to media issues;
  • Coordinate and support organizing special events and press conferences;
  • Build up and improve media relations to promote results of UN Women projects in media;
  • Contribute to other communication activities where such contribution is deemed necessary;
  • Facilitate organization of public events, workshops, roundtables, knowledge-sharing and promotional opportunities, press conferences, and briefing sessions.

Ensures the design and maintenance of UN Women platforms such as web sites, intranet, and social media outreach focusing on achievement of the following results:

  • Contribute to updating, editing and development of public content and information on website and other platforms;
  • Draft and edit press statements and releases, speeches, and info packages;
  • Capture on opportunities for communications growth, including radio, television, publications, photographs, websites, etc., to advocate and promote UN Women Egypt’s mission an projects;

Facilitates development of publications, knowledge building and knowledge sharing:

  • Plan development of publications based on corporate publications policy;
  • Support development, production and dissemination of knowledge products for the different projects;
  • Support technical supervision of editing, translation and proofreading of information received, printing and dissemination of publications and audio-visual materials as well as support contact with printing houses and other suppliers to ensure production.

Required Skills and Experience

Education:

  • A university degree in communication, management or development related areas – Mass communication, Public relations, Economics, Public Policy, Development Management etc.

Experience: 

  • A minimum of seven years of full-time professional experience with a proven professional record in working in the field of media and communication, with media channels and online communications platforms; experience in working with women’s organizations is an asset.
Language Requirements: 

  • Fluency (written and spoken) in English and Arabic required.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis:

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Technical Criteria weight; 70%
Financial Criteria weight; 30%.
Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the Financial Evaluation.
Criteria Weight Technical: 70%
  • Criteria:   At least three years of relevant experience in process documentation (Weight: 30%. Maximum obtainable Points: 30);
  • Criteria: Relevant education in social science, including gender, law, political science etc. (Weight 5%; maximum obtainable points 5);
  • Criteria: Excellent written and spoken English and Arabic. (Weight 5%; maximum obtainable points 5);
Financial: Lowest financial proposal: 30%.

Contract will be awarded to the technically qualified consultant who obtains the highest combines score (financial and technical). The points for the Financial Proposal will be allocated as per the following formula:

(Lowest Bid Offered*)/(Bid of the Consultant) x 30
*"Lowest Bid Offered" refers to the lowest price offered by Offer or scoring at least 49 points in technical evaluation.
