Background

Under the overall guidance of the PREP Programme Manager and the direct supervision of the Project Manager (Local Economic Development)/Area Programme Manager (PREP)-Garowe Sub-Office, the Project Officer will be responsible for day-to-day management of the PREP activities in Puntland. Furthermore, the incumbent will be responsible for the guidance to the various government and non-government implementing partners and for ensuring cross-unit cooperation and coordination.
 
The Project Officer must be able to develop and maintain viable working relationships with colleagues across the organization and with implementing partners, and be able to work in a responsive client orientation and problem solving mode.
 
The Project Officer will work in close collaboration with the PREP team and Head of the Sub-Office, Operations Teams, counterparts and Government officials to ensure that project management is carried out according to UNDP rules and regulations.

Duties and Responsibilities

Ensures strategic direction, proper planning, focusing on the achievement of the following results:
  • Ensures, in close consultation with Project Managers and Support Team, the effective application of RBM tools, elaboration of coherent work plans, regular donor progress and impact reports, project and programme documents and proposals, monitors the project work plans, project effectiveness and achievement of results and provides inputs to the Strategic Results Framework and Results Oriented Annual Report;
  • Ensures the highest possible quality of delivery and ensures value for money;
  • Participates in all internal and external (coordination) meetings representing the project;
  • Improves/establishes communication and coordination mechanisms and procedures amongst the various stakeholders;
  • Supports the enhancement and update of a web-based database to serve as monitoring and reporting tool
  • Manages and monitors identified project risks and update the status of these risks;
  • Ensures the promotion and application of the UNDP drivers of development effectiveness (promotes national ownership and the development of national capacities; fosters policies and partnerships and promotes gender equality) for enhanced programmatic results, and other development standards as per UNDP’s corporate multi-year strategy;
  • Ensures that all programming is founded on Rights Based approach and that programme resources are used in a balanced way and are “conflict sensitive”, ensures adherence to the Do-No-Harm principle and any joint UN operating principles in Somalia relevant to the programme area;
  • Ensures the integration of cross-cutting issues, such as gender, HIV/AIDS, peace building, human rights and ICT, into the design, implementation, and monitoring and evaluation of programme/projects of the Livelihoods programme;
  • Keeps the Project and Programme Managers abreast of emerging project issues.

Ensures effective and efficient financial resources management, focusing on the achievement of the following results:

  • In close consultation with the Head of Sub-office, Project Managers and Programme Management, contributes to the elaboration budgets for all activities in the programme portfolio and the continuous monitoring of project work plans,
  • Ensures integrity of financial and administrative operations in the programme area through oversight of financial and budgetary aspects of the projects, under advice of the Programme Manager, Operations staff, and other support staff;
  • Ensures strict and consistent application of UNDP rules and regulations and ensures the implementation of clear accountability mechanisms throughout the programme portfolio;
  • Participates in internal control mechanisms for adherence to UNDP rules and regulations in contracts, assets, procurement, recruitment, etc. as required.
Contributes to Resource mobilization and ensures efficient procurement and logistical services, focusing on the achievement of the following results:
  • Supports overall resource mobilization for the programme area;
  • Advocates for UNDP with government counterparts, donor community, and the UN;
  • Ensures project compliance with corporate human resources policies and strategies,
  • Mobilizes goods and services, including drafting TORs;
  • Ensures project compliance with corporate rules and regulations in the field and management of procurement processes and logistical services.
Efficient support to tasks related to advocacy, planning and programming, monitoring and evaluation, and representation:
  • Ensures monitoring and evaluation of the projects, including regular field visits and the organization of Project Board and Outcome Board meetings and reports on project progress and constraints;
  • Coordinate and cooperate with initiatives of other sections of the UNDP country office, specifically the ROLS, HIV/AIDS, Governance and Human Development Units;
  • Liaise with all UNDP counterparts, government authorities, UNSAS and other stakeholders regularly.
Ensures knowledge building and management focusing on achievement of the following results:
  • Contributes to the identification and synthesis of best practices and lessons learned from the Recovery and Sustainable Livelihoods Programme for organizational sharing and learning;
  • Actively participates in the knowledge networks and takes advantage of best practices and lessons learned that are available in the zonal, national, region and globally;
  • Supports capacity-building of national counterparts;
  • Promotes a knowledge sharing and learning culture in the CO
Impact of Results

The key results will have an impact on the implementation of the UNDP CPD 2011-215, specifically Outcome Three: Somali Men and Women Benefit from Increased Sustainable Livelihood Opportunities and Improved Natural Resources Management and the enhancement of the capacities of private sector, government and civil society organizations engaged in the achievement of the following sub-outcomes:
  • Rebuild the basic capacities for inclusive growth and development contributing to social, political and economic stability;
  • Create an enabling legal, policy and regulatory environment for business and livelihood opportunities;
  • Expand and diversify livelihoods to improve income and employment with particular focus on women and youth;
  • Manage the environment and natural resources sustainably, taking into consideration climate and disaster risks.

Required Skills and Experience

Education:
  • Master’s degree in economics, business administration, political science, natural sciences, engineering, international studies, environment, development studies or any other related field with 3 years of relevant work experience in Development/ Project Management;
  • First level university degree in economics, business administration, political science, natural sciences, engineering, international studies, environment, development studies or any other related field with a combination of 5 years of experience in Development/Project Management may be accepted in lieu of the master’s degree.
Experience
  • 3 years of relevant experience in development in a governmental, multilateral or civil society organization in a multi-cultural setting;
  • Expertise in the area of Recovery and Sustainable Livelihoods with recent experience in local economic development (long term income generation and micro-finance);
  • Experience in the use of computers and office software packages and handling of web based management systems;
  • Experience in high-level policy advisory services to Government counterparts is an asset
  • Experience in inter-agency coordination of development or humanitarian assistance an asset; work experience within the UN or INGOs an asset.

Language Requirements:

  • Fluency in written and spoken English and Somali.
