Background

The Department of Water Affairs of the Ministry of Natural Resources and Energy, is seeking the services of a TEAM of consultants (two internationals, one local) to support the mainstreaming of climate change risks into key national policies.
Swaziland has recently completed drafting her National Climate Change Strategy (NCCS) and Action Plan   and is currently developing a National Climate Change Policy which will adequately address climate change. Other sectoral policy documents which include National Water Policy, IWR Master Plan, land use planning, agricultural and environmental policies have not adequately mainstreamed climate change risk. This assignment is building upon a series of national policy dialogues to identify climate change responses that are facilitated by the project. This process will involve the designing of guidelines and tools that provide stakeholders with the necessary information for integrating climate change risk into key national policies and strategies.

Objective

The assignment aims at strengthening national policies related to the water sector by ensuring that climate change issues are integrated and mainstreamed into the key policy documents. This will provide a leeway for addressing climate change issues by the water sector. More over this intervention will provide stakeholders with the necessary toolkits for responding to climate change impacts and issues.

Duties and Responsibilities

Working under the guidance of the Department of Water Affairs, Project Board and Project Technical Committee with the Project Manager, the team, comprising of 2 international consultants- Policy Expert & Land Use Planner and 1 local consultant Water Expert. 

The Experts will be expected to work as a cohesive team with responsibility for the timely implementation of the following activities:

Policy Expert (international consultant) - 25 working days distributed accross 4 month period (May - August):

  • Desktop review of existing key national policies and plans, particularly considering how they currently address climate change risks;
  • Conduct stakeholder consultation with the involvement of the key ministries;
  • Develop comprehensive guidelines and policy statements for climate change risk to be mainstreamed into the following key national policies and plans; the National Water Policy, IWRMP, land use planning, Comprehensive Agriculture Sector Policy and National Environment policy);
  • Facilitate workshop for key national stakeholders to present guidelines and policy statements for mainstreaming climate change into key national policies and development plans stated above;
  • Ensure overall oversight and quality assurance of the entire assignment and the final report.

Land Use Planner (international consultant) - 20 working days distributed accross 4 month period (May - August):

  • Develop tool kits for practical implementation of climate change response measures focusing on land use and agriculture;
  • Facilitate one workshop for key national stakeholders to present developed toolkits for the (agriculture and land use) sectors;
  • Facilitate the development and delivering of at least two (2) targeted training courses for representatives of the key sectors (land use and agriculture) based on developed tool kits;
  • Preparation of training reports for the two proposed trainings;
  • Participate in the preparation of the final report for the assignment.
Water Expert (local consultant) - 20 working days distributed accross 4 month period (May - August):
  • Develop tool kits for practical implementation of climate change response measures focusing on the water sector;
  • Facilitate the development and delivering of at least (2) targeted training courses based on the developed tool kits to representatives of the water sector);
  • Preparation of training reports for the two proposed trainings;
  • Participate in the preparation of the final report for the assignment.

Deliverables:

  • An inception meeting and report, including a work plan with inputs from both team members clearly specifying how the assignment will be undertaken, with clear tasks assigned to each member of the team within one week after the inception meeting. The report should not exceed five (5) pages;
  • Draft guidelines and policy statements for mainstreaming climate change risk into key national policies and plans to be presented at the stakeholder workshop for review and refinement;
  • Final guidelines and policy statements for mainstreaming climate change risk into key national policies and plans, incorporating comments from the stakeholder workshop and project technical advisors – within 5 days of the stakeholders’ workshop;
  • Draft tool kits for practical implementation of climate change response measures to be presented at the assignment’s stakeholder workshop (same event as for 2) for review and refinement;
  • Finalized tool kits for practical implementation of climate change response measures, incorporating comments from the stakeholder workshop and project technical advisors – within 5 days of the workshop;
  • Training report for 4 targeted training courses based on the developed tool kits.

Competencies

Functional Competencies:

  • An understanding of the water and wider agriculture / environment sectors in Swaziland, their existing policy frameworks and institutional arrangements;
  • Experience in water resources assessment, climate change adaptation, mitigation and monitoring;
  • Experience in drafting policies and the procedures for gazetting as employed by the Government of Swaziland;
  • Experience in developing and delivering high quality targeted training materials;
  • Excellent writing and communication skills;
  • Ability to work as a member of a team or team leader working with diverse experts.

Required Skills and Experience

Education:

  • At least a Masters Degree or PhD (or commensurate experience with increasing levels of responsibility) in the following areas of expertise (Water Resources Management, Climate Change related studies, Environmental studies, Agriculture, Land Use Planning or related disciplines).

Experience:

  • A minimum of 7 years working in the water resources, environmental, land use planning and / or agriculture-related aspects of climate change in Southern Africa;
  • An understanding of the water and wider agriculture / environment sectors in Swaziland, their existing policy frameworks and institutional arrangements;
  • Experience in water resources assessment, climate change adaptation, mitigation and monitoring;
  • Experience in drafting policies and the procedures for gazetting as employed by the Government of Swaziland;
  • Experience in developing and delivering high quality targeted training materials;
  • Excellent writing and communication skills;
  • Any relevent additional qualification will be an added advantage.

Language:

  • Fluency in English.
