Background

IMPORTANT CONDITIONS: The following position is open only to Danish and other European Union nationals, as well as permanent residents of Denmark. The applicant must be fluent in both Danish and English. According to the UNDP JPO programme framework, the age limit for JPO applicants is 32 years of age at the time of application. Background:

The Resident Coordinator system encompasses all organizations of the United Nations that have operational activities in the country. As the designated Representative of the UN Secretary-General and leader of the UN Country Team (UNCT), the UN Resident Coordinator (UNRC), in consultation with the UNCT, assumes overall responsibility for and coordination of the developmental activities of the UN carried out at country level. This is done in conformity with the objectives and priorities of the Host Government and in accordance with the mandates and objectives of the various UN organizations. The UNCT is composed of representatives of the UN funds and programmes, specialised agencies and non-resident UN agencies. Since early 2011, the UNCT is implementing the Delivering as One approach together with Government in order to increase UN coherence and effectiveness and to concentrate joint UN engagement in critical areas where UN agencies have a comparative advantage and bring added value to Ghana’s development. 
 
As an integral part of the UN RC Office team, the UN Programme Analyst serves as the dedicated focal point for the UN Gender Team supporting UN system gender advocacy, normative functions and programming, working closely with UN Women. Linked to this function he/she provides technical support to the United Nations Development Assistance Framework (UNDAF) Action Plan/One Programme and related joint UN programmes. The incumbent’s close collaboration with the 11 UNDAF Results Groups in planning, monitoring and evaluation, will serve to promote and strengthen gender mainstreaming and women empowerment across all UN programme results together with relevant UN agencies, making sure to support – and not duplicate – them. In supporting the UN M&E Group, the UN Programme Analyst will help ensure gender mainstreaming into the UNDAF M&E framework. 
 
Closely linked to the responsibilities in support of UN programming, the UN Programme Analyst works directly with UN agencies and Government in supporting the localization of the post-2015 agenda – in particular the focus on rising inequalities in Ghana, with special focus on gender inequalities, and the integration and monitoring of its goals into the UN programming process.
The UN Programme Analyst is supervised by the Head of the RC Office who reports directly to the UN Resident Coordinator. The incumbent will have a limited set of well-defined key functions and deliverables. At the same time, the dynamic context and broad scope of UN reform will require the incumbent to observe the close linkages between different dimensions of Delivering as One, and to demonstrate flexibility in supporting and backstopping tasks in other areas such as UN communications, humanitarian coordination, external partnerships and joint resource mobilization, as required.
 
The UN Programme Analyst works in close collaboration with UNCT members, programme, operations and communications teams of the Agencies, UN Development Operations Coordination Office (DOCO) staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful and transparent coordination of UNCT activities.

 

Duties and Responsibilities

Under the guidance and direct supervision of the Country Representative, the JPO: 

1. Serves as dedicated focal point in support of the UN Gender Team (UNGT) in strengthening advocacy, partnerships and joint UN programming towards achieving gender equality and women’s empowerment.

  • Supports formulation of UNGT work plan, as well as implementation and reporting, helping to ensure the effective functioning of the group and its responsiveness to government and other national partners. 
  • Works closely with UN Women and the UNDAF Results Groups to support effective mainstreaming of gender and women’s empowerment in the joint programming process, including programme planning and results formulation, annual reviews and reporting.
  • Facilitates effective information sharing and collaboration between the UNGT and the UN M&E Group to support gender mainstreaming in the UNDAF M&E framework and in national M&E systems.
  • Analyses and informs on good practices in UNGT work in other countries, including UNGT programmatic support, specifically in the areas of women’s rights, including sexual and reproductive health and rights.

2. Supports the operationalization of the UNDAF Action Plan and related Delivering as One processes, with a focus on M&E, Joint Programmes and compliance with key UN programming and results-based management (RBM) principles.

  • Supports the coherent and effective functioning of the 11 UNDAF Results Groups supporting standardization of annual work planning, identification of areas for joint activities and regular progress reporting based on SMART results and indicators.
  • Liaises with Results Group conveners and members on an ongoing basis to ensure coherent positioning of the Outcome Groups (OGs) in national sector coordination mechanisms, communication and coordination across all OGs, and consistent follow up on annual OG priorities and programme results.
  • Provides support to the Inter-agency Programming Group (IPG) in ensuring effective oversight over the work of the UNDAF Outcome Groups and regular reporting of UNDAF progress to the UNCT.
  • Supports the UN M&E Group in tracking progress on Delivering as One, including supporting annual work planning, consolidation of inputs for the annual review process of the UNDAF Action Plan, and strengthening collaboration with the National Development Planning Commission (NDPC) and sector coordination mechanisms to increase linkage and use of national planning and M&E systems.
  • Provides support for the harmonization of UN M&E cycles and processes with those of the Government.
  • Assists in coordinating efforts to adopt a common programming terminology and to mainstream the UN’s key programming principles (HRBA, Gender, Environment, RBM, and Capacity Development).
  • Supports the IPG and UNCT in the identification, development, implementation, M&E and joint resource mobilization for Joint Programmes.
  • Liaises with Joint Programme coordinators to ensure capturing of programme results and success stories that can be used by the UN Communications Group to promote UN work and Delivering as One
  • Collects and disseminates global practice in the field of Joint Programmes while supporting implementation of these practices locally.
3. Works directly with UN agencies and Government in supporting the localization of the post-2015 agenda – in particular on rising inequalities in Ghana, with focus on gender inequalities – and the integration and monitoring of its goals into the UN programming process
  • Supports UN agencies in promoting the post-2015 agenda with key partners including government, development partners and civil society.
  • Works as part of the UN task team in providing assistance to the National Development Planning Commission in conducting national consultations on how to localize and implement the post-2015 agenda.
  • Contributes to identifying entry points and modalities for using the post-2015 agenda to promote a national development vision and long-term national development planning in Ghana.
  • Works closely with the UN M&E Group to propose ways of introducing the post-2015 agenda and goals into national development plans and M&E systems.    
4. Contributes to and promotes knowledge management

  • Promotes the use of online work spaces and knowledge networks within UNDAF Results Groups, UNGT and UN M&E Group.
5. Supports other Delivering as One work streams as required
  • Contributes flexibly to other activities of the RC Office team in support of the RC system and Delivering as One as required, including backstopping arrangements.

Required Skills and Experience

Education:
Master’s Degree or equivalent, or higher Advanced Degree in Economics, Social Science or other related field of expertise
Work Experience:
A minimum of two years of relevant paid work experience in supporting management advisory services. Experience in design, monitoring and evaluation of development projects and on gender issues would be an asset.
Language requirements:
Fluency in Danish and full Working knowledge of English, including excellent writing skills.
