Background

The Project Officer is located in UNFPA Country Office (CO) and reports to the Programme Analyst on Gender Equality, Population and Development and Monitoring and Evaluation.
By providing coordinating, management and strategic support to the project, Project Coordinator/Officer ensures that the impact of results achieved is better access of CRSV survivors of established and functioning health and social protection services, based on the Standards for minimum service provision and Local Action Plans, free of stigma and discrimination.

Under supervision of Programme Analyst on Gender Equality, Population and Development and Monitoring and Evaluation  Project Officer will be responsible for the coordination of all aspects of UNFPA BiH work on improving the status of conflict related sexual violence (CRSV) survivors and their access to health and social protection services in their respective communities. Project officer will integrate CRSV into the broader framework of gender equality and human rights and will ensure synergies with all other UNFPA and UNCT activities of relevance to the topic.
  • Coordinates stakeholders (governmental representatives at various levels and CSOs) in development/adaptation/endorsement of the Standards for minimum service provision for CRSV survivors in health and social sectors and support to the creation of Local Action Plans;
  • Coordinates policy/strategy level stakeholders to prepare, adopt and implement monitoring and evaluation procedures;
  • Supports senior UNFPA staff in development of plans, strategies and programme components relating to conflict related sexual violence;
  • Supports fund-raising for issues of sexual and gender based violence in the conflict, and other gender based violence related issues in BiH.
  • Creates strategic partnerships and supports awareness raising for joint co-financing modalities within governmental structures, other UN agencies and the other partners;
  • Intensively works on promotion of effective stakeholder participation in the programme implementation;
  • Manages project’s finances, including budget development and monitoring, and timely and appropriate financial reporting.

1. Contribution to effective Project Management:

  • Manages and coordinates project activities relating to improving access to municipal services by CRSV survivors;
  • Provides valuable inputs and interventions where appropriate in all policy and strategy making processes, establishment of services and data collection processes pertaining to CRSV survivors;
  • Ensures all aspects of Monitoring and Evaluation are incorporated in all segments  of work;
  • Supports the work  of international and national experts;
  • Develops annual work plans and coaches IPs on the planning process, and ensures full implementation and related financial and narrative reporting;
  • Establishes effective working relationship with the national and international counterparts;
  • Supports senior UNFPA staff by raising awareness on CRSV related findings and issues, ensures timely communication of all available information and knowledge on the subject to others;
  • Compiles implementing partner’s financial and narrative progress reports and provides inputs for UNFPA strategic/policy actions relating CRSV.
2. Provision of Strategic planning and policy making activities to UNFPA partners:
  • Provides advice related to project cycle management with line ministries.
  • Provides policy inputs to all working groups
  • Provides advice and oversees the organisation and conduct of capacity development events / conferences/workshops.
3. Contribution to the development of the Country Office as a knowledge-based institution
  • Shares relevant and substantive and operational experiences with other colleagues;
  • Participates in project/programme evaluation exercises;
  • Participates, as a resource person, in substantive and/or operational training sessions organized for the Country Office and/or project staff;


4. Management of project operations

  • Ensures adherence to UNFPA operating rules and procedures;
  • Manages finances and administration of the project;
  • Performs appropriate operations in Atlas;
  • Provides guidance to implementing partners and ensure their compliance with UNFPA rules and regulations.
Work Relations
 
The Project Officer facilitates the work of consultants, advisors, and experts and establishes and maintains collaborative relationships with counterparts in government, multi-lateral and bilateral donor agencies and civil society to address emerging issues.  S/he must effectively influence counterparts from diverse backgrounds to jointly contribute to achieving UNFPA’s mandate. S/he is a substantive contributor to the programme team in the Country Office.
The Project Officer maintains collaborative relationships with all programme and project staff at the CO. Internal contacts include the Programme Analyst on GE, PD, ME, the CO’s programme/ technical team and Admin/Fin staff. External contacts include other UN agencies in the country and national counterparts in Country programme activities, relevant UNFPA staff in other offices in UNFPA.

Required Skills and Experience

  • Advanced degree in social sciences field – public health, social work, psychology, law, political science, public administration, international relations, international development, or similar.
  • 5 years of relevant managerial experience at similar positions in providing advice and support to implementation and management of policy making and strategic planning initiatives/projects at national level preferably experience in direct and frequent communication with national or entity authorities  and Civil Society Organisations. Familiarity with international standards of Project Cycle Management; Monitoring and Evaluation.  Knowledge of BiH administrative organizations and their work procedures will be highly valued.
  • Excellent skills in English and local languages.
